Adhere to the initial intention of aerospace to serve the country and build a safe foundation for an all-round well-off society
Building a well-off society in an all-round way is inseparable from a peaceful development environment. In the context of a new round of scientific and technological revolution and industrial transformation, as the backbone for the development of China's missile industry, CASIC is geared to the frontiers of world science and technology and the major needs of the country so as to unswervingly shoulder the first responsibility of strengthening the army, insist on "forging swords for the country", build powerful equipment for the country, support the construction of the world-class army, and build a safe foundation for building a well-off society in an all-round way.
Supporting the formation of new combat effectiveness of our army with the development of weapons and equipment: Without a strong military, a country can be neither safe nor strong. Weapons and equipment are a key mark of a modernized army, an important foundation for military preparedness, and an important support for national security and national rejuvenation. CASIC focuses on the main business of aerospace defense and take the promotion of our military's new combat effectiveness as the primary task by insisting on "battlefield, troops and future oriented" to build a weapon and equipment system that meets the requirements of information warfare and fulfilling its mission, insisting on information guidance, system construction, independent innovation and sustainable development to make overall plans, highlight key points, and deepen the research on new operational concepts, unswervingly do a good job in major national projects, major projects and key models, and implementing the strategy of winning by quality to firmly establish the "zero defect" quality consciousness of all employees and ensure the applicability of equipment in actual combat. In recent years, our major equipment has amazed the world and excited our people and our strategic position was further enhanced with great achievements made in "DF" ballistic missiles, "HQ" anti-aircraft missiles, "CJ" cruise missiles and "YJ" anti-ship missiles.
Winning new victory in independent innovation based on innovation-driven development: CASIC focuses on solving "bottleneck" problems, making breakthroughs in key core technologies, and continuously improving the scientific and technological innovation system to firmly take the strategic initiative in safeguarding national security into our own hands. CASIC deploys innovation chains around the industrial chain and deploys industrial chain around the innovation chain and keeps the annual investment in scientific and technological innovation accounting for more than 10% of the operating income to aim at the forefront of world science and technology, push forward the major breakthrough of "from 0 to 1" in disruptive technologies that change the competitive situation in the technical field, and master a number of key core technologies with independent intellectual property rights. As the leading enterprise, CASIC won the special prize in the National Science and Technology Progress Award for five times and two China Patent Gold Awards and obtained over 27,000 valid patents in recent years.

Building a world-leading aerospace and defense company to lay a solid strategic foundation: The Party Leadership Group of CASIC actively serves the national strategy, seeks changes strategically and responds tactically, focuses on the main business and puts forward the strategy of "one goal in three steps", namely, to basically build, substantially build and finally build "a world-leading aerospace and defense company" by 2025, 2035 and 2050 respectively. CASIC will dare to play the first move and take the initiative, implement the overall requirements of the national major development strategy, and formulate supporting plans for innovation-driving development strategy, quality-first strategy, talent-first strategy, and digital aerospace strategy, etc. To strengthen strategy implementation and realize the goal of a world-leading aerospace and defense company, measures will be taken in terms of 9 aspects such as strategic management, organizational management, operation management and quality management to identify the gap and tackle areas of weaknesses and comprehensively enhance the competitiveness, innovation, control, influence and anti-risk capabilities of CASIC.
Developing commercial aerospace to occupy strategic heights of international competition: CASIC actively explores and practices the new model of promoting the development of aerospace industry under the new national system, takes the lead in integrating social capital, advanced technology, professional leading talents and other resources to push the limits of traditional technological approaches, business models and management practices, and vigorously implements the “Five Clouds and One Train” (Feiyun, Kuaiyun, Xingyun, Hongyun and Tengyun and high speed flying train) commercial aerospace project. All these have opened a new chapter in the development of China's commercial space. In some areas, CASIC is "well-matched" and even "leading" with international counterparts. The KZ-1A carrier rocket has created a new record of the shortest interval between two Chinese launches to accurately send 12 satellites into orbit within one year and successfully launched satellites Xingyun-2 01 and 02, which opened a new journey for the construction of space-based Internet of Things in China. As the first satellite of the Hongyun Project, the low-orbit broadband communication technology experiment satellite, passed the air-land integrated on-orbit test and was selected as one of Top 150 "No.1 in the People's Republic of China".

