The day of October 17, 2019 is the sixth “National Poverty Relief Day” of China and the 27th International Day for the Eradication of Poverty. The 19th National Congress of the CPC also determined targeted poverty alleviation as one of the three hard battles to be fought to secure a decisive victory in building a moderately prosperous society in all respects.
In 2013, the Dongchuan District of Kunming City and the Fuyuan County of Qujing City of Yunnan Province were determined as the targeted areas for poverty relief by CASIC. Over the past 6 years, CASIC has carried out solid work in promoting steady implementation of all poverty relief work. Especially Since the 19th National Congress of the CPC, it has constantly carried out targeted poverty relief with its own characteristics, providing a satisfactory result for the fulfillment of the task of poverty relief.
Ever since the Dongchuan District of Kunming City and the Fuyuan County of Qujing City of Yunnan Province became the targeted areas for poverty relief by CASIC, CASIC has firmly followed the important guiding principles of General Secretary Xi Jinping for carrying out poverty relief and development, and fully implemented the guiding principles from the Party’s 19th National Congress, the Decision on Winning the Fight Against Poverty and the Guideline of Three-year Operation for Winning the Fight Against Poverty issued by the Central Committee of the CPC and the State Council.
While putting into full play its political, organizational and technological advantages, CASIC helped the locals to take the path of sustainable development by combining the local needs with its advantages and adjusting measures according to the local conditions so as to lift the impoverished people out of poverty in a targeted manner.
Since the 19th National Congress of the CPC, CASIC has invested nearly RMB 24.5 million for poverty relief of the two targeted areas and has also brought in a large amount of social funds.
Meanwhile, CASIC actively responded to the call of the SASAC and invested RMB 480 million successively as the poverty relief funds of central enterprises for supporting the industrial development in poverty-stricken regions. It has also increased its support for poverty relief projects, talents and funds year by year to fully promote poverty eradication, accelerated the process of poverty relief and built a solid foundation for implementation of the strategy for rural revitalization.
Nowadays, earthshaking changes have taken place in the Dongchuan District and Fuyuan County. Up to now, the poverty incidence of Dongchuan District has fell from the recorded 52.88% in the beginning to 1.09% and that of Fuyuan County from the recorded 16.1% in the beginning to 1.5%.
Put into play the political advantages and provide organizational guarantee
The Party Leadership Group of CASIC has paid high attention to poverty relief, making poverty relief an important political task and providing solid organizational guarantee for poverty relief from top to bottom. Gao Hongwei, Secretary of the Party Leadership Group and President of CASIC, was appointed as the Leader of the Poverty Relief Leadership Team of CASIC while Liu Shiquan, Deputy Secretary of the Party Leadership Group and General Manager of CASIC and Xu Qiang, Deputy Secretary of the Party Leadership Group in full charge of poverty relief were appointed as Vice Team Leaders.
The poverty relief leadership teams and leadership team offices were established by second-level organizations of CASIC, forming the management system of poverty relief with the Party Leadership Group as the leader, the leadership teams as the designer, the offices as the coordinator and the cadres on posts as the executors.
A total of 19 second-level organizations provided funds for poverty relief of the Dongchuan District and the Fuyuan County and more than 10 organizations provided manpower, technologies and products for poverty relief, forming the situation of “carrying out poverty relief with the strength of the whole Group” and further strengthening organizational construction.
Principal leaders of the Party Leadership Group of CASIC went to the targeted areas for poverty relief several times to promote implementation of the poverty relief work, implement the specific tasks of poverty relief and conduct a survey on poverty relief projects by visiting and communicating with poverty-stricken people and cadres on posts.
For years on end, Gao Hongwei has been to the Dongchuan District and Fuyuan County and exchanged opinions deeply on targeted poverty relief and discussed the development direction with local leaders. He communicated with the poverty-stricken families, cadres on posts and team members residing in the villages for poverty relief to give warmth of the Party Leadership Group to the frontline of poverty relief. Liu Shiquan met with visiting principal leaders of the Qujing City and prepared a list for poverty relief, a list of projects and a list of responsibilities. Xu Qiang conducted a survey on poverty relief in the two areas, and supervised and inspected implementation of poverty relief projects and relevant poverty relief work by CASIC. Lin Qing, Leader of the Discipline Inspection and Supervision Team and Member of the Party Leadership Group met with the leaders of the Qujing City and exchanged opinions with them on how to deeply promote poverty relief in the two areas.
The Group has held the meeting of the Party Leadership Group, the meeting of poverty relief leadership teams, and special meeting themed on poverty relief several times to formulate annual work plans for targeted poverty relief and project implementation plans, discuss major decisions for poverty relief, strictly control all links such as poverty relief projects, fund raising, implementation modes, supporting measures and process monitoring, and prepare effective measures for standardization of poverty relief work. Evaluation was made on poverty relief work on the routine meeting with the Secretary of the Party Committee, problems were highlighted and implement of the work was supervised. The result of poverty relief was included as an index for evaluation of the work of Party construction.
