Party Leading Group of CASIC held the First Study Session of Education Meeting on “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind” from June 17 to June 18. Leaders of the Party Leading Group of CASIC and heads of relevant business units of the Headquarters attended the Study Session. Shang Bing, Leader of the 28th Guiding Group of the Central Party Committee attended the Study Session and gave instructions. Gao Hongwei, Secretary of the Party Leading Group and President of CASIC presided the Study Session and made a summary.
CASIC made an overall mobilization and deployment on the education themed on “remain true to our original aspiration and keep our mission firmly in mind” on June 6. According to the requirements of the Party Central Committee and overall arrangement made by the Party Leading Group of CASIC, study sessions of CASIC will be held centering on three themes “firmly adhering to ideals and beliefs, promoting high-quality development and fulfilling first responsibilities as a strong army”.
This Study Session themed on “firmly adhering to ideals and beliefs” was conducted through experts giving lectures, learning under guidance and discussion and exchange with emphasis placed on studying the Party Constitution and the report made on the 19th National Congress, the Selected Collection of Important Statements of Xi Jinping on “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind”, Outline of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and so on. On the basis of self-learning and intensive learning, leaders of the Party Leading Group further understood the nature, tenets, guiding thoughts, striving goals, revolutionary tradition and fine style of the Party.
On June 17, CASIC held the Special Study Session on “firmly adhering to ideals and beliefs” and invited Liu Daxiu, Deputy Inspector of Party Construction Research Institute of Organization Department of the CPC Central Committee to give a special guidance lecture on “deeply studying and implementing important statements of General Secretary Xi Jinping on Party construction”. Liu Daxiu gave a thorough interpretation from eight respects: “it takes a good blacksmith to make good tools”, self-reform of the Party, sticking to and strengthening Party leadership in all work, making the achievement of party construction the greatest political achievement, being politically-minded with clear political stand, Party construction based on thoughts and systems, the Party's organizational line for the new era and sticking to solving disciplinary problems.
Afterwards, CASIC held a special study session. Xu Qiang, Deputy Secretary of the Party Leading Group of CASIC guided study centering on the theme of “firmly adhering to ideals and beliefs” with emphasis placed on the Party Constitution and the report made on the 19th National Congress, the Selected Collection of Important Statements of Xi Jinping on “Remain True to Our Original Aspiration and Keep Our Mission Firmly in Mind”, Outline of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and so on. He made a summary on the current situation of Party construction of CASIC from seven aspects including new breakthroughs made in Party construction in the new era and new improvement of the scientific level of Party construction; analyzed current existing problems of CASIC from six aspects including ideological understanding, grassroots Party construction, and the mechanisms of personnel selection and employment; put forward three suggestions for work in the next step: first, implement thematic education with intensive and solid efforts; second, remarkably improve quality of Party construction; third, strengthen cultivation of cadres and talents in an all round manner.
During special discussion and exchange, leaders of Party Leading Group of CASIC shared their learning experience and gains centering on the learning content and according to their actual work situations.
All leaders of the Party Leading Group reached a consensus that the original aspiration and mission of a member of CPC is to seek happiness for the Chinese people and strive for rejuvenation of the Chinese nation. The original aspiration and mission is the fundamental motivation that spurs members of CPC to constantly move forward. The Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the latest achievement in adapting Marxism to the Chinese context. It encapsulates the practical experience and collective wisdom of our Party and the people, embodies the essence of the Chinese spirit in contemporary China, and serves as a guide to action for political and social activities in China. The fundamental task of the education meeting themed on "remain true to our original aspiration and keep our mission firmly in mind" is to thoroughly study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, temper the political character of loyalty and responsibility, and to unite the Chinese people of all ethnic groups and lead them to realize the great dream. CASIC should transform the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into practical action of promoting reform, development and stability, and Party construction; transform the original aspiration and mission into enterprising, pioneering and innovation spirit as well as conscious actions of working hard of Party members and cadres; unite all Party members and cadres to better serve national strategies, national defense construction, national welfare and the people’s livelihood, realize the strategic target of “building a world-leading aerospace defense corporation with global competitiveness” step by step and accomplish the major missions and tasks included in the decisions and plans made on the 19th National Congress.
