On the afternoon of September 29th, CASIC 2020 Strategic Work Conference and 12th Meeting of the Strategic Management Committee were concluded successfully.
Yuan Jie, CASIC's Party Secretary and Chairman, made an important speech and commented that during the "14th Five-Year Plan" period, CASIC will closely follow its strategic goal of building a world-class aerospace defense enterprise and highlight its orientation toward "serving China's national strategies, serving China's national defense construction, and serving China's economy and Chinese people's livelihood." Guided by "informatization, socialization, marketization and internationalization" and following China's major national strategies, CASIC will vigorously implement its innovation-driving development strategy, quality-first strategy, talent-first strategy, and digital aerospace strategy, to continuously strengthen CASIC's competitiveness, innovation, control, influence and risk resistance.
Liu Shiquan, CASIC's Deputy Secretary, Board Director and General Manager, presided over and concluded the conference. He required all Party members, cadres and employees to keep their missions in mind, to firm their resolutions, to forge ahead and overcome difficulties, and to create new opportunities and present on new outlooks, to always get prepared to build a world-class aerospace defense enterprise with persistence and perseverance.
Wang Qinglong, Ren Xudong, Ji Xilai, Li Fenghua, CASIC's outside Directors; Liu Chuandong, CASIC's Party Committee member and Chief Accountant; Chen Guoying, CASIC's Party Committee member and Deputy General Manager; Lin Qing, CASIC's Chief Discipline Inspector and Supervisor, and Party Committee member; Gong Bo, CASIC's Party Committee member and Deputy General Manager; CASIC's Board Secretary; CASIC's Technology Committee members; CASIC's Discipline Inspection and Supervision Committee members, CASIC's directors of all departments at the headquarters; leaders of CASIC's second-tier affiliates, chief designers and engineers of CASIC's satellite projects, and leaders from CASIC's third-tier affiliates; attended the conference.
Yuan Jie commented in his speech that the "14th Five-Year Plan" period is a decisive period for CASIC to basically build a world-class aerospace defense enterprise. CASIC's Party Committee attaches great importance to formulating CASIC's medium and long-term development strategies and the "14th Five-Year Work Plan". This conference is of great strategic significance and guidance for CASIC's high-quality development and CASIC's goal of becoming a world-class aerospace defense enterprise. Yuan Jie put forward four requirements for CASIC's follow-up priorities:
Firstly, to look at the new challenges and requirements faced by CASIC dialectically. With the overall strategy of the great rejuvenation of the Chinese nation in mind and the picture where great changes unseen for a century are undergoing, we must dialectically understand and grasp CASIC's development trend, and further enhance our awareness of opportunities and risks and adapt strategies and tactics to the general situation. We shall strive to achieve CASIC's development with better quality, higher efficiency, stronger competitiveness and greater influence.
CASIC must always take high-quality development as its top priority in accordance with the characteristics of high-quality economic development in a new era. CASIC must take the construction of China's defense weapons and military equipment as its top priority for its high-quality development in accordance with the current national security situations and new changes in the interest of development. CASIC must take the comprehensive deepening of reforms as a key to its high-quality development in accordance with China's strategic deployment of creating a new development layout.
Secondly, to give full play to the guidance of strategic planning for CASIC's development. We'll take on our major responsibilities and business for China's aerospace defense, thoroughly implement Xi Jinping’s thought of strengthening the army, fully perform our primary responsibility of strengthening the army, laying an advanced technical foundation and providing material support for the construction of a world-class army. We'll cultivate and enhance the core competitiveness of civilian industries, and further prioritize on industries with large market space, high technological thresholds, and strong driving forces based on China's economy, Chinese people’s livelihood and strategic emerging industries. We'll greatly enhance CASIC's capabilities of independent innovation, and always take independent innovation as the primary driving force for CASIC's high-quality development. We'll increase our input to optimize CASIC's management on technological innovation and its mechanism on R&D results-turned applications, and further stimulate innovation and creativity. We'll strengthen the "zero defect" quality awareness of all employees, tighten the quality control over the entire process, refine CASIC's quantity control, strengthen CASIC's quality management system, formulate and then steadily proceed with the aerospace defense standardization strategies. We'll build a team of high-quality professionals and take human resources as the primary resource for CASIC's high-quality development. We'll accelerate the construction of digital aerospace, and take digital transformation as an important means of CASIC's high-quality development. We'll improve quality and efficiency via management, continue to get ourselves in line with the world's first-class industrial practices, to gradually modernize CASIC's governance system and governance capabilities.
