On December 12, the "Intelligent Collaborative Cloud Technology and Industry Development Summit Forum ? 2020 Wuhan, Hubei" kicked off in Wuhan, with the theme of "New Driver of Digital Economy on the Intelligent Collaborative Cloud". At the forum, CASIC launched the cloud platform 3.0 — a universal basic cloud platform with fully independent innovation and intelligent collaborative cloud characteristics, and its one-stop application scheme. Leaders, academicians and experts from national ministries and commissions, local governments, universities and research institutes, and leading enterprises in the fields of big data and cloud computing attended the forum. They visited the exhibition of CASIC's cloud platform and its one-stop solutions and application scenarios, and had discussions and exchanges on the cutting-edge technologies, application practices, ecosystem construction and development trends in the fields of big data, cloud computing and artificial intelligence.
At the opening ceremony, Liu Shiquan, Deputy Secretary of the Party Leadership Group and General Manager of CASIC, Hu Lishan, Deputy Secretary of CPC Wuhan Municipal Committee and Director of the Standing Committee of the Wuhai Municipal People's Congress, and relevant leaders of the State Administration for Science, Technology and Industry for National Defense, the Ministry of Public Security and the Office of Central Cyberspace Affairs Commission delivered speeches respectively. Hu Yabo, member of the Standing Committee of CPC Wuhan Municipal Committee and Executive Vice Mayor of Wuhai City, Chen Guoying, Deputy Secretary of the Party Leadership Group of CASIC, and Gong Bo, member of the Party Leadership Group and Deputy General Manager of CASIC, attended the opening ceremony. Chen Guoying presided over the opening ceremony.
Liu Shiquan pointed out in his speech that the new round of scientific and technological revolution and industrial transformation is restructuring the global innovation landscape and the global economy. As an economic activity that is the fastest in development, the most active in innovation and the widest in coverage, the digital economy is becoming a new driver and a new engine of global economic growth. The new infrastructure carrying massive data has become the "main artery" for the development of digital economy. The "intelligent", "collaborative" and "cloud-based" development based on the construction of new infrastructure has accelerated cross-border and disruptive innovation. The digital economy is profoundly changing the industrial pattern and the production and life style. The main goals of economic and social development during the "14th Five-Year Plan" period put forward by the Fifth Plenary Session of the 19th CPC Central Committee can be summarized as six "new" in short, i.e. new results in economic development, new strides in reform and opening-up, new improvement in social etiquette and civility, new progress in building an ecological civilization, new heights in people's well-being, and new levels of efficiency in state governance. Every "new" is closely related to digital industrialization and industrial digitalization, needs to be empowered by "intelligence", and requires collaborative innovation and development of the industry chain.
Liu pointed out that in 2017, CASIC held the first "Intelligent Collaborative Cloud Technology and Industry Development Summit Forum", and proposed the "Chinese solutions" of setting up the Intelligent Collaborative Cloud Technology and Industry Alliance, establishing an intelligent collaborative cloud platform research and development community, and jointly building a cyberpower. CASIC has never stopped building a foundation base for the integration of networks. After three years' hard work, it has developed cloud platform 3.0 — a universal basic cloud platform with fully independent innovation and intelligent collaborative characteristics. The platform has been well received in important fields such as political-legal work intelligence, digital transformation of enterprises, and big data governance in various industries, and has been practically applied in more than 20 provinces and cities and more than 500 organizations across the country. CASIC's cloud platform has blossomed and yielded fruits throughout the country, contributing space wisdom and strength to building China's strength in science and technology and cyberspace, and building a digital China and a smart society.