The Party Leadership Group of CASIC has prepared the Guideline of Party Leadership Group of CASIC for Further Strengthening Implementation of Poverty Relief Work, put forward measures for improvement in 6 aspects and printed and distributed them to the whole group for execution; prepared the Measures of CASIC for Management of Poverty Relief Projects and Poverty Relief Funds to ensure rational decisions are made for poverty relief projects according to standard procedures and the poverty relief projects and funds can be better used; prepared the Measures of CASIC for Management of Cadres on Posts for Poverty Relief to strengthen management, supervision, encouragement, restriction and training of cadres on posts for poverty relief, practically improve the appointment quality of cadres on posts and constantly improve the effects of targeted poverty relief.
Since the 19th National Congress of the CPC, CASIC appointed and assigned a total of 5 cadres including 2 subprefects (deputy district heads) and 3 major secretaries residing in villages who are highly qualified in terms of political and professional quality to the targeted poverty relief areas to assist the local government in carrying out poverty relief work. The cadres on posts treating the county and villages as their homes have overcome all kinds of difficulties in work and life to actively fit in with all work for local poverty relief and implement their responsibilities by actively coordinating and promoting the implementation of CASIC’s poverty relief projects. They have won the praise of local cadres and the masses and achieved a satisfactory result with their conscience for the poverty relief work of CASIC.
Highlight characteristics of CASIC and provide targeted services for poverty relief
As a strategic and innovative high-tech national-level backbone enterprise, CASIC has been sticking to a path for targeted poverty relief with its own characteristics. Since the 19th National Congress of the CPC, CASIC has carried out, in targeted poverty relief areas, the poverty relief work in such aspects as technology, education, industry, consumption, medical care and Party construction and dozens of targeted poverty relief projects, which has changed the situation in which the local government is passive and backward in prevention and reduction of natural disasters, boosted the development of the targeted poverty relief county and fully manifested the quality of CASIC as an aerospace enterprise in poverty relief.
Over the years, CASIC has intensified efforts in poverty relief with its own characteristic technologies. Gao Hongwei once pointed out in his survey, “we should use our technological advantages as an extra-large state-owned high-tech military enterprise and the intelligence and wisdom of scientific and technological workers, and constantly explore to find a long-term solution for helping the targeted areas to overcome poverty and achieve prosperity with technologies.”
For the seasonal natural disasters that tend to occur in the local areas, CASIC, by using the domestically leading technical advantages of the civil emergency communication system, organized several departments to carry out design, research and development and finished construction of the phase IV project for emergency radio communication and command system for Dongchuan District, and the meteorological emergency communication and command system and weather forecast APP publishing platform for the Meteorological Bureau of Fuyuan County, greatly improving the efficiency in prevention and reduction of natural disasters, and commanding and decision-making in the two areas.
Meanwhile, CASIC employed its cloud platform in the field of local agricultural big data, bringing intelligent agriculture near the farmers. Currently, CASIC has finished construction of phase I and phase II agricultural big data platforms for Fuyuan County. Relying on the Internet of Things, cloud computing, big data and other technologies, CASIC built the field environment monitoring and temperature control system, the agricultural big data resource center and analytical application platform for Fuyuan county, and the agricultural materials monitoring, product tracing and decision-making system for agricultural planting to realize data connection and visualization, as well as intelligent management of agricultural environment and resources, agricultural production and agricultural market of Fuyuan County.
Since Dongchuan District is characterized by large areas of existing forestlands, great difficulties in extinguishing forest fire, and so on, CASIC, by putting into full play the role of technical prevention measures in extinguishing forest fire, established a forest fire monitoring video system in Dongchuan District to solve the long-standing, big and difficult problem of forest fire extinguishing in poverty-stricken areas. The construction of the phase I project began in May 2018 with a total investment of RMB 540,000. As the intelligent remote monitoring, PTZ control and other systems for forest fire prevention were built, the monitoring area reached 286,600 mu (1 mu=1/15 ha.), and the agricultural fires around the forest edges for forest fire prevention were effectively monitored, and forest fires could be found and extinguished as early as possible. The phase II project was launched in May 2019. With a planned investment of RMB 1.454 million, it can monitor a forestland area of 809,300 mu.
“To help the poor, make them smart first; to eliminate poverty, eliminate foolishness first” is the fundamental policy of CASIC for poverty relief. Since the beginning of targeted poverty relief work, CASIC has been dedicated to promoting poverty relief in all stages of education in these two areas from kindergartens to colleges and universities. It has realized “poverty relief through improvement of intelligence” by funding the construction of schools, building classrooms themed on aerospace, setting scholarship and grants for poverty relief and carrying out scientific popularization and education on aerospace. CASIC has also set the scholarship called “aerospace · intelligence” to help hundreds of poor students to go beyond mountains and into colleges and universities. This has fully reflected the fact that CASIC, as a backbone central enterprise where national top high-tech talents gather, has paid much attention to poverty relief in education.
