On March 15, CASIC holds a party group meeting for learning guiding principles from the second session of the 13th NPC and the second session of the 13th National Committee of the CPPCC (the “two sessions”) as well as other latest guiding principles of the Central Government.
The following people attended the meeting: Gao Hongwei, the President and Secretary of the Leading Party Members' Group of CASIC, Liu Shiquan, Deputy Secretary of the Leading Party Members' Group and General Manager, Wei Yiyin, member of the Leading Party Members' Group and Deputy General Manager, Liu Chuandong, member of the Leading Party Members' Group and Chief Accountant, Lin Qing, leader of the Discipline Inspection and Supervision Team and member of the Leading Party Members' Group, and Gong Bo, member of the Leading Party Members' Group and Deputy General Manager. The meeting was chaired by Gao Hongwei.
Gao Hongwei, conveyed guiding principles from the speech of the General Secretary Xi Jinping to six delegations during the second session of the 13th NPC and the second session of the 13th National Committee of the CPPCC, important decisions and guiding principles approved on the second session of the 13th NPC as well as plans of the Group for implementing the above decisions and guiding principles for promoting high-quality development. Members of the Leading Party Members’ Group talked about their feelings and understandings according to their actual work experience after studying.
Gao Hongwei stated that the two sessions are important meetings held in a critical year for securing a decisive victory in building a moderately prosperous society, and are of great significance for implementing guiding principles from the Party’s 19th National Congress and the second and third plenary sessions of the 19th Party Central Committee; for further unifying the thoughts and actions of the whole Party and all ethnic groups of China according to the judgment on the current trend and the work plan of the Party Central Committee; for laying a decisive foundation for building a moderately prosperous society in the final stage.
According to Gao Hongwei, during the two sessions this year, General Secretary Xi Jinping met with the delegations six times, and delivered important speeches from such perspectives as promoting high-quality development, implementing new concepts of development, pursuing progress while ensuring stability, and sticking to the people-centered development philosophy, and put forward a series of new concepts, theories and requirements, which reflect the overall planning and thinking of General Secretary Xi Jinping on the work of the Party and State, and reflect the importance to which aspects and fields General Secretary Xi Jinping attaches. At present, China has transitioned from a phase of rapid growth to a stage of high-quality development. Promoting high-quality development is the pre-condition of all work and should be carried out firmly by centering around three aspects including transformation of growth model, optimization of economic structure and shifting to new growth drivers. In the development of national defense and the armed forces, we should, by aiming at realizing the Chinese dream and the “strong army” dream, implement the “thirteenth five-year” plan for construction and development of a “strong army” of the Group, and secure a victory in realizing the targets and missions of developing national defense and the armed forces for 2020.
According to the actual development situation of the Group, Gao Hongwei made a specific plan from the respects of contributing to winning the battle against poverty, continue to “consolidating and developing the public sector”, implementing the “five development concepts” and promoting innovative development of the enterprise. He pointed out, with agricultural and rural development of China being carried out in order from the stage of combating poverty, rural revitalization to development of modern agriculture, the Group should fully leverage its advantages in scientific and technological innovation, vigorously develop intelligent agriculture and provide technical supports for relevant projects to intensify efforts in the battle against poverty and in strategic rural revitalization. The Group should continue to “consolidating and developing the public sector” and fully understand the challenges and opportunities under new conditions: On the one hand, it should collaborate with private enterprises in their strong areas; on the other hand, it should take initiative in innovation, blaze new trails and see new fields of development to form new competitive edges. The Group should stick to the new concepts of development based on innovation, coordination, green, opening up and sharing, continue to carry out industrial development and coordinated development, and improve work efficiency and labor productivity.
As emphasized by Gao Hongwei, the Group should, according to its actual development condition, deeply understand the guiding principles from the speeches of General Secretary Xi Jinping and from the two sessions; build the awareness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment; strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics; resolutely uphold the core position of General Secretary Xi Jinping, resolutely uphold the authority of the Party Central Committee and its centralized, unified leadership; do all work well by closely following the pace of the Party Central Committee; make the strategic plan of “two goals in four steps” by constantly freeing the mind and changing the way of thinking; keep learning and mastering new development concepts, thinkings, ways and methods to improve comprehensive qualifications and working abilities of oneself; overcome all sorts of difficulties even if it is like rolling stones up the hill; fully accomplish all key tasks and business plans in various aspects for the year, to lay a solid foundation for winning the final battle for preliminary building of a world first-class aerospace defense company, and to greet with remarkable achievements the 70th anniversary of the founding of the People’s Republic of China and the 20th anniversary of the founding of the Group Company.
According to the leaders participating the meeting, the Group must learn and implement the guiding principles from the speeches made by General Secretary Xi Jinping during his six-time meetings with the delegation, and from the two sessions according to the actual conditions of the Group, and must constantly improve its aerospace defense ability by focusing on entities and main business segments and intensifying efforts to develop in “two + one” mode, i.e. mainly developing aerospace defense industry and developing information technology industry and equipment manufacturing industry as auxiliaries; make innovations and breakthroughs in development of key technologies according to new requirements for national defense and development of the armed forces in the new era to support national defense and development of the armed forces; grasp the golden opportunity for corporate development and focus on solving the current and longstanding problems to promote high-quality development of the Group; accelerate improvement of the market mechanism and stimulate its vitality; focus on serious issues and critical links in reform, promote deepening of relevant reform measures and improve systems and mechanisms suitable for high-quality development. The Group should further strengthen political construction; fully implement the discipline inspection and supervision functions of the Group for strengthening political supervision and rigorous party governance; carry out supervision and inspection in strict accordance with major decisions and plans made by the Central Party Committee.
On the meeting, Lin Qing conveyed the guiding principles from the speeches made by leaders of the Central Commission for Discipline Inspection and National Supervisory Commission of the People's Republic of China on the 2018 Debriefing Meeting of leaders (secretaries of discipline inspection commissions) of discipline inspection and supervision teams for enterprises administered by central government.
