Since the 18th National Congress of the CPC, the Party Central Committee, while focusing on the transformation of its growth model, structural improvement, and shift to new growth drivers and centering on implementation of new development concepts and high-quality development requirements, has put forward a series of important policies and measures to promote construction of China into a manufacturing, cyber and digital power, and construction of intelligent society with the supply-side structural reform as its main task.
As a strategic high-tech innovative backbone central enterprise, CASIC is the hard core in implementing new development concepts and building modern economic systems, and assumes significant responsibilities and missions.
Fundamentally following the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guiding principles from the Party’s 19th National Congress, CASIC has clarified its orientation of “serving national strategies, national defense and, national welfare and the people's livelihood”. Facing major national strategic needs and the main battlefield of national economy, CASIC will vigorously develop the civil industry, keep and constantly improve its strategic position as the main force in national information industry, the commando in advanced equipment manufacturing and the vanguard for construction of an intelligent country. This is not only the obligation to be fulfilled by CASIC according to its orientation of “serving national strategies, national defense and, national welfare and the people's livelihood”, but also the necessary requirement for implementing the strategic plan of “two goals in four steps”, and building CASIC into a world-leading aerospace defense corporation with global competitiveness.
It is the bounden duty of CASIC to be “ballast” in national economic construction. It is an indispensable pillar to promote high-quality development of the civil industry so as to make CASIC stronger, bigger and more excellent. In 2018, the civil industry revenue accounted for 61.8% of the total operation revenue of CASIC. CASIC was the first to make plans and achieve series of significant results in industrial Internet, intelligent industry, commercial aerospace and other fields. Among them, the revenues from the information industry, equipment manufacturing and modern service industry accounted for 73% of total revenue from the civil industry, registering an increase of 26.2 percentage points compared with 2012.
CASIC has promoted several major industrialization projects in the civil industry by levels and categories, and introduced and accelerated implementation of a series of supporting policies to make them the “new engines” and “main pillars”. With the deepening of promotion of “three innovations”, CASIC has built teams of technical backbones, management backbones and business backbones that are loyal to the Party, and skilled and professional with good quality in the civil industry.
Currently, CASIC is in a pivotal period of transformation, upgrading and starting of new undertaking with many difficulties to overcome and particularly, the civil industry is in a difficult period of transformation and upgrading. Faced with a grim business situation, the Party Leadership Group of CASIC made a series of work plans for continuing to fight the “three hard battles”, and deepened implementation of the “five-ones” measures from the end of July. The Party Leadership Group, the Headquarters and all department heads of CASIC took the lead to fight in the frontline and grab market orders, and made remarkable achievements.
Opportunities always favor those who are prepared. Although under huge pressure of fulfilling the annual target and task of “stabilizing growth”, CASIC still needs to accelerate development of the civil industry and make every effort to grab opportunities for industrial development and seize the strategic high ground so as to realize more sustainable development with more vitality, and higher quality and efficiency.
Currently, all organizations should follow the guidance of “four modernizations (industrial, agricultural, national defense, and science and technology modernizations)” during comprehensive innovation centering on technological innovation; make plans for and assume large projects while standing high and looking far and wide; transform innovation results into effective supply capacity as soon as possible; promote improvement of production and business operation in terms of quality and efficiency, and upgrading of social consumption; put into better play their roles as pillars of central enterprises.
Implementation should be strengthened and long-terms plans should be made to constantly improve the strategic status and industrial advantages and ensure fulfillment of annual business tasks in the civil industry. All organizations should take the education themed on “staying true to our founding mission” as an opportunity to enhance their sense of mission and responsibility, increase their spiritual impetus, carry out solid work and implement the specific measures of CASIC for “stabilizing growth” and the “five-ones” measures. Particularly, main leaders and executives should expand the market, grab orders and supervise projects in person. All organizations should also center on the needs of all fields, grab opportunities for launching the “14th Five-year Plan” and strengthen partnership through strategic cooperation.
All organizations should increase investment and deepen collaboration to smoothen the whole process of industrial development in an all-round manner and establish a good ecosystem for synergetic development of the civil industry. Moreover, all organizations should carry out the following work: fully focus on major industrialization projects in the civil industry, smoothen all links of the industrial development process and promote rapid development of industrialization projects with core technologies, industrial base, market prospects and scales so as to become the new highlights and pillars for economic growth of CASIC; create an innovative mode for synergetic development that unlocks innovation, improves cost-efficiency of resources, overcomes main barriers and reduces repeated investment according to the general thoughts for coordination of “four elements” and coordination of “four energy efficiency indexes” so as to form combined competitiveness and advantages.
Change the mode and stick to the bottom line, constantly promote the marketing mode and optimization of supply chain and practically prevent and control business operation risks. Deepen promotion of cloud marketing, strengthen research on marketing strategies and integrate cloud marketing in business operation and development of all organizations; promote optimization of supply chain and supply mode with modern means such as the cloud business studio and the centralized purchasing platform, and realize cost reduction, efficiency improvement and risk prevention and control through fair purchasing; stick to business and enterprise management according to laws and regulations, anticipate, plan for and handle calmly possible major risks to prevent inaction and wrong action.
