Pursue High-quality Development of the Space Industry while Creating a New Development Pattern
Time flies by. As we prepare to bid farewell to 2020 and usher in 2021, the Party Leadership Group of CASIC would like to extend sincere greetings and New Year wishes to all employees, retired cadres, old comrades and their families, to our users and partners, as well as all people from all walks of life who have given care, support and assistance to CASIC.
2020 was an extraordinary year in the history of the People's Republic of China. Our Party has led the Chinese people in fighting a fierce battle against COVID-19, and we have passed a tough historical test. Thanks to our enormous efforts, we have made a major strategic achievement in fighting the virus. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we have reacted swiftly to the Party's commands, fought with all our might, spared no efforts to fight against the pandemic, and taken various measures to resume work and production. While making overall plans for the regular epidemic prevention and control, and for the scientific research, production and operation, we have also practiced our original aspiration and mission in this test with practical actions, demonstrated the great spirit of combating the COVID-19, and attracted the attention of the world with aerospace wisdom, aerospace strength, aerospace responsibility and aerospace spirit.
Looking back, we have forged ahead while strengthening our original aspiration, and made long-term plans while shouldering our mission. We have followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, enhanced the consciousness of the need to maintain political integrity, think in terms of the big picture, follow the leadership core, and keep in alignment with the central Party leadership, strengthened confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and upheld General Secretary Xi Jinping's position as the core of the CPC Central Committee and the whole Party, as well as the authority of the CPC Central Committee and its centralized, unified leadership. We have set off a craze of studying, publicizing and implementing the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee, held the First Strategic Work Conference and the Tenth Conference on Party Building, and embark on a new journey of fully building a world-class aerospace defense corporation. We have thoroughly implemented the general guidelines of Party building in the new era, implemented the organizational line of the CPC in the new era, continuously improved the quality of Party building, further strengthened the training of cadre and talents, and improved Party conduct, built a clean government and fought against corruption both in breadth and in depth. We have adhered to the targeted poverty alleviation with aerospace characteristics, completed the task of poverty alleviation in the new era with high quality, and further demonstrated the patriotism and the responsibility of a military central SOE.
Over the past year, we have kept the strategic willpower of "being swift and tranquil when riotous clouds sweep past", focused on our main responsibilities and businesses for China's aerospace defense, and made great efforts to build China into a space power. We have continuously enhanced our scientific research and production capacity, and undertaken key model tasks to vigorously promote the modernization of weapons and equipment. Our new technologies and new products have contributed to the complete success of major national projects including global constellation deployment of BDS-3, Tianwen-1 Mars exploration mission and Chang'e-5 mission. We have seen the successful launch and in-orbit test of Xingyun-2 01 and 02 satellites, successful completion of the "low-orbit broadband communication satellite + 5G" maritime integrated network test of the Hongyun Project, and 2 commercial launches of Kuaizhou-1. We have deepened the "zero defect" quality awareness of all employees, kept the success rate of flight test at a high level, and built our core capabilities to lay a solid foundation for long-term development.
Over the past year, we have demonstrated the enterprising spirit of "not stop until our aim is attained", adhered to innovation-driven development, and made important progress in tackling problems in key and core technologies. We have made innovations boldly and resolutely, introduced a series of independent innovation measures, and accelerated the transformation of innovation achievements. We have planned more than 70 cutting-edge technologies and applications ahead of time and achieved important results in several new areas. We have concentrated our efforts on fostering national key R&D programs and made breakthroughs in intelligent manufacturing and medical devices. We have applied our innovation concept throughout the corporate governance system, and established 1 national technological innovation demonstration enterprise and 1 national aerospace information technology industry measurement and testing center. We have won many national awards, and constantly stimulated the motivation of scientific and technological personnel in innovation to speed up the self-reliance and self-strengthening in science and technology.
