On January 26, CASIC held 2021 work conference in Beijing to comprehensively summarize and review the work in 2020 and the "13th Five-Year Plan" period, analyze the present situation, clarify the development goals for the "14th Five-Year Plan" period, and comprehensively deploy the work in 2021. It called on all cadres and workers to focus on their main responsibilities, forge ahead, work hard, strive for the construction of a world-class aerospace defense corporation, make new and greater contributions to the construction of a strong aerospace nation, support the construction of a world-class army, build a socialist modern country and achieve the second Centenary Goal.
The meeting pointed out that 2021 is a year of special importance in China's modernization process, and that CASIC should, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirits of the 19th CPC National Congress and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee and Central Economic Work Conference, and the 5th Plenary Session of the 19th Central Commission for Discipline Inspection, thoroughly implement the spirits of the meeting of central SOEs' heads and the National Defense S&T Industry Working Meeting and CASIC's first strategic work meeting. It will uphold the overall leadership of the Party, adhere to the systems thinking and the general principle of "seeking progress while maintaining stability", and implement the new development philosophy on the new stage, to fulfill the main responsibility of strengthening the military with reform and innovation as the fundamental driving force and high-quality development as the direction; under the guidance of the national major development strategy, it will focus on the implementation of the innovation-driven development strategy, the talent strategy, the quality winning strategy and the strategy of digital aerospace, to achieve stable growth through innovation, promoting reform, adjusting structure and controlling risks; with strengthening the fundamental capacity, leveraging advantages, overcoming shortcomings and eliminating weaknesses as the overall direction of action, it will vigorously enhance industrial development and coordinated development capabilities, enhance competitiveness, innovation, control, influence and risk resistance, and unswervingly make state-owned capital and state-owned enterprises stronger, better and larger. The company will be more efficient, more energetic, to achieve more sustainable and safer development with higher quality, to start the "14th Five-Year" Plan on the right foot, setting off a new journey of building a world-class aerospace and defense corporation, providing strong support for the construction of a world-class army, and celebrating the 100th anniversary of the founding of the Communist Party of China with excellent achievements.
Yuan Jie, Secretary of the Party Leadership Group and President of CASIC, Liu Shiquan, General Manager, Deputy Secretary of the Party Leadership Group and Director, Chen Guoying, Deputy Secretary of the Party Leadership Group and Director, Wang Qinglong, Deng Zhixiong and Gao Yibin, outside Directors, Wei Yiyin, Member of the Party Leadership Group and Deputy General Manager, Liu Chuandong, Member of the Party Leadership Group and Chief Accountant, Lin Qing, Head of Discipline Inspection & Supervisory Group and Member of the Party Leadership Group, Gong Bo and Liu Zhuping, Member of the Party Leadership Group and Deputy General Manager, senior leaders of the Corporation, senior management, staff directors, heads of headquarters departments (agencies), deputy general counsel of the Corporation, members of the team of each second level unit, relevant award-winning personnel, chief scientific experts and chief engineering experts of the Corporation, representatives of the National People's Congress, members of the CPPCC, heads of departments of each second level unit, chief commander and chief design engineer of key models and civil project leaders, and principals of partial third-level units attended the conference in the main venue in the Corporation and video conference venues respectively. The conference was chaired by Liu Shiquan.
Important commendations and instructions and approvals of relevant central and superior leaders were conveyed on the conference. Leaders at all levels paid great attention to the development of CASIC and expressed their affirmation and congratulations to CASIC for its achievements in epidemic prevention and control, national defense construction and scientific and technological innovation in 2020, and encouraged all cadres and workers of CASIC to bear in mind their missions and responsibilities, complete all tasks in the opening year of the "14th Five-Year" Plan, enhance comprehensive strength, promote high-quality development, and make new and greater contributions to the construction of aerospace and the overall construction of a modern socialist country.
Yuan Jie made a report titled Focus on Main Responsibilities, Forge Ahead and Work Hard to Build A World Class Aerospace Defense Corporation.