Liu stressed that CASIC is actively integrating into the new development pattern centering on internal circulation with the domestic and international markets promoting each other. Starting from serving the national strategy, the national defense development and the national welfare and the people's livelihood, based on the aerospace system engineering theory and relying on the Intelligent Collaborative Cloud Technology and Industry Alliance, CASIC is accelerating the improvement of intelligent collaborative cloud with completely independent intellectual property rights. In the past year, 52 organizations of the Intelligent Collaborative Cloud Technology and Industry Alliance worked on independent innovation of CASIC's cloud platform, developed the artificial intelligence computing framework with aerospace characteristics, continuously improved the four mid-stage product lines of data, business, management and security, and supported the construction of major platforms such as cloud medical and health service platform, industrial Internet platform, coordinated supply guarantee cloud platform and sky-space-ground intelligent unmanned logistics system cloud platform, focused on key scenarios such as state governance and coordinated supply guarantee, and made concerted efforts to cultivate a new business system of "combining manufacturing with services, combining online business with offline business, and combining innovation with entrepreneurship", to enhance the value-creating ability of CASIC's cloud platform, and stimulate new drivers of digital economy.
Liu said that in the face of profound changes unseen in a century, and standing at the historical intersection of the "two centenary" goals, the digital economy is promoting economic and social development with an unprecedented general trend. CASIC is implementing the overall requirements of the national major development strategy, focusing on the implementation of innovation-driven development strategy, quality-based winning strategy, talent-first strategy and digital aerospace strategy, improving the development efficiency of the digital industry, and fostering new core competitive advantages for building a world-class aerospace defense corporation in an all-round way. CASIC is willing to walk hand in hand with counterparts in the network information industry, adhere to the new development concept, continue to deepen cooperation in intelligent collaborative cloud technologies, products and standards, continuously promote scientific and technological innovation and industrial upgrading, work together to create a new ecosystem of technology and industry development, and cooperate with all sectors of society to create a digital future for China's economy.
At the forum, Gong Jianya, academician of the Chinese Academy of Sciences, gave a keynote speech "Spatial Information Infrastructure: Core of New Infrastructure", and Ni Guangnan, academician of the Chinese Academy of Engineering, recorded a video speech for the forum. A leader from CASIC delivered a keynote speech "New Driver on Intelligent Collaborative Cloud", and shared the experience in exploration and practice of intelligent collaborative cloud technology.
At the forum, CASIC launched cloud platform 3.0 and related industry applications, and introduced typical application scenarios and characteristic capabilities of the cloud platform in various industries. CASIC has established a super-cloud architecture of "distributed storage of data resources + intelligent and efficient data processing + full sharing of general information" based on the "five-layer and two-domain" super-cloud integrated architecture of intelligent collaborative cloud, solving the problem of contrast between information size and information governance ability, information diffusion speed and comprehensive information ability, and between information transmission channel and information transmission constraint ability.
CASIC's cloud platform 3.0 is a "cloud-based, digital and intelligent" integrated platform, and is the "foundation base" of public infrastructure for the integration of networks. The platform supports information technology application innovation infrastructure, and has taken the lead in realizing independent innovation and realized the intrinsic security of information technology. CASIC's cloud platform 3.0 realizes the upgrade of information architecture with advanced technologies, and takes the safety and controllability of data as basis. It can cater to complex multi-scenario applications and build multiple platforms and applications in conjunction with the ecosystem, to create a new industrial ecological service cloud map. At present, CASIC is building "CASICloud" new infrastructure based on its cloud platform 3.0, to fully support the implementation of digital aerospace strategy.
After the main forum, 4 sub-forums were held online and offline, with the theme of "Building New Infrastructure through Information Technology Application Innovation and Ecosystem", "New Stage of Governance and New Capability empowered by Digitalization", "Digital Enterprise ? A New Stage of Transformation", "Integration into New Development Pattern for New Security". Experts and scholars from relevant enterprises, universities and research institutions in the field had in-depth discussions and exchanges on building a new industry chain of information technology application innovation, and applying network information technologies to modernization of governance capacity, digital transformation of enterprises, cyber security and information technology innovation, and shared their respective views on new achievements, new practices and new thoughts in technological innovation, industrial development and ecosystem construction.
The Intelligent Collaborative Cloud Technology and Industry Development Summit Forum has been held for four consecutive years since 2017, and has become an important platform for gathering wisdom and discussing development and cooperation in network information.
