On December 13, on the occasion of celebrating the 40th anniversary of the reform and opening-up, CASIC held the ninth party construction conference to thoroughly study and implement Xi Jinping’s thought on socialism with Chinese characteristics for a new era and the spirit of the 19th CPC National Congress, implement the spirits of a series of conferences such as the national organization work conference, the national propaganda and ideological work conference, the party construction symposium for central enterprises and the symposium on promoting grass-roots party construction for central enterprises, remobilize and redeploy the implementation of the spirit of the national party construction conference for state-owned enterprises, implement the general requirements for party construction in the new era and the organizational line of the CPC in the new era, and promote the implementation of the development strategy of “Two Targets and Four Steps”.
The conference was held in the form of video, including the main venue and the sub-venues. Relevant leaders of the superior departments, Gao Hongwei, the Chairman and Secretary of Party Committee of CASIC, Li Yue, the President of CASIC and a deputy secretary of Party Committee, Xu Qiang, Deputy Secretary of Party Committee, Liu Shiquan and Wei Yiyin, members of Party Committee and Deputy General Managers, Liu Chuandong, a member of Party Committee and the Chief Accountant, and Chen Guoying and Gong Bo, members of Party Committee and Deputy General Managers attended the conference at the main venue; major principals (secretaries of CPC branches) of departments of the headquarters, and secretaries of Party committees, deputy secretaries of Party committees and secretaries of discipline inspection commissions of the secondary units attended the conference at the main venue and the sub-venues respectively. Li Yue presided over the conference.
At the conference, Xu Qiang made remarks in a work report titled Leading the Construction of First-class Enterprises with the Overall Leadership of the CPC to Provide a Strong Guarantee for Realizing the Magnificent Blueprint of "Two Targets", summarized the achievements and shortcomings of party construction of CASIC since the 18th CPC National Congress and the 8th party construction conference, analyzed the new situations currently faced by us in party construction and arranged the tasks for party construction in the next stage.
The report pointed out that the Party Committee of CASIC shall adhere to and strengthen the overall leadership of the CPC, unite and lead the party members, cadres and employees to consistently focus on strategies, strengthen team construction, focus on the foundation and make great efforts to carry out the party construction, and successfully complete various reform and development tasks.
The report emphasized that the general idea for party construction of CASIC in the next period can be summarized as "12345", namely, "centering on one main line", "focusing on two targets", "carrying out the three basic constructions", "always adhering to four aspects" and deepening five mechanisms". "One main line" means comprehensively, systematically and routinely adhering to the overall leadership of the CPC at all levels to strengthen the party construction. "Two targets" mean playing the leading role of the party committee, focusing on strategies, strengthening team construction, focusing on the foundation, making great efforts to carry out the party construction, and providing a strong guarantee for the establishment of a world-leading aerospace and defense company and a world-class enterprise with global competitiveness. "Three basic constructions” mean focusing on the construction of the organizational system, and paying close attention to the basic organization, team and system construction. “Always adhering to four aspects” means always implementing the major responsibility and supervision responsibility of comprehensively strengthening Party discipline, always promoting the deep integration of party construction and scientific research, production and management, and always adhering to the principle of the CPC managing cadres and talents, as well as the people-centered concept. "Five mechanisms” refer to the responsibility implementation mechanisms for party construction, namely, deepening the implementation of the assessment on party construction, the Secretary of Party Committee carrying out the review and assessment of work report on party construction, the quarterly regular meeting of secretaries of Party committees, the work report system within the party, and the accountability mechanism for poor duty performance.
Gao pointed out in his speech that the report of the 19th CPC National Congress emphasized that the construction of grass-roots CPC organizations shall focus on improving organizational strength and highlight the political functions. CASIC has made some achievements in the research on and practice in improving organizational strength by party organizations, and has also been highly appreciated by the superior authorities. Based on the actual situation of CASIC, Gao put forward five requirements for promoting the further development of party construction.
I. We must give priority to political construction in the process of party construction, firmly establish the "four consciousnesses", constantly enhance the "four kinds of confidence", and earnestly implement "two upholdings”. In the new era, new development shall be obtained and new progress shall be made in the aerospace industry, and a new look shall be shown, and new achievements shall be made in party construction. Adhering to the leadership of the CPC and strengthening party construction are the "roots" and "souls" of state-owned enterprises. The key to creating a new situation in party construction is adhering to political construction as the focus, guiding the tasks of party construction with political construction, promoting the further development of comprehensively strengthening Party discipline and continuously improving the level and quality of party construction.
