On April 8, CASIC held the 2019 Industrial Development Conference to sum up the achievements made by the Group in civil industry development in 2018, analyze the current situation, arrange work priorities for 2019, promote industrialization and coordinated development capability and fully drive the high-quality development of the civil industry.
The Conference was attended by Gao Hongwei, Secretary of the Party Leading Group and President of CASIC, Liu Shiquan, Deputy Secretary of the Party Leading Group and General Manager of CASIC, Liu Chuandong, a member of the Party Leading Group and Chief Accountant of CASIC, and Chen Guoying, a member of the Party Leading Group and Deputy General Manager of CASIC as well as relevant leaders of the GM-assistant level, leaders of all departments of CASIC, principle leaders of all secondary units, competent authorities of the civil industry and Director of major civil industrialization projects. The Conference was chaired by Chen Guoying.
On the Conference, Liu Shiquan made a report titled Promoting Industrialization and Coordinated Development Capability and Fully Driving High-quality Development of Civil Industry by Adjusting Structure, Changing the Mode of Growth and Building New Growth Drivers, to comprehensively review the work of CASIC for civil industry development in 2018. In 2018, according to the report, the Group fully implemented all important decisions and plans of the Party Central Committee and the State Council, overcame difficulties and strove hard under pressures to promote launching and implementation of major projects in civil industry such as industrial Internet and intelligent industry projects; made great efforts in advancing major industrialization projects in civil industry; focused on the change of growth mode by cloud marketing and so on; accelerated adjustment of industrial structure to realize high-quality development of the civil industry.
On the Conference, the annual goal of “one guarantee and three breakthroughs” for work in 2019 was set. It means, to be specific, guaranteeing high-quality accomplishment of annual economic indexes and major tasks for the civil industry and making breakthroughs in terms of major engineering projects, industrialization and optimization of marketing mode and supply chain.
Liu Shiquan required that all units should focus on work in nine aspects: fully implement the system of “one post with double responsibilities (job responsibility and responsibility for building a clean government)” and act on the requirement of the Party Central Committee for full and rigorous Party self-governance and the decisions and plans of the Party Leading Group; work hard to promote high-quality development of the civil industry; plan carefully to strengthen consistence with and implement national strategies; fully promote and focus on organization and implementation of major engineering projects; center on key elements and enhance industrialization and coordinated development levels; develop new business models and constantly enhance core competitiveness; get rid of the stale and take in the new to continuously improve assets operation function; take a combination of measures and focus on promotion of export of proprietary products; consolidate the foundation for industrial development.
On the Conference, the report on CASIC’s plan of 2019 on major industrialization in civil industry was made; information on cloud marketing in 2019 was presented; the award of business mode innovation of 2018 was given; the statements of liability for major industrialization projects in civil industry were issued. The Second Research Institute, the Third Research Institute and the Aerospace Information exchanged thoughts and ideas centering on civil radars and service industrialization, cloud marketing and supply chain optimization as well as innovation of business modes.
Gao Hongwei, on behalf of the Party Leading Group of CASIC, expressed regards and gratitude to all staff and cadres striving on the front of the civil industry and put forward requirements in three aspects for future development of the civil industry. First, all units should fully implement explicit requirements put forward by the Party and the State for high-quality development. The Group, with manufacturing as its core business, is the backbone force for building a modern economic system and must upgrade political stance, study and implement specific measures of the Central Party Committee to become a pillar in the construction of a manufacturing power in the new era; carry out the strategy and policy of the Central Party Committee for emphasizing both stable growth and structural adjustment; advance “Internet +” and “intelligence +” to lead us to win new opportunities during industrial Internet development, thus pushing Chinese industry to the mid-to-high end of the global value chain. Second, all units should correctly understand the challenges and opportunities faced during civil industry development. CASIC is currently in a phase of transformation and upgrading, and in the second stage of the second undertaking. During such periods, we should change our philosophy of management and strengthen our understanding of development trend of the times. Leading cadres of all levels should be good at turning crises into opportunities and steering clear of dangers to safety; correctly understand the trend and focus on work priorities; make full use of the period of important strategic opportunities for the development of the country; prepare for and overcome challenges to take initiative strategically. Third, civil industry development shall focus on four aspects: structural adjustment, change of mode, risk prevention and team building strengthening: CASIC should continuously concentrate on structural adjustment in the civil industry; the industrial structure and product structure must suitable for the development trend of the times and the development stage of the Company; the task of industrial structure adjustment should mainly be assumed by the Party Committee and the cadres. The development of the civil industry shall continuously promote the change of growth mode; measures shall be taken to prevent risks in civil industrial management and efforts shall be made to stick to the bottom line of no systematic risk from the perspective of guaranteeing stable political situation. Strengthen building of talent teams for the civil industry and cultivate all kinds of talents according to the requirements of “being reliable politically and being qualified professionally”; stimulate, attract and encourage outstanding persons to engage in the civil industry by legitimate means.
Chen Guoying required that all units should implement the principles of the Conference and should, according to their actual situation, make plans for development of the civil industry in 2019, so as to lay a solid foundation for fully accomplishing all tasks.
