On July 31, CASIC held the 2020 Aerospace Defense Conference to review and summarize the work in the first half of the year, further clarify the goals and measures through situation analysis, and work out plans for the second half of the year, so as to ensure successful accomplishment of all tasks related to aerospace defense.
The following people attended the conference on site and by video: Yuan Jie, Secretary of the Party Leadership Group and President of CASIC, Liu Shiquan, Deputy Secretary of the Party Leadership Group and Deputy General Manager, Wei Yiyin, Chen Guoying, Gong Bo and Zhang Hongwen, Members of the Party Leadership Group and Deputy General Managers, leaders from the Science and Technology Committee, heads of all departments (organizations) of CASIC, and leaders from all second-level organizations and relevant third-level organizations. The conference was chaired by Liu Shiquan.
Yuan Jie spoke highly of the achievements made by CASIC in aerospace defense in the first half of the year, and put forward the following 9 specific requirements for the work in the second half of the year.
First, we should enhance our political position and fully perform our crucial responsibility for strengthening the armed forces. Without a strong military, a country can be neither safe nor strong. As the main force in China's national defense construction and aerospace industry, CASIC must be bound to fulfill its mission of strengthening the armed forces. All the cadres and workers of CASIC should enhance their political positions, firmly establish the consciousness of the need to maintain political integrity, think in big-picture terms, uphold the leadership core, and keep in alignment, strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics, safeguard Xi's status as the core of the CPC Central Committee and the whole Party and the authority and centralized and unified leadership of the CPC Central Committee, remember the solemn mission of "empowering the army with science and technology and serving the nation with aerospace technology", focus on the crucial role and responsibility, be firmly committed to major projects and special work, and earnestly accomplish all the research and production tasks assigned by the Party and State to CASIC.
Second, we should uphold the concept of problem orientation and devote great energy to addressing the difficulties in the development of the aerospace defense industry. In view of the problems faced by CASIC regarding model research and production, all organizations should take them seriously, further enhance the consciousness of quality, risk and responsibility, and the sense of mission and responsibility, and make every effort to push forward the work.
Third, we should strengthen firm confidence to ensure that the objectives and tasks this year and the "13th Five-year Plan" are fully completed. All organizations should make scientific work plans for the second half of the year and strictly implement the responsibilities at all levels.
Fourth, we should adhere to the principle of quality first, firmly establish the quality consciousness of "zero defects", and fight the "critical battle" for quality improvement. All organizations should conscientiously study and implement the important opinions of General Secretary Xi Jinping on promoting high-quality development, focus on the whole process quality control and fine quantitative control, give great impetus to the construction of quality-related big data, and carry forward the transformation toward data-driven quality control.
Fifth, we should make overall plans, do a good job in the demonstration of the "14th Five-Year Plan", and give impetus to high-quality and high-efficiency development.
Sixth, we should keep up with the times, improve CASIC's digital research and production capabilities, and accelerate the digitalization of aerospace.
Seventh, we should earnestly improve the capability of independent innovation and optimize the supply chain management system.
Eighth, we should stick to the leadership of the Communist Party, advance the Party's political work and strengthen the work style construction of leading cadres, so as to provide solid guarantee for CASIC's development. We should unify the thoughts and actions of all the Party members, cadres and staff of CASIC in fully implementing the crucial responsibility of strengthening the armed forces, promote the transformation of the Party's political and organizational advantages into innovation, technological, quality and development ones, build better and stronger leadership teams and cadre teams at all levels, and strengthen the incentives and support for the model research teams.
Ninth, we should build a secure defense line and ensure regular epidemic prevention and control, so as to escort the implementation of various research and production tasks.
Yuan stressed that in the face of the current severe situation and arduous challenge, we should keep in mind our mission and responsibility, display our immense bravery in overcoming all the difficulties, work hard and fight bravely, to bring a successful conclusion to the "13th Five-Year Plan", and to make contributions to speeding up the construction of CASIC into a world-class aerospace defense corporation and building China's world-class forces.
Liu Shiquan pointed out that this aerospace defense conference was of great significance for CASIC to win the "critical battle" for high-quality development of the aerospace industry, successfully complete the "13th Five-Year Plan", and to pool wisdom to devise the "14th Five-Year Plan". All organizations should conscientiously convey, study and implement the guiding principles from the conference, ensure full mobilization and comprehensive planning, unify the thoughts of all the cadres and staff of CASIC, develop firm confidence and determination in successfully accomplishing the research and production tasks, and put all plans into action to earnestly promote the completion of tasks.
At the conference, Wei Yiyin delivered a keynote speech titled "Working Hard and Fighting Bravely to Win the "Critical Battle" for Research and Production of Defense Equipment in 2020". Chen Guoying delivered a speech titled "Analysis Report on Research and Production Quality".
Representatives from Second Academy, Third Academy, CSSG, Sixth Academy and Aerospace Jiangnan Group Co., Ltd. made speeches.