Being a leading enterprise in industrial informatization to promote economic and social development: The scientific and technological revolution leads to the industrial revolution, and it is high time to promote the construction of new infrastructure such as 5G, Internet of Things, artificial intelligence and industrial Internet. CASIC shoulders the mission of leading enterprises to promote the development of China's industrial informatization, give full play to its unique advantages in information technology and its position as the national main platform and leader of industrial Internet, aim at the important areas of "new infrastructure", and promote the deep integration of the new generation of information technology and equipment manufacturing industry. CASIC builds "CASICloud" New Infrastructure Platform to focus on the information security of industrial control systems, vigorously promote the research and industrialization of core technologies such as industrial software, build industrial clusters with industry influence such as "5G+ Industrial internet + Intelligent Manufacturing", smart industry and laser industry around the industrial chain, give full play to the role of empowerment to enhance the intelligent level of equipment manufacturing, and strive to become the main force in deepening the development of "Internet + Advanced Manufacturing Industry". CASIC also systematically builds the "Aerospace Wisdom" industrial system covering 20 sub-fields such as smart city and smart transportation to further consolidate CASIC's position as the pioneer in building a smart country for aerospace science and technology.
Deepening the reform of state-owned enterprises to promote improvements in quality, efficiency and strength: It is an important way to promote high-quality development by solving problems in development and stability through reform and driving and promoting all kinds of work through reform. CASIC steadily deepened the reform in accordance with the central government's deployment and saw continuously increasing vitality of enterprise development and innovation. CASIC resolutely implemented the principle of "one unity pervading all things" in two aspects to promote the integration of the Party's leadership into the institutionalization, standardization and proceduralization of corporate governance, implemented the three-year action plan for the reform of state-owned enterprises, and formulated and implemented special action plans to strengthen top-level design and overall development. Efforts will be made to promote special reform tasks such as the "Double-Hundred Actions", "Demonstration Action for S&T Enterprise Reform" and mixed-ownership reform and explore comprehensive reform models and experience models that can be replicated and widely promoted. CASIC will steadily push forward the function-based reform and mixed-ownership reform of public institutions, explore and implement a more dynamic incentive and restraint mechanism, and continue to push forward the implementation of the "1+N" policy system for the reform of state-owned enterprises. The level of financial control and planning management will be improved to create an intelligent financial sharing platform with deep integration of industry, finance and taxation.
Highlight the responsibility of central enterprises to provide scientific and technological support for a well-off society in an all-round way
CASIC firmly fulfilled the responsibility of central enterprises to serve the national economy and the people's livelihood, took the lead in the prevention and control of increasingly normal epidemics, and made its own contributions under major challenges and severe tests and shouldered heavy burdens bravely and provided scientific and technological support for winning the decisive battle at the end of the fight against poverty.
Resolutely winning the fight against poverty and implementing targeted poverty alleviation: CASIC resolutely implemented the requirements of winning the fight against poverty, never took impractical measures and played lip service but invested RMB 480 million in the Central Enterprise Poverty Alleviation Fund to support the industrial development of poverty-stricken areas, directly invested RMB 64.64 million in helping funds, sent 129 persons for poverty alleviation, and implemented 371 targeted poverty alleviation projects around six aspects, i.e., science and technology, industry, consumption, education, medical, and people's livelihood. Two designated poverty alleviation counties (districts) achieved poverty alleviation in 2019, and eight enterprises successfully completed the industrial poverty alleviation tasks undertaken by local governments and relevant ministries and commissions. Safe housing projects in Butuo County and Zhaojue County, Liangshan Yi Autonomous Prefecture of Sichuan Province were delivered on time, and more than 8,200 households in Butuo County and 84 poverty-stricken households in "Cliff Village" of Zhaojue County moved to new houses.
Following the requirements of technologically fighting against epidemic diseases to give full play to the advantages of aerospace technology: Overcoming the epidemic cannot be separated from technical support. After the epidemic broke out, CASIC accelerated the development and production of urgently needed equipment such as mobile medical vehicles and ventilators, quickly launched the "Anti-epidemic Zone" on the industrial Internet platform, and built a smart tax office to help realize "no contact for taxation" and "no waiting for invoicing". CASIC also gave full play to our strengths in space systems engineering management, information technology, equipment manufacturing, etc. to build a "package" solution for public health and safety and provide the solutions for global epidemic prevention and control, which was commended by the Party and our country. The first modular negative pressure shelter (cabin) developed has the medical treatment level of secondary hospitals, which can be quickly launched in only 24 hours, the P2+ mobile shelter biological testing stations meet the needs of large-scale nucleic acid testing, and the aerospace Internet diagnosis and treatment platform and aerospace cloud health service system developed can help people get diagnosis, treatment and health services without leaving home.
