On July 6, CASIC held a study meeting of the central division of the party leadership group to convey the guiding principles from General Secretary Xi Jinping's important speech delivered at the 15th collective study session of the Political Bureau of the CPC Central Committee, the guiding principles from Zhao Leji's speech delivered at the special party lecture for the education campaign on the theme of "staying true to our founding mission" of the Central Commission for Discipline Inspection and the national discipline inspection and supervision work meeting, and the guiding principles from Yang Xiaodu's speech delivered at the mobilization and deployment meeting for the education campaign on the theme of "staying true to our founding mission" of the Central Commission for Discipline Inspection. At the meeting, specific requirements for launching the "261" series initiatives of the education campaign on the theme of "staying true to our founding mission" were put forward.
Gao Hongwei, Chairman of the Board and Secretary of the Party Leadership Group of CASIC presided over the meeting and made a summary. The following people attended the meeting: Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group of CASIC, Wei Yiyin, Member of the Party Leadership Group and Deputy General Manager, Liu Chuandong, Member of the Party Leadership Group and Chief Accountant, Lin Qing, Leader of the Discipline Inspection and Supervision Team and Member of the Party Leadership Group, and Gong Bo, Member of the Party Leadership Group and Deputy General Manager.
As stressed by Gao Hongwei, General Secretary Xi Jinping's important speech delivered at the 15th collective study session of the Political Bureau of the CPC Central Committee is of great practical and historical significance for preserving the advanced nature and purity and the youthful vitality of the CPC, winning the support of the people and realizing long-term governance capacity. We should conscientiously study and implement the guiding principles from General Secretary Xi Jinping's important speech, and earnestly do a good job in the education campaign focusing on "keeping the original aspiration in mind, shouldering the mission, finding the gap and focusing on implementation". We should always care about the Party's future, fulfill our responsibility for its growth and enhance its will, and actively participate in the education campaign. Party officials at all levels should take the lead in thoroughly studying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, in enhancing the consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, strengthening confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and safeguarding Xi's status as the core of the CPC Central Committee and the whole Party and the authority and centralized and unified leadership of the CPC Central Committee, in remaining true to our original aspiration and keeping our mission firmly in mind, in using the weapons of criticisms and self-criticisms, and in holding firmly to the truth, correcting mistakes and setting examples for the inferior to follow.
Gao pointed out that the Party Leadership Group has formulated the implementation plan for the education campaign on the theme of "staying true to our founding mission", and developed the "261" series initiatives (i.e. two schedules, six special programs and one quick action).
To push forward the "261" series initiatives, Gao said that we should, 1. Carry out study and education in a deep-going way, arm ourselves with the Party's innovation theory, thoroughly study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and read the original works, learn the original texts and understand the principles. 2. The Party Committees of all units and all branches of the Headquarters should carry out intensive study and discussion on the three themes of "firmly adhering to ideals and beliefs, promoting high-quality development and undertaking the task of making the military strong". 3. We should carry out problem-specific investigation to better implement the task, and focus our investigation on relatively backward enterprises that fail to make advances in work so as to promote balanced development of CASIC. 4. We should examine problems and analyze their causes so as to find the gaps from comparison tables and benchmarks and improve weak links, and collect public opinions through individual interview, seminar and questionnaire form. Meanwhile, the leading group should do a good job in "seven comparisons and five searches" according to the education campaign on the theme of "staying true to our founding mission". 5. We should pay close attention to implementation and rectification from 5 aspects: promoting CASIC's high-quality development, conscientiously undertaking the task of making the military strong, ensuring strict governance over the Party, encouraging officials to act as leaders, and solving outstanding problems of bureaucratism and formalism and reducing burdens on community-level officials.
Gao stressed that to promote high-quality development is to implement the requirements of the CPC Central Committee and also to promote the development of the enterprise itself. We should devote great energy to addressing development's imbalances and inadequacies in the enterprise, and effectively seek the welfare of employees and promote the development of the enterprise. We should face up to the problems of bureaucracy and formalism in the enterprise to prevent formalism while strictly guarding against bureaucracy. We should uphold the sense of responsibility and mission of being responsible for the Party, the cause and the enterprise, innovate management based on "coordination of four elements" and "coordination of four energy efficiency indexes", and take practical and effective measures and actions to put into practice the coordination in the organizational system, so as to form a practical carrier and implementation form, strengthen the functional integration and coordination of the Headquarters and secondary units of CASIC, and break the bottleneck and ceiling of development, thus laying a solid foundation for the high-quality development of CASIC.
To implement the guiding principles from the special party lecture for the education campaign of the Central Commission for Discipline Inspection and the national discipline inspection and supervision work meeting, Gao said that the Party Leadership Group of CASIC and the Party Committees of affiliates should bear the responsibilities of strict governance over the Party, include the guiding principles from the meeting into key contents of study and education, earnestly formulate specific implementation measures based on seven key tasks deployed at the meeting, and organize the implementation of relevant tasks. Discipline inspection and supervision organs at all levels should set an example in the education campaign, taking the lead in study and discussion, investigation, examination of problems, and rectification of problems. Discipline inspection and supervision officials at all levels must believe that "it takes a good blacksmith to make good tools", continue to keep themselves competent according to the requirements of "be loyal to the Party, dare to bear responsibility, and be modest and prudent" as well as "three stricts and three earnests", and strive to build an "iron army" of disciplinary inspection and supervision officials who are politically strong and highly competent.
