From July 14 to July 15, CASIC held the eleventh meeting of the Strategic Management Committee to systematically review the deepening of strategic thinking of CASIC in “transformation, upgrading and starting of new undertaking” since the 18th National Congress of the Communist Party of China and summarize in an all-round way the progress and achievements made in high-quality development of CASIC. The meeting required sticking to the strategic plan of “two goals in four steps” and a series of major strategic measures, innovation of development modes, development of new forms of business and promotion of high-quality development of CASIC. On the meeting, the plan for establishing strategic research alliance of CASIC was put forward. According to the plan, high-end think tanks will be built to lead strategically and promote high-quality development of CASIC.
As an important part of efforts in implementing the education themed on “staying true to our founding mission” and promoting high-quality development of CASIC, this meeting marks an important move of CASIC in fully implementing the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles from the Party’s 19th National Congress, and in responding to general national requirements of transitioning from a phase of rapid growth to a stage of high-quality development.
The following people attended the meeting: Gao Hongwei, Secretary of the Party Leadership Group and President of CASIC, Liu Shiquan, Deputy Secretary of the Party Leadership Group, Board Director and General Manager of CASIC, Xu Qiang, Deputy Secretary of Party Leadership Group and Board Director of CASIC, external board directors including Wang Qinglong, Ren Xudong, Ji Xilai, Li Fenghua and Ge Fuxing, Wei Yiyin, member of the Party Leadership Group and Deputy General Manager of CASIC, Liu Chuandong, member of the Party Leadership Group and Chief Accountant of CASIC, Lin Qing, Leader of the Discipline Inspection and Supervision Team and member of the Party Leadership Group, and Gong Bo, member of the Party Leadership Group and Deputy General Manager of CASIC as well as relevant leaders of the GM-assistant level, chief leaders of all departments of CASIC, chief leaders of the Party and government administrations of all second-level units, other members of the Strategic Management Committee and Office and chief leaders of some third-level units. The meeting was chaired by Xu Qiang.
On the meeting, Liu Shiquan delivered a keynote speech on Promoting High-quality Development of CASIC Through Innovation of Development Modes and Development of New Forms of Business. According to his speech, CASIC has consecutively held six strategic management committee meetings since the 18th National Congress of the Communist Party of China and proposed a series of significant strategic measures. Practice has proved that the strategic thoughts, strategic plans, strategic targets and strategic measures of CASIC is an important manifestation of the fact that CASIC has implemented the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and important strategic decisions and plans of the Party Central Committee; that the strategic thoughts, strategic plans, strategic targets and strategic measures of CASIC meet the urgent needs of CASIC in transformation, upgrading and starting of new undertaking; have effectively guided work of CASIC in all respects and effectively expanded the strategic influence and enhanced the value creativity and sustainable innovation capability of CASIC.
The speech pointed out that CASIC has made staged achievements and progress in high-quality development and has constantly consolidated its industrial development foundation. To be specific, basic industries have been constantly boosted and expanded; industrial layout that leads development has basically come into being; independent innovation ability has been constantly enhanced; obvious achievements have been achieved in innovation-driven development; the system of new forms of business has been established preliminarily; transformation of development mode has yielded initial remarkable progress. The overall goals of high-quality development of CASIC are: to fully accomplish the thirteenth five-year plan and preliminarily build CASIC into a world-class aerospace company by 2020; to successfully accomplish the fourteenth five-year plan and build CASIC into a world-class aerospace company in all respects by 2025;
According to the speech, CASIC, centering on the goals and tasks of high-quality development, should concentrate on innovation of development modes, create the new forms of business by “combining manufacturing with services, combining online business with offline business, and combining innovation with entrepreneurship”, promote coordination of “four elements” and coordination of “four energy efficiency indexes”, and provide necessary conditions for the new elements and new energy efficiency indexes to come into full play, and for promoting overall high-quality development through coordinated development. Centering on innovation of development modes and development of new forms of business, the meeting put forward requirements in six aspects along with twelve key tasks.
It was made clear on the meeting that CASIC would carry out “soft integration” of resources for internal strategic research and establish a strategic research alliance by sticking to “three innovations”. By improving CASIC’s coordinated development level and capability of industrialization in the strategic research field, the strategic research alliance will strive to create high-end think tanks that correspond to world-class enterprises with global competitiveness.