Thirdly, to continue strengthening the execution of CASIC's strategies, formulate powerful measures to promote the thorough implementation of future development strategies and the "14th Five-Year Plan" within CASIC's system. All affiliates must earnestly implement the "14th Five-Year plan" take on respective major responsibilities and business and get in line with the world's first-class practices under the guidance of CASIC's development strategies and the "14th Five-Year Plan". All affiliates must formulate respective strategies based on its actual conditions. We'll strengthen CASIC's organization and leadership, and supervise the implementation of responsibilities at each management layer. We'll give full play CASIC's Party Committee to “direct the way, manage the overall situation and ensure the implementation of strategies and plans” and earnestly narrow down the top-level planning and key tasks of CASIC to each affiliate's "14th Five-Year Plan".
Fourthly, to fight for 100 days in a row to secure double victories, and accomplish the goals and tasks for the whole year. We'll prioritize on the mission of aerospace defense equipment construction to ensure timely delivery. We'll prioritize on the development of civil industries, and accelerate the development of major projects represented by the industrial Internet and smart industries. We'll prioritize on CASIC's business operations abroad and effectively enhance CASIC's international market competitiveness. We'll prioritize on the key and core technological R&D and effectively break through the bottlenecks with the highest quality standards. We'll prioritize on the implementation of reforms and adjustments, and thoroughly implement the Three-year Reform Action Plan for State-owned Enterprise (2020-2022) and the spirit of the Mobilization Conference of Three-year Reform Action Plan for State-owned Enterprise. We'll prioritize on the construction of CASIC's system, promote the implementation and routinization of CASIC's strategic plans, optimize such systems and routines thus to copy and promote them in grassroots practices. We'll prioritize on the prevention and control of major risks, continue to strengthen the monitoring on and the defusion of major risks, and mobilize resources to deal with them in a timely manner. We'll prioritize on CASIC's covid-19 prevention and control while guarantee an orderly production, continue to fend off covid-19 contraction cases outside China while preventing and controlling the rebound of covid-19 in China. We'll prioritize on CASIC Party's leadership and Party's construction, study well and thoroughly implement the spirit of the forthcoming 5th Plenary Session of the 19th Central Committee of Communist Party of China, and promote the in-depth integration of Party's construction with scientific research, production and management to successfully accomplish all poverty relief missions, to realize the successful conclusion of the "13th Five-Year Plan", and to lay a solid foundation for the development of "14th Five-Year Plan".
In his closing speech, Liu Shiquan commented that this conference, held at the end of the "13th Five-Year Plan" and the beginning of the "14th Five-Year Plan", is of great importance. All CASIC affiliates must study the spirit of this conference well and implement it thoroughly based on each affiliate's actual situations.
Liu Shiquan said that formulating good corporate development strategies requires great emphasis on the strategic thinking and strategic innovation. All affiliates must study the work requirements of this conference and the draft of the "14th Five-Year Plan" well and formulate their own "14th Five-Year Plan". All affiliates must blend in their own thoughts on the politics, innovation, reform and bottom line into the Plan, and meanwhile highlight their own orientation of goals, problems and results in the Plan.
He concluded the prominent characteristics of this conference. Firstly, more focus on major responsibilities and business, highlighting the requirements on CASIC's high-quality development ; secondly, more emphasis on innovation-driven development, highlighting the guidance of new development concepts for the "14th Five-Year Work Plan"; thirdly, more emphasis on quality-first development, highlighting CASIC's governance capabilities on quality and its competitiveness of product quality; fourthly, more emphasis on talents, highlighting talents' guidance for CASIC's development; fifthly, more emphasis on digital technologies and digital economy, highlighting digital transformation and intelligent upgrading; sixthly, more emphasis on CASIC's governance, highlighting risk prevention and control and the enhancement of CASIC's management.
Liu Shiquan required everyone in CASIC to work hard, do their job well, value innovation and talents, increase input, prevent risks, and to ensure the implementation of the strategies. All affiliates must thoroughly study the spirit of this conference, further unify their thoughts and raise their awareness. All affiliates must carry out publicity well, closely follow CASIC's strategic goals, and closely combine CASIC's all strategic measures with their own "14th Five-Year Plan" and the medium and long-term development strategies based on their own actual situations, to promote CASIC's development with higher quality, more efficiency, more dynamics, more sustainability and security.
Before the conference, nearly 300 attendees were divided into 8 discussion groups to thoroughly discuss the conference report and schedule, and exchanged the ideas among groups at the conclusion conference. Yuan Jie required certain departments of the headquarters to carefully study and fully listen to each attendee's opinions and suggestions.
