On July 14, CASIC held the 2019 Aerospace Defense Conference to review and summarize the work in the first half of the year, further clarify the targets and measures and arrange work for the second half of the year so as to ensure all tasks for aerospace defense can be accomplished with high quality.
The following people attended the Conference: relevant leaders from the Equipment Development Department of the Central Military Commission, State Administration of Science, Technology and Industry for National Defense and all the arms and services; Gao Hongwei, Chairman of the Board and Secretary of the Party Leadership Group of CASIC, Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group of CASIC, Xu Qiang, Deputy Secretary of Party Leadership Group of CASIC, Wei Yiyin and Gong Bo, Deputy General Managers and Members of the Party Leadership Group of CASIC; relevant leaders of the GM-assistant level and chief leaders of all departments of CASIC; Party and government leaders as well as executives of second-level units; commander-in-chiefs and chief designers of main models; chief leaders from key third-level units; The Conference was chaired by Liu Shiquan.
On the Conference, Wei Yiyin made a report on Staying True to Our Founding Mission and Winning the 2019 Battle for R&D and Production of Defense Equipment. Xu Qiang announced the decisions for commending individuals for their contribution in quality improvement and to incentive programs for quality improvement in “2D+2A+2C+2S”, and corresponding award certificates were given to laureates. The Conference also reported on the quality for the first half of 2019 and displayed a collection of trials conducted by CASIC.
Superior leaders attending the Conference spoke highly of the achievements made by CASIC in aerospace defense for the first half of this year, and expressed high expectations, and gave guidances and comments in equipment development and construction, key models and tasks.
Gao Hongwei pointed out that as the whole Party Leadership Group was now implementing the thematic education on “staying true to our founding mission”, the Aerospace Conference was held to profoundly study and understand the Xi Jinping’s thinking on strengthening the armed forces, and unify the thoughts and actions of all cadres and staff in fully implementing the first responsibility of strengthening the armed forces through technological development. CASIC should actively adapt to the world’s new military revolution trend and national safety needs; should focus on combat, encourage innovation, build systems, increase efficacy and efficiency and emphasize integrated development according to the target of strengthening the armed forces “capable of fighting and winning”; should consolidate the foundation of aerospace defense of CASIC and actively contribute to building the people’s forces into world-class forces.
Gao Hongwei pointed out that we should always put quality above everything else, and overcome difficulties through collaborative efforts and innovation. In terms of putting quality above everything else, all kinds of measures should be taken for quality improvement represented by “2D+2A+2C+2S” and make new progress in improving equipment quality and reliability indexes so as to secure a victory; in terms of overcoming difficulties through collaborative efforts, relevant departments for relevant fields should be clear about their stage targets, center on prominent issues and overcome them with collaborative efforts of special teams; in terms of overcoming difficulties through innovation, innovation should be treated as a way of thinking and a dimension supplementary to overcoming difficulties through collaborative efforts, and a new front should be opened through innovation of theories, tools, methods and means.
Gao Hongwei stressed that we should aim at the target of basically realizing modernization of national defense and armed forces by 2035 and accelerate the pace of innovation in equipment and technology. CASIC is currently strengthening its systematic layout in basic, future-looking and disruptive technologies, and is gradually transitioning from “following and being neck-to-neck” to “being neck-to-neck and leading” in terms of some equipment and technologies. Subsequently, CASIC should further strengthen its sense of mission and pursue rapid development of “equipment systematization, system intelligentization, and battle intelligence-aided” through systematic technical innovation. To be specific, the innovation-driven strategy of version 2.0 should be further implemented; emphasis should be placed on basic technological reserve and incremental development of basic technologies; attention should be devoted to addressing critical issues; special attention should be paid to addressing bureaucratism and the practice of formalities for formalities’ sake, and changing the style of work in the technical field; earnest efforts should be made in making the aerospace development plan consistent with military and national development plans in relevant fields.
Gao Hongwei emphasized that, standing at a new historical starting point, under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and according to the requirements of the Party Leadership Group of “being aspiring and far-sighted, concentrated and passionate, strict and rigid, fast-paced and down-to-earth, and innovative and principle-guided, and planning ahead in work implementation, leading ahead in innovation and entrepreneurship, and forging ahead at critical moments”, we should stay true to our founding mission, forge ahead with unwavering faith, ensure high-quality accomplishment of targets and tasks of 2019 and make contributions to securing a new victory in fully promoting modernization of national defense and armed forces.
Liu Shiquan pointed out that this Aerospace Defense Conference was of great significance for CASIC to win the “hard battles” for high-quality development of aerospace industry, to implement the “thirteenth five-year plan” and to achieve the first goal in the strategic plan of “two goals in four steps”. All departments should, according to their own actual situation, organize learning and communication of the guiding principles from the Conference, put all plans into action, develop firm confidence and determination in successfully accomplishing the research, development and production tasks, and make greater contributions to achieving CASIC’s leaping development, improving equipment level of armed forces and enhancing the fighting capacity.
Prior to the Conference, CASIC organized special lectures on the three-year special program on equipment development in certain field and establishment of digital research, development and production systems, and special lecture on new rules and special audit of prices of military products.