II. We must strengthen the construction of the organizational system and create strong grass-roots party organizations with a solid foundation. Attaching importance to the construction of grass-roots organizations is the excellent tradition and valuable experience of the CPC. The grass-roots CPC organizations are the foundation of all the work and fighting strength of the CPC, and are of great importance to enhancing the quality of party member, playing the role of party members, maintaining the advancement and purity of the CPC, and ensuring the long-term ruling status of the CPC.
III. We must strengthen the responsibilities, and create a high-quality and professional party construction team and cadre team with dream, capability and pragmatism. Creating a high-quality and professional team of cadres and talents for party construction requires targeted exercises at posts with emergent, difficult, risky, important and new tasks. Party members and cadres at all levels shall realize that the responsibility is more important than everything, and shall not shirk their own duties.
IV. The party construction shall promote the improvement of employees’ sense of fulfillment, and continuously improve the employees’ happiness indexes. On the one hand, we must vigorously promote the aerospace spirit, and make everyone have a sense of mission, responsibility and honor; on the other hand, we must create a good working environment for employees as much as possible within the reach, and provide better remuneration within the scope of the policy.
V. We must inspire a new generation of aerospace technicians to inherit the aerospace spirit and make contributions in the new era. Generations of aerospace technicians devoted their lives to making achievements in the aerospace industry of China, and CASIC accumulated the aerospace culture through inheritance and safeguarding, innovation and development, and practice and promotion by generations of aerospace technicians. On the one hand, the veterans in the aerospace industry shall play a leading role in the demonstration; on the other hand, they shall also play an active role in teaching fresh hands in respect of knowledge, skills and experience to make the new generation of aerospace technicians have a good start and become excellent successors through the unremitting pursuit, and enable them to constantly bring China’s aerospace industry to a new height and make a historic contribution to building China into an aerospace power.
Decisions on Commending the Advanced Grass-roots Party Organizations, Outstanding Party Members and Outstanding Party Workers in 2016-2018 of CASIC, and Decisions on Commending the Model Workers, Outstanding Female Workers and Excellent Young Persons in 2016-2018 of CASIC were released at the conference, and representatives of award winners were awarded with certificates of honor and medals. In addition, Decisions on Appointing the Commandos of Party Members for CASIC were released at the conference, and the flags were awarded to the commandos of Party members. Cases Collection about Improving Organizational Strength by Party Organizations of CASIC was released at the conference, and books were given to representatives of grass-roots party organizations. The Party Committee of the Second Academy, the Party Committee of No. 31 Institute of the Third Academy, the general Party branch of Beijing Aerospace Smart Manufacturing Technology Development Co., Ltd. of CASICloud and the Party branch of Academy of Information Technology of CASIC exchanged work experience.
Li Yue put forward five requirements for the implementation of the spirit of the conference: 1. the party committees of all organizations shall thoroughly study and implement Xi Jinping’s thought on socialism with Chinese characteristics for a new era and the spirit of the 19th CPC National Congress, and resolutely implement the general requirements of party construction and the organizational line of the CPC in the new era. 2. The party committees of all organizations shall conscientiously study the spirit of the important speech delivered by Gao at the conference, and shall implement it in accordance with the specific requirements of the speech on high-quality development. 3. The party committees of all organizations shall conscientiously study the remarks in the work report made by Xu Qiang, Deputy Secretary of Party Committee, on behalf of the Party Committee, adhere to the general guiding ideology, the overall thinking and the work deployed at seven aspects, and implement them in accordance with the actual conditions. 4. The party committees of all organizations shall actively organize the exchange and learning activities for party organizations at all levels. The exchange activities carried out by the four organizations at the conference were very distinctive, and this kind of exchange shall become the normalcy. 5. The party committees of all organizations shall go to all lengths to accomplish all work objectives, carefully plan the work in 2019, attach great importance to the petition work, safeguarding stability, confidentiality, defending, work safety and cyber security, implement the spirit of the 19th CPC National Congress through practical actions, and celebrate the 40th anniversary of reform and opening-up.
