On September 28th, CASIC 2020 Strategic Work Conference and 12th Meeting of the Strategic Management Committee opened in Beijing.
This conference is the first strategic work conference to be held since CASIC was founded. Guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, in this conference, CASIC thoroughly implemented the spirit of CPC General Secretary Jinping’s important speeches and important instructions. In accordance with the decisions and deployment of China's Party Central Committee, the State Council, the Central Military Commission, and the work requirements of superior government departments, CASIC highlighted its major responsibilities and businesses, strengthened its missions, concluded and reviewed its development achievements during its "13th Five-Year Plan", deeply analyzed the current situations, and jointly studied the main ideas, key tasks and strategic measures of its medium and long-term development strategies and its "14th Five-Year Plan", unified the thoughts of all attendees, and reached the consensus to fully embark on the new journey of building a world-class aerospace defense enterprise.
Yuan Jie, CASIC's Party Secretary and Chairman, presided over the conference and delivered the thematic report titled Highlight CASIC's Major Responsibilities and Business, Strengthen its Mission, and Strive to Build a World-class Aerospace Defense Enterprise. Yuan reviewed CASIC’s development achievements during the "13th Five-Year Plan", systematically analyzed the situations to be dealt with by CASIC during the "14th Five-Year Plan", and clarified CASIC's "one goal in three steps" medium and long-term development strategy goals as well as its development goals, ideas and key tasks during the "14th Five-Year Plan".

Yuan reviewed CASIC’s development achievements during the "13th Five-Year Plan". During the "13th Five-Year Plan" period, faced with the complicated external environment and arduous tasks of carrying out reforms, seeking development and maintaining stability in China, especially the sudden outbreak of covid-19, under the strong leadership of China's Party Central Committee with Comrade Xi Jinping as the core, CASIC's Party Committee united together, and led all Party members, cadres and employees to thoroughly implement the concept of new development and the requirements for its high-quality development, prioritized on CASIC's strategies, its grassroot levels, the fundamentals as well as the construction of CASIC's workforce and the Party, to forge ahead and overcome difficulties. CASIC has achieved remarkable results on the steady promotion of its business transformation and upgrading toward the second entrepreneurship. CASIC has successfully completed its goals and tasks set in the "13th Five-Year Plan". CASIC's major achievements are as follows: continuous improvement on the quality of its Party construction; significant improvement on the quality and efficiency of its economic operation; remarkably positive results of its defense equipment development; accelerated development of its aerospace industry; continuous in-depth advancement of its industrialization; outstanding achievements in its international market expansion; remarkable achievements in its technological innovation; comprehensive reform going steadily and deeper; continuous optimization over the cultivation of its cadre and talent teams; continuous strengthening of its management foundations.
The report analyzed the situations to be faced by CASIC during the "14th Five-Year Plan". With years of reform and development, CASIC’s overall strength, core competitiveness and risk prevention capabilities have been further enhanced. However, CASIC still falls short of the expectations of the Communist Party of China, the Chinese government and the Chinese people, and still, CASIC needs to catch up with the world’s first-class enterprises. There are still many bottlenecks restricting CASIC's high-quality development that need to be solved urgently. Looking forward to the future, CASIC must fully understand the situations, seize opportunities, embrace challenges, take advantage of the situations, turn crises into opportunities and move forward with courage.
The report put forward the medium and long-term strategic goals for CASIC's development. Entering a new stage of development, CASIC's Party Committee insists on innovation based on inheritance and innovation through development. After considerate analyses, it further put forward the strategic goal of "one goal in three steps".
"One goal" refers to building a world-class aerospace defense enterprise.
"Three steps" refers to achieving the above goal in three steps.
Step one, to basically build a world-class aerospace defense enterprise by 2025.
Step two, to build a world-class aerospace defense enterprise by 2035.
Step three, to build an all-round world-class aerospace defense enterprise by 2050.
The report put forward the development goals for CASIC's "14th Five-Year Plan". During the "14th Five-Year Plan" period, CASIC will thoroughly implement CPC General Secretary Xi Jinping's important instructions on the "five must" for China's economic and social development, and promote and basically realize the transformation of a development model emphasizing quality and efficiency. CASIC will shift its development toward innovation-driving, and shift its business structure toward cultivating its major business, to make CASIC stronger, better and bigger, becoming an industry leader in global aerospace defense industry with influence, whose voice can be respected by peers. CASIC will strive to become an industry leader in quality, efficiency and product services. CASIC will practice the concepts of the new development, lead the advancement of the whole industry, abide by the law, honor its promises, and fulfill its social responsibilities. By the end of the "14th Five-Year Plan", CASIC's market share of missiles in China will rank No.1, becoming a top 300 of the world's top 500. CASIC will significantly improve its competitiveness, innovation, control, influence and risk-prevention capabilities, and get to the top 5 of the world's top 100 military industry enterprise, thus to basically build a world-class aerospace defense enterprise. The report put forward CASIC's development paths during the "14th Five-Year Plan" period:
Take the strategic goal of "one goal in three steps" as its guidance;
Take the "three innovations (on technologies, business models and management) as its tools;
Take the "four modernizations" (informatization, socialization, marketization, and internationalization) as its orientation;
Highlight its major responsibilities of aerospace defense, and improve the basic industrial capabilities and industrial chain modernization levels of its five main business industries (defense equipment, aerospace, information technology, equipment manufacturing, modern service);
Thoroughly implement the "1+4" strategy (national major development strategy, innovation-driving development strategy, quality-first strategy, talent-first strategy and digital aerospace strategy),
Enhance CASIC's competitiveness, innovation, control, influence, and risk-prevention capabilities, and to promote CASIC's development with higher quality, more efficiency, more dynamics, more sustainability and security.