Over the past year, we have hardened our resolve and made relentless efforts in the course of development, made plans for development and security as a whole, and satisfied the yearning for a better life with high-tech aerospace products. Through systematic layout and bold exploration, we have contributed aerospace wisdom to the construction of a digital China with our innovative applications such as smart cities and smart transportation, further consolidated our leading position in the information technology application innovation industry and other key industries, won the championship in the finals of the China Industrial Internet Contest, and made outstanding contributions to the epidemic prevention and control with our public health emergency equipment. We have actively served China's overall political and foreign policy interests, steadily implemented the projects under the Belt and Road Initiative, and expanded our "circle of friends" for international cooperation. We have continued to comprehensively deepen the reform, deeply implemented the three-year reform action plan for SOEs, comprehensively pushed ahead with management improvement with the aim to build a world-class aerospace defense corporation, and constantly enhanced our management capabilities, to ensure sustainable reform and development.
Over the past year, many people and their stories touched us deeply. Academician Chen Dingchang, also a strategic scientist, has made life-long struggle to fulfill the promise of aerospace service; Zhu Kun, a winner of the "Guanghua Engineering Science and Technology Award", has broken through the difficulties through innovations with a pioneering spirit over the 30 years; Chang Xiaofei, a craftsman, has always strived for excellence and has mastered top 10 most popular stunts in China. From medical workers on the front lines of epidemic prevention and control in Wuhai to test personnel who have continuously rushed to the field for scientific research tasks, from project teams who fought overseas without regrets to poverty alleviation officials who have worked on the front lines of poverty alleviation and have been dedicated themselves to poverty alleviation, 150,000 of our employees have written aerospace hymns in the new era with their patriotism and ambition to serve the country, and pooled their wisdom to promote the construction of a space power.
2020 was the last year of China's "13th Five-Year Plan" period. We sweated and we toiled as we pressed ahead with concrete efforts for achievements. Through 5 years of struggle, we have continuously strengthened the Party's leadership and the Party building, made remarkable achievements in research and development of aerospace defense equipment, further vitalized stronger impetus for scientific and technological innovation, continuously developed the civil industry, and comprehensively deepened the reform both in breadth and in depth. Moreover, we have secured solid progress in the "three tough battles", steadily developed the economy and taken a new significant step in the development of China's space industry.

It happens only once in a thousand years. New thought ushers in a new era and a new journey has new missions. 2021 is the 100th anniversary of the founding of the Communist Party of China, the first year to roll out the "14th Five-Year Plan", and also a year of special importance in the process of China's modernization. At such a critical time, we need to embark on a new journey for a new era with persistence and perseverance, and make new glorious achievements with indomitable will.
Let's join hands and follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 19th CPC National Congress and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th CPC Central Committee, as well as the guiding principles of the Central Economic Working Conference, the conference of heads of central SOEs and the upcoming National Defense S&T Industry Working Meeting. Let's adhere to the Party's leadership, to the general work guideline of making progress while maintaining stability, and to the system philosophy based on the plans made by CASIC at the first strategic work conference, follow the underlying trend of pursuing high-quality development, take reform and innovation as the basic driving force, and carry out work based on the fundamental objective of meeting the growing needs of people for a better life, apply new development philosophy based on the new development stage, nurture opportunities and open up new prospects with the emphasis on creation of a new development pattern. Let's stick on the three-step strategic goal of building a world-class aerospace defense corporation, focus on main responsibilities and main businesses, perform the primary responsibility of strengthening the military, and focus on implementing innovation-driven development strategy, talent-first strategy, quality-based winning strategy and digital aerospace strategy under the guidance of the national major development strategy. Let's work hard to stabilize growth, strengthen innovation, promote reform, adjust structure and control risks through better coordination, concentrate efforts on solidifying the foundation, leveraging our strengths and tackling areas of weaknesses, vigorously enhance the capability of industrialization and coordinated development, and enhance the competitiveness, innovation capabilities, control, influence, and anti-risk capabilities, and strive to achieve better quality, more efficient, more energetic, more sustainable and safer development, to ensure that the "14th Five-Year Plan" gets off to a good start and to celebrate the 100th birthday of the Communist Party of China with outstanding achievements.
