On July 16, CASIC held the Economic Operation Analysis Meeting for the first half of 2020 to summarize CASIC's overall situation of economic operation since this year, analyze existing problems, study internal and external situations, propose corresponding countermeasures and make work plans for the second half of the year, so as to fully promote CASIC's high-quality development.
The following people attended the conference on site and by video: Yuan Jie, Secretary of the Party Leadership Group and President of CASIC, Liu Shiquan, Deputy Secretary of the Party Leadership Group and Deputy General Manager, Wei Yiyin, Chen Guoying, Gong Bo and Zhang Hongwen, Members of the Party Leadership Group and Deputy General Managers, Liu Chuandong, Member of the Party Leadership Group and Chief Accountant, Lin Qing, Leader of the Discipline Inspection and Supervision Team and Member of the Party Leadership Group, Secretary of the Board of Directors, leaders from the Science and Technology Committee, heads of all departments (organizations) of CASIC, and leaders from all second-level organizations. The meeting was chaired by Liu Shiquan.
It was pointed out at the meeting that in the face of unprecedented difficulties and challenges created by COVID-19, CASIC has still adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely implemented the important guiding principles from General Secretary Xi Jinping's important speeches and instructions on coordinating the two goals of epidemic prevention and control and economic and social development, earnestly implemented the decisions of the Party Central Committee, the State Council and the Central Military Commission and various work requirements of relevant national ministries and commissions, focused on all the plans made in the No. 1 Document issued by the Party Leadership Group of CASIC and the reports of annual work meetings, attached equal importance to both the epidemic prevention and control and the research and production, and spared no efforts to reduce the impact of the epidemic. All the cadres and employees of CASIC have taken their respective responsibility and worked hard to advance the high-quality completion of various tasks "on a war footing". In the first half of the year, CASIC vigorously promoted its major tasks, basically completed the main business indicators as expected, and saw a further better trend in its economic operation. In the second half of the year, CASIC will undergo great uncertainties in completion of its annual objectives due to the rapidly changing epidemic, as well as unbalanced and insufficient development of its affiliated organizations. Despite these, General Secretary Xi Jinping's important speeches and instructions have further pointed out the direction for CASIC to become stronger and better, and various national incentives have provided CASIC with new opportunities for follow-up business operation and development. All organizations should "find new opportunities in crisis, and open up new prospects amid changes", take strong measures, face challenges directly, overcome difficulties and prevent risks, to fully accomplish the main objectives of "three guarantees" of CASIC.
Yuan Jie fully affirmed the accomplishment of the work in the first half of 2020, analyzed existing shortcomings in terms of crucial role and responsibility, potential risks, military product quality management and industrial structure, and put forward 10 specific requirements for the follow-up work: First, we should earnestly enhance our political position, fully perform our crucial responsibility for strengthening the armed forces, and accomplish the annual research and production, and business operation and development tasks with high quality. Second, we should establish the concept of high-quality development, follow the right performance orientation, do anything but not everything, ensure the development of some industries while restricting the growth of others, seize market opportunities, and improve both the quality and the efficiency. Third, we should intensify the research on key and core technologies, and grasp the core technology of each industry. Fourth, we should adhere to the principle of quality first and consolidate the foundation. All the employees of CASIC should establish the concept of "zero defects" quality management, follow the principle of "doing it right the first time", and start from the source to achieve whole process quality control and fine quantitative control. Fifth, we should vigorously advance the layout and implementation of major industrialization projects in the civil industry, turn development blueprints into design and construction drawings, and promote the implementation of industrialization projects using all resources in all walks of life. Sixth, we should do a good job in the demonstration of the "14th Five-Year Plan". Seventh, we should strengthen management, effectively control risks, streamline various tasks and informationize various process, support decisions with information, and further improve the system to form closed-loop management. Eighth, we should deepen the reform comprehensively, stimulate the vitality of enterprise, improve management efficiency and control ability, and push forward efficient operation. Ninth, we should stick to the leadership of the Communist Party, strengthen the party building, resolutely implement the principle of "one unity pervading all things" in two aspects, and play the role of the party organization in "setting the right direction, keeping in mind the big picture, ensuring the implementation of Party policies and principles". Tenth, we should strengthen the work style construction of leading cadres. In particular, the main leaders of all organizations should go into the frontline to find and solve problems. We must adopt the right approach in selecting and appointing talents, form a clean and upright political ecology favorable for engagement in business and entrepreneurship, and ensure that our employees want to act, are not afraid to act, and are able to act and deliver.
Liu Shiquan stressed that planning contributes 10% to the success of an undertaking while 90% of success lies in implementation. All the cadres and employees of CASIC should consciously study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, unify the thoughts and deepen the understanding, exert the utmost effort with unwavering confidence, highlight key points, strengthen measures and intensify efforts to make the impossible possible and the possible a reality, and do the best to put into practice all the work.
According to Liu Chuandong, all organizations should stick on the goals and overcome difficulties, further highlight cash flow control, adjust investment strategies in a timely manner, further strengthen the management of "two funds", push forward quality and efficiency improvement, and ensure the completion of all tasks and objectives throughout the year.
At the meeting, relevant departments of CASIC reported the economic operation and civil industry operation of CASIC in the first half of the year, and eight organizations reported their respective economic operation in the first half of the year and the specific measures taken to achieve the annual business objectives.
