On January 4, China Aerospace Science and Industry Corporation (CASIC) held the 2021 Safety and Security Work Conference to review and summarize safety and security work in 2020, including work safety and security, analyze the current situation, study and deploy the safety and security work of the CASIC in 2021 to promote high-quality development with high-quality safety and security work.
Yuan Jie, Secretary of the Party Leadership Group and President of CASIC, Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group, Liu Chuandong, Member of the Party Leadership Group and Chief Accountant, Lin Qing, Head of Discipline Inspection & Supervisory Group and Member of the Party Leadership Group, Gong Bo, Member of the Party Leadership Group and Deputy General Manager and Chief Information Officer, Executive Deputy Director of the Science and Technology Commission, Director of Confidentiality and Deputy Director of the Science and Technology Commission, as well as the heads of departments (agencies) and related personnel at the headquarters of the Corporation and the principal Party and government officials of each second level unit attended the meeting at the headquarters of the Corporation and video conference venues respectively. The conference was chaired by Liu Shiquan.
At the conference, Gong Bo delivered a safety and security work report and Liu Chuandong briefed the implementation of the Statement of Safety and Security Responsibilities. Yuan Jie issued the 2021 Statement of Safety and Security Responsibilities to the heads of headquarters departments (agencies) and the principal Party and government officials of each second level unit.
Yuan Jie pointed out that the Corporation attaches great importance to safety and security work, and the holding of this meeting reflects the political attitude and firm determination of the Corporation to have two overall situations in mind, coordinate development and safety, adhere to the systems thinking to promote high-quality development. To do a better job of safety and security work in this year, Yuan Jie put forward 3 requirements:
First, we must enhance political stance, leverage the political advantage to promote high-quality development through "integrated development and safety effort". All levels of units, leaders at all levels, all personnel must improve the political stance, resolutely undertake the political responsibility of high-quality development, effectively enhance the "Four Consciousnesses", adhere to "Four Matters of Confidence" and "Two Upholds", regard the safety and security work as " top priority" ; give full play to political advantage to resolutely complete the political task of high-quality development; the principal Party and government officials of each unit must prioritize the implementation of the safety responsibility, implement strict responsibility system as well as the centralized management responsibility, direct management, direct responsibility and supervision and guidance; coordinate development and safety, resolutely implement the regulations and systems of high-quality development, vigorously implement the safety development strategy, and give safety first priority in all aspects of scientific research production and operation.
Second, we must adhere to the systems thinking, take the responsibility to promote high-quality development through high-quality safety and security work. All cadres and staff should uphold the systems thinking, build a solid safety and security barrier for high-quality development, fully implement the new requirements, maintain balance between the development and safety and security; take the responsibility to address both development and safety and security, and strictly implement safety and security responsibility as the fundamental political task, to achieve the overall advancement; to implement safety and security work, strengthen the political leadership, ideological leadership and organizational leadership in safety and security work, to promote the implementation of direct management responsibility and direct responsibility as an important part of the work.
Third, we must highlight the supervision efficiency, to promote the modernization of the safety governance system and governance capacity through high-quality supervision, thus promoting high-quality development. It is important for cadres and staff at all levels to grasp the overall situation, discern the big picture and play a more accurate and effective role in supervision and guidance. They shall supervise and guide the improvement of safety and security work rules and regulations; supervise and guide departments and projects to implement safety and security work; supervise and promote technology support for safety and security work; supervise and rectify and manage problems and hidden dangers; strengthen supervision and guidance, investigate and handle any wrongdoing.
Yuan Jie stressed that safety is the key to the overall situation, units, Party organizations and leaders at all levels, and all personnel must fully take the main responsibility to build a strong military, to solidly promote the construction of world-class aerospace defense corporation with safe and confidential actual achievements, to lead off the "14th Five-Year Plan" construction and promote the high-quality development of the aerospace industry.
Liu Shiquan pointed out that this meeting is an important meeting held in the opening year of the "14th Five-Year Plan" and a critical period when the Corporation started a new journey to build a world-class aerospace defense corporation. He stressed that 2021 is the 100th anniversary of the founding of the Communist Party of China, the Corporation has great and arduous tasks to be accomplished in research, production and operation and reform and innovation and development, despite of increasing risks and challenges in safety and security. All units should resolutely implement major decisions and deployments of the Party Central Committee and the State Council, in accordance with the spirit of this meeting and the provisions of the Statement of Safety and Security Responsibilities, to coordinate development and safety, adhere to the systems thinking, and give top priority to work safety, security, and strive to achieve "six noes, six 100%s", to maintain stable and sustainable safety while promoting high-quality development. Before the meeting, the Corporation held a plenary meeting of the Safety and Security Work Management Committee and the Steering Group to hear and deliberate on the summary of 2020 and the essentials for 2021 work safety, confidentiality and security, and network security work, as well as other related matters.