The report put forward the key development tasks for its "14th Five-Year Plan". During the "14th Five-Year Plan" period, CASIC will prioritize on its major responsibilities and business of aerospace defense. By playing the backbone roles of aerospace, defense, and security, CASIC will prioritize on strengthening and improving its defense equipment industry. CASIC will prioritize on accelerating building its differentiated development advantages over the aerospace industry. CASIC will adapt to the development needs of "new infrastructure" and actively cultivate strategic emerging industries in information technology, equipment manufacturing, and modern service industries with large market space, competitive advantages and high relevance to its major responsibilities and business. CASIC will divest its minor business, as well as the business with no advantages or development potentials, and concentrate its resources to its advantageous business.
The report put forward the strategic measures for CASIC's development during its "14th Five-Year Plan".
Firstly, to comprehensively strengthen its Party's leadership and Party construction. We'll thoroughly study and implement Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, strengthen our awareness on politics, overall situations, on core issues and on getting in line with the better, boost our confidence on the development path, Party theories, political system and Chinese culture, resolutely maintain the core position of General Secretary in the CPC Party Central Committee and the entire Party and resolutely maintain the authority and centralized leadership of CPC Party Central Committee, unremittingly arm ourselves with the Party’s innovative theories. We'll will improve the construction of CASIC's Party organization, and combine the Party's construction with the improvement of CASIC's governance. We'll further implement our political responsibilities to manage strictly every aspect of CASIC's Party. We'll always insist on the "people-first" principle and focus more on the livelihood issues of common concern for CASIC's employees. We'll cultivate a CASIC culture that not only inherits the aerospace spirit but also reflects the characteristics of the advanced aerospace culture.
Secondly, to thoroughly implement the "1+4" strategy. CASIC has implemented the overall requirements of China's major development strategies and prioritized on the implementation of innovation-driving development strategy, quality-first strategy, talent-first strategy, and digital aerospace strategy, to further clarify and optimize its development paths.
Thirdly, to comprehensively deepen reforms and improve CASIC's governance capabilities. CASIC will promote the SOE reforms on top-level design and coordination, optimize its models on organizational structure and control, improve its governance structure, improve its control over finance and its management on planning, and promote CASIC's safe and green development.
Fourthly, to optimize CASIC's regional layout so as to support the China-cycle and the China-world dual-cycle. CASIC will optimize the layout of its existing resources, cultivate and expand new regional layouts, and optimize its layout of regional development in the world, in combination with China's regional development orientation.
Fifthly, to strengthen CASIC's international business operations and promote a higher level of opening up. CASIC will prioritize on strengthening its international business on military equipment, promoting its civilian industries to "go global". CASIC will prioritize on deepening international economic and technological cooperation and strengthening its international exchanges.
Sixthly, to optimize CASIC's construction of a product chain supply chain and a marketing system.
According to the report, CASIC will increase its input on its technological innovations, strengthen its core capacity building, consolidate its management foundations, improve its capital efficiency, strengthen its asset and capital management, improve its risk prevention and control capabilities, to provide strategic guarantees for its development during the "14th Five-Year Plan".
Yuan Jie emphasized that, CASIC's development is at a new historical starting point. All Party members, cadres and employees must unite more closely around the Party Central Committee with Comrade Xi Jinping as the core, with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of "not claiming credit but always making sure to contribute their share to the success of the cause", work together and forge ahead, strive to build a world-class aerospace defense enterprise, and fully support the construction of a world-class military power, so as to contribute the realization of China's dreams of becoming an aerospace power, a military power and the Chinese dream, to the achievement of "two centenary" goals and to building a modern and powerful socialist country.
CASIC's benchmark analysis report on building a world-class aerospace defense enterprise and the implementation plan for CASIC to get in line with the world-class enterprises, CASIC's innovation-driving development strategy, quality-first strategy, talent-first strategy, and digital aerospace strategy, and the general plans for CASIC's acceleration on the improvement of corporate governance structure and its management transformation toward market were pronounced at the conference.