Discussion was made in groups on the meeting. Representatives present at the meeting reached a consensus that it is very significant and timely for CASIC to duly hold the eleventh strategic management committee meeting to jointly come up with the ways to implement high-quality development. The Party Leadership Group of CASIC, by accurately feeling the pulse of the times, are actively adapting to the trend of development and actively pursuing innovation and transformation with fruitful outcomes achieved. Through the meeting, participants have got a deeper understanding and resonated strongly on how CASIC will transform its mode of development and create new forms of business.
Gao Hongwei delivered an important speech and pointed out that the main connotations of new forms of business established by the Party Leadership Group of CASIC are: combination of manufacturing with services; combination of online services with offline services and combination of innovation with entrepreneurship; CASIC has successively assigned the task of building “three platforms”: special cloud platform, CASICloud platform and intelligent enterprise operation platform, and the task of building intelligent coordinated cloud platform with integration of networks, to adapt to the economic development needs of platforms and build basic carriers for creation of new forms of business. Through four years of constant efforts, CASIC has made preliminary achievements and has got ahead of the curve in a certain degree.
Gao Hongwei conducted a deep analysis on the development history and social origin of platform economy. He pointed out that the platform came into being due to reconstruction of hierarchical structure of the Internet, making the connection and interaction between people unprecedentedly close and marking the beginning of the information civilization age. The platform with three identifications including “market creator”, “audience creator” and “demand coordinator” is creating a brand new economic phenomenon, i.e. platform economy.
Gao Hongwei stressed on the meeting, “Currently, human society is entering a new historical stage of ‘platform economy’ which has become so popular that enterprises are propelled to build and use platforms, and build and use ecological systems. No enterprise shall fall behind on the major principle of adapting to the development trend of platform economy. ”
As analyzed and pointed out by Gao Hongwei, what count most for platform economy are information release, collection, sorting, digging, exchange and interaction. The platform economy is mainly characterized by the “Matthew Effect”, “near-zero marginal cost” and “external economy”. In the platform economy, coordination becomes highly efficient and transparent and more affairs are finished through coordination by external market of a company. Therefore, all parties involved and the whole society are benefiting from the platform economy. “To stress platform economy is to stress overall indicators.”
Gao Hongwei put forward the new thoughts and strategies for development of platform economy. To be specific, cumulative interactive activities need to be inspired in the ecological system of the platform; the potential of the ecological system for development of the industry and field needs to be constantly tapped; the focus of attention needs to be turned to interaction and the value created by interaction; new measurement indexes and management modes need to be specified. To develop the platform economy, the generalized algorithm based on the platform will be used to overcome the high friction and high dissipation of traditional economy.
Gao Hongwei highlighted that the platform economy is highly consistent with the new development philosophy of being innovative, coordinated, green, open and sharing put forward by the Party Central Committee. As an innovative business model for the whole society, platform economy has overturned two important aspects: From output scale to user scale, it has overturned the scale economy mode of traditional manufacturers; from scheming to calculation, it has overturned the ways of acquiring wealth by traditional manufacturers.
As stressed by Gao Hongwei, CASIC has begun to demonstrate and build its first industrial Internet platform before various Internet platforms become a critical part of global economy with the most powerful and innovative spirit. Under the overwhelming economic trend, CASIC must more actively adapt to enterprise reform required by platform economy, and must guide the creation and operation of new forms of business with the new development philosophy.
Liu Shiquan put forward four suggestions for promoting implementation of follow-up work: 1. Strengthen ideological guidance: resolutely implement the Party’s guidelines and policies, and major decisions and plans of the Party Central Committee to better serve the national strategies, the national defense construction and the national economy and the people's livelihood; 2. Maintain strategic focus, follow the blueprint through and resolutely put into action the strategic thoughts and measures established by the Party Leadership Group of CASIC( the current priorities should be the “fourteenth five-year plan” and the strategic demonstration for 2035); 3. Attach great importance to strategic thinking and innovation: see the whole picture; make scientific predictions; grasp main issues and seize opportunities; 4. Make sure to implement all work.
