In the morning on March 8, Li Keqiang, Member of the Standing Committee of the Central Political Bureau of CPC and Premier of the State Council, met with the Delegation of Hubei Province at the second session of the 13th National People’s Congress, and deliberated the report on the work of the government, the plan and budget report together with the delegation members. At the end of deliberation, Yan Dapeng, Deputy to the National People's Congress, and Vice President & Chief Engineer of Wuhan Raycus Fiber Laser Technologies Co., Ltd. (Wuhan Raycus) of CASIC, showed Premier Li Keqiang the latest products independently developed by Raycus Fiber including semiconductor lasers and special optical fibers as well as chips of Wuhan Ruijing Laser Chip Technologies Co., Ltd. Yan Dapeng said: “All these products are based on internationally advanced technologies. The high-power semiconductor lasers brought here can be directly used for laser manufacturing, or be used as the pumping source of a high-power fiber laser”. Hearing what Yan Dapeng said, the Premier nodded with satisfaction and praised: “Very good! Very good!”
On the meeting, Li Keqiang gave full credit to the new achievements made by Hubei Province in economic and social developments last year. He hoped that Hubei Province will through a market-based approach continue to innovate technology systems and mechanisms, give greater incentive to personnel engaged in fundamental research and scientific research, organically combine the “two resources” of scientific research and education institutions and talents, expand space for development of emerging industries, accelerate replacement of old growth drivers with new ones and improve core competitiveness in high-end manufacturing and other industries.
For these requirements, Yan Dapeng said: “To realize high-quality development of aerospace cause, innovation is the most fundamental and to make innovation, leading talents are the most fundamental.” By establishing the General Department of Laser and Quantum Technology and Application, CASIC aims to provide laser and quantum application solutions and core products for national economic construction, and to help China occupy the commanding heights in relevant fields. In the fiber laser industry, the chain of talents, industrial chain and chain of innovation are formed for the laser industry by bringing leading talents. The diversified ownership mechanism and the stock ownership incentive mechanism are adopted. “Now core and backbone staff of Wuhan Raycus hold shares of the Company, which exerts good effect on stabilizing leading talent teams.”
In addition, Wuhan Raycus has also established close cooperation with Huazhong University of Science and Technology, Chinese Academy of Sciences and other scientific research institutions and colleges. Yan Dapeng said: “With leading talents of the Company working part-time as professors and doctoral supervisors in colleges and universities, employees of the Company with good potential can be sent to such colleges and universities for further study while outstanding students of colleges and universities can work as interns or full-time employees of the enterprise.” With such an integrated mechanism of collaboration between the enterprise, universities and research institutes, Wuhan Raycus has been constantly strengthening theoretical and basic research and promoting independent development of and breakthrough in core and key technologies. Last year, Wuhan Raycus was successfully listed, injecting new impetus for further increasing investment in scientific research, and for expanding product variety and industrial scale.
Premier Li Keqiang put forward specific requirements in the report on the work of the government: By centering around promotion of high-quality development of the manufacturing industry, strengthen the industrial foundation and technical innovation capacity; promote integration and development of advanced manufacturing and moder service industries; accelerate construction of a strong manufacturing power; build industrial Internet platform and expand “intelligent+” to enable the Company in transformation and upgrading of the manufacturing industry. Gao Hongwei, Deputy to the NPC, the Secretary of the Leading Party Members' Group and President of CASIC said with deep feelings: “These requirements put forward in the report on the work of the government are consistent with the guiding principles from the Party’s 19th National Congress and the second and third plenary sessions of the 19th Party Central Committee, consistent with the requirement proposed on the Central Economic Working Conference for high-quality development of the manufacturing industry, and consistent with the trend of development of times and the China's national conditions, having great immediate significance and far-reaching historical significance. As a national innovation-oriented enterprise and one of the first batch of national-level “mass entrepreneurship and innovation” demonstration bases of China, CASIC should naturally contribute more wisdom and solutions in aerospace industry in such aspects as replacing old growth drivers with new ones and upgrading core competitiveness in high-end manufacturing industry and other industries.
Hu Shengyun, a deputy to the National People’s Congress and Chief Model Designer of China Space Sanjiang Group Corporation (CSSG), said on the meeting that all delegation members including himself felt very excited when the Premier encouraged Hubei Province to put into full play its advantages in scientific and technological innovation for acceleration of replacement of old growth drivers with new ones. “I think now is the right time for CASIC to set an industrial plan and promote commercial aerospace industry in Hubei Province. We should be fully confident and make every effort to lead in relevant industries with a new concept of development. The plans and efforts made by CASIC for the commercial aerospace industry completely correspond to the requirements of the Premier.