In addition, CASIC carried out targeted poverty relief in industries, and gave priority to the two targeted poverty relief areas in the use of the intelligent water-saving irrigation system developed by Guizhou Aerospace Intelligent Agriculture Co., Ltd. of Aerospace Jiangnan of CASIC.The automatic irrigation project solved such problems as high labor costs, low production output and serious waste of water resources in the planting of vegetables, practically improved the land utilization rate and vegetable yield, and increased the income of farmers and enhanced the “hematopoietic function” of poverty relief work. Each mu of land could help increase the income of farmers to about RMB 4,000 to RMB 5,000.
With further enhancement and upgrading, the industrialized operation mode of CASIC, namely “Party branches + cooperatives + planting bases + farmers + local leading enterprises + processing + marketing”, became popular in the targeted poverty relief areas, saving the trouble of farmers to work outside of their villages and allowing them to work and have incomes right around their villages. In 2019, CASIC implemented 22 poverty relief projects in Dongchuan District and Fuyuan County, benefiting a poor population of more than 20,000.
In addition to poverty relief in industries, CASIC actively expand the channel for poverty relief through consumption to help the local farmers and enterprises to directly improve the economic income. Responding to the call of China for poverty relief through consumption, CASIC, by using system advantages, called on more than 30 organizations to purchase in a centralized manner featured agricultural and sideline products from the targeted poverty relief areas and distribute them to their staff near the Spring Festival.
In the eve of the Mid-Autumn Festival this year, CASIC held a meeting for promotion of poverty relief through consumption in the targeted poverty relief county (district) in Beijing, and signed an intention agreement with the targeted poverty relief areas for poverty relief through consumption at an amount of RMB 5.2 million for 2020. In the third quarter of 2019, featured agricultural products valued at RMB 1.4 million were purchased by CASIC. In the future, CASIC will further use its system advantages and the cloud marketing platform to promote smooth implementation of poverty relief through consumption, and lift the poor out of poverty and make them prosperous, thus ensuring successful fulfillment of the task of poverty relief.
According to the statistics of the State Council Leading Group Office of Poverty Alleviation and Development, the proportions of poor populations with poverty caused by diseases and disabilities are the highest among the total. Since CASIC began to provide partner assistance to the hospital of traditional Chinese medicine of Fuyuan County in Yunnan Province in 2014, it has greatly improved the local medical conditions by relying on the Aerospace Center Hospital to provide partner training, free home medical services and medical apparatus and instruments, and by use of excellent medical resources and means. Moreover, dozens of medical interns from the targeted poverty relief areas came to the Aerospace Center Hospital for further study and went back with more than 20 new technologies and business activities.
In 2017, the hospital of traditional Chinese medicine of Fuyuan County and the Aerospace Center Hospital began to provide remote medical services, which allows the people in Fuyuan County to enjoy online medical services over a distance of 2,000 km, saving them the trouble of long-distance traveling and solving the problem of hard access to medical services by the locals. The local poor population with poverty caused by diseases was remarkably reduced.
Focus on rural revitalization and realize green development
To implement the rural revitalization strategy, the degree of participation by and the benefits of villagers from industrial development should be constantly improved, and problems related to rural industries and employment of farmers should be thoroughly solved to ensure that the local people can live and work in peace and happiness with long-term stable incomes. CASIC has actively promoted poverty relief work in targeted poverty relief areas, achieving new progress and real effects achieved and laying a solid foundation for implementation of the rural revitalization strategy.
At present, CASIC has formulated a three-year (2019~2021) plan (draft) for targeted poverty relief work centering on the targets of realizing poverty elimination of the targeted poverty relief county (district) in 2019 and preliminarily realizing rural revitalization and sustainable development from 2020~2021. Meanwhile, CASIC will establish industrial cooperation with local government to enter the “fast track” and continue contributing its wisdom in aerospace industry for the path of rural revitalization.
In the future, CASIC will carry out in-depth discussion with the municipal Party committees and governments of Kunming City and Qujing City on rural revitalization and promotion of industrial development in Dongchuan District and Fuyuan County, and explore how to expand demonstration projects to municipal-level areas by taking the targeted poverty relief district (country) as the “target point”.
In such fields as industrial Internet, informatization of traditional industries, medical and health care industries, smart cities, comprehensive logistics, deep processing of agricultural products and environmental protection, CASIC will also further deepen cooperation with the municipal Party committees and governments of Kunming City and Qujing City, strengthen planning and coordination, establish long-term cooperation mechanism, form a work list, a list of projects and a list of responsibilities, and intensify promotion of mature projects to promote implementation of a batch of projects at an early date.