Gao Hongwei summarized in his speech the consensus reached by the Party Leading Group on “firmly adhering to ideals and beliefs” in five aspects: first, firmly adhering to ideals and beliefs is the foundation for the lifeline and pursuit of all Communists. For self-growth, cadres must strengthen development of Party spirit, reinforce the foundation of faith, supplement the marrow of faith, enhance inner strength and thoughts, pursue ambitions with perseverance and move forward under pressure to realize the ambitions. Second, firmly adhering to ideals and beliefs is the top priority for ideological construction of the Party. During Party construction, ideological construction is the fundamental construction of the Party. Only when ideological construction of the Party is carried out with satisfactory results can the Party stick to the right political direction, formulate the right programs and paths, follow scientific methods of thinking and working and keep unity and solidarity of the whole Party to secure the Party’s correct leadership. Third, firmly adhering to ideals and beliefs requires consistent loyalty to the Party. Party members should define their loyalty to the Party, adherence to the faith and wholeheartedness to the people through their actual actions; should examine their ideals and beliefs as well as thoughts and actions against the Party Constitution, rules and discipline; should constantly keep a clean mind and preserve a political character of honesty and integrity. Fourth, firmly adhering to ideals and beliefs requires sticking to the Party’s mass line. Cadres should put the people in the highest position of the heart, learn from the people with an open mind, be sincere and responsible to the people, serve the people whole-heartedly, and be willing to be supervised by the people; should have a strong sense of political responsibility and historical mission; should integrate their ambitions into the cause of national prosperity and strength, national rejuvenation and people’s happiness. Fifth, firmly adhering to ideals and beliefs is manifested outwardly by accomplishing the missions assigned by the Party and the country. The revolutionary tradition and fine style of work should be carried forward, thoughts should be unified and strength should be gathered to fully implement the first responsibilities as a strong army and accomplish the tasks of research, development and production of weapons and aerospace projects with high quality. Meanwhile, the path of development with Chinese characteristics should be followed; we should take the lead and act as a role model in relevant areas of technological innovation; we should play a dominant role in innovation in the fields of information technology and equipment manufacturing to unswervingly intensify the efforts in making the enterprise stronger, better and bigger.
Gao Hongwei proposed four requirements for high-quality development of CASIC based on firmly adhering to ideals and beliefs: First, strengthen ideological and theoretical construction; We should deeply understand the theoretical and practical significance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the current era and world; deeply understand its core principles, spiritual essence, rich connotation and practical requirements; always align our behaviors with and actually act according to it. Second, set out strict requirements for political life within the Party. Several rules for political life within the Party should be implemented strictly under the new conditions to make the political life within the Party more challenging and meeting the requirements of the era and principles with the political nature maintained, and to create a healthy political ecosystem where integrity is praised. Third, pay attention to cultivate noble virtues. The work and life of leaders and cadres should center on cultivating moral character, exercising of power, self-discipline, planning work, pioneering and behaving themselves. They should keep a clean mind by getting rid of bad habits and styles, correcting wrong words and deeds, constantly strengthening party spirit training, straightening the spiritual backbone and tempering the Party’s character. Fourth, high-quality development of the space cause should be promoted constantly. Leaders and cadres of the Party Leading Group and all levels as well as all Party members should consider ideals, faiths, feelings and senses of mission and responsibilities as the fundamental impetus for high-quality development of space cause in the new era; should bravely take the responsibility of building a strong space power; should constantly free the mind and change concepts, constantly learn and master new development concepts, thoughts, modes and methods, and constantly improve comprehensive quality and working capabilities. He stressed that learning and education should be correlated and combined with investigation and research, problem examination, rectification and implementation. Leaders and cadres of the Party Leading Group and all levels should stick to learning of original principles, learning through special discussions and learning with practice; should focus on solving real problems according to their actual work situation, and carry out grassroots and frontline investigation and research; should carry out rectification throughout the process and stick to learning while conducting investigation and rectification, and rectifying immediately after investigation and immediately after knowing.
According to Shang Bing, it was suitable for the actual situation of CASIC to hold study sessions separately on three themes “firmly adhering to ideals and beliefs, promoting high-quality development and fulfilling first responsibilities as a strong army”. In the study session on the first theme, members of the Party Leading Group of CASIC made full preparation, took a serious attitude, had a deep understanding on the theme and put forward insightful opinions based on careful consideration. The speech made by Gao Hongwei summarized the consensus of the Party Leading Group in firmly adhering to ideals and beliefs and proposed relevant requirements for thematic education on the next theme. According to the overall situation of thematic education carried out by CASIC, the Party Leading Group of CASIC attached great importance to the thematic education with relatively high political stand, and was able to fully and quickly implement the plans of the Party Central Committee with striking characteristics.
As pointed out by Shang Bing, the Party Central Committee specified the general requirements for thematic education: “keeping original aspiration, shouldering the mission, finding the difference and focusing on implementation”. The core to these requirements is unifying thoughts, gathering strength and lifting the spirits of the whole Party, especially leaders and cadres in working and enterprising, and finally reflecting these aspects in work achievements. To be specific, four aspects are involved. First, calm down to read and understand the original works, texts and principles; second, enhance actual learning effects according to the actual situation of the enterprise; third, stick to the way of learning while investigating and rectifying to promote high-quality development of space cause; fourth, leaders and cadres should take the lead and set examples for inferiors to follow, and should strengthen leadership in thematic education.