The report points out that, facing once-in-a-century impact, 2020 was a very extraordinary year; however, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, all cadres and workers of CASIC resolutely implemented the decision and deployment of the Party Central Committee, the State Council and the Central Military Commission, coordinated the key work of epidemic prevention and control and business development, and accomplished a number of major events, which helped China accelerate the modernization of national defense and military, fight against poverty, achieve the overall well-off, and accomplish the first Centenary Goal.
In 2020, the cadres and workers of CASIC wrote a magnificent chapter with determination and grit, and won hard-earned achievements through hard work and perseverance: equipment development has seen many outstanding achievements, with innovation achievements made one after another; the effective epidemic prevention and control led to swift resumption of production; notable results were achieved in enterprise reform and corporate governance; the preparation of the "14th Five-Year Plan" was initially completed; the task of poverty eradication was completed on schedule, and the Party leadership and Party construction were comprehensively strengthened. Revenue, total profit and net profit achieved year-on-year growth, fulfilling the SASAC' requirement of "double growth"; the Corporation ranked 332nd among the top 500 companies in the world.
2020 was the last year of China's "13th Five-Year Plan" period. After five years of painstaking efforts, CASIC has achieved remarkable results in defense equipment, rapid development in aerospace, rapid breakthroughs in independent innovation and continued growth in the civilian industry; the aerospace industry and the construction of national defense weapons and equipment have seen a leap forward, thanks to the reform and opening up and the enhanced Party's leadership.
During the "13th Five-Year Plan" period, the accumulated operating revenue achieved growth by 65.9% compared with the same period of the "12th Five-Year Plan"; the accumulated total profit increased by 56.8% compared with the same period of the "12th Five-Year Plan".
It is evident from the five years of practice that: to build a world-class aerospace defense corporation, we must follow the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the fundamental guideline, take independent innovation as the first driving force, deepening reform the key move, promoting the modernization of corporate governance system and governance capacity an important safeguard, and sticking to the Party's leadership and strengthening the Party's construction the fundamental guarantee.
The report deeply analyzed the new situation and challenges CASIC is facing, and pointed out that CASIC is at a critical stage of building a world-class aerospace defense corporation, so we must embrace opportunities, be prepared for risks while maintaining strategic focus, adhere to bottom-line thinking and turn crisis into opportunity to break new ground in change and strive to promote the high-quality development of the Corporation.
Yuan Jie stressed in the report that during the "14th Five-Year" Plan period, CASIC as a world-class aerospace defense corporation shall take shape to better serve the overall development of the Party and the country. The development of the Corporation must be planned and promoted in such a way to be consistent with the political strategies in a new development stage and the new journey of building a comprehensive socialist modern state, while implementing a new development concept and building a new development pattern. The report clarified the objectives and tasks of CASIC in the "14th Five-Year Plan" period in terms of enhancing competitiveness, innovation, controlling force, influence and risk resistance, and proposed to focus on the main responsibility, strengthen sense of responsibility in the mission, deeply implement the "1+4" strategy, improve the industrial base and modernize the industrial chain of defense equipment industry, aerospace industry, information technology industry, equipment manufacturing industry and modern service industry, to prevent and resolve major risks.
The report pointed out that in 2021, CASIC will start a new journey of building a world-class aerospace defense corporation, and the main goal is to "ensure two things": to ensure the high-quality completion of aerospace defense equipment development and production tasks and key core technology breakthroughs; and to ensure the accomplishment of the annual business goal. The work of the year will be organized around "three focuses, three major tasks": that is, focus on the main first responsibility of building a strong military, focus on key core technology research, focus on industrial development and collaborative development, and accomplish the tasks of risk prevention and resolution, structural adjustment and digital transformation.
Centering on the strategic goal of building a world-class aerospace defense corporation, Yuan Jie stressed that in 2021, the Party building should reach a new level, new contribution shall be made to serve national defense, new initiatives shall be introduced to deepen reform, new progress shall be seen in independent innovation and new results in economic development, new improvement in comprehensive strength, new achievements in team building, new enhancement in corporate governance and new progress in livelihood projects; priority shall be given to 9 aspects: First, accelerate the systematic, intelligentized development of aerospace defense equipment towards a real-combat oriented direction; second, implement the innovation-driven development strategy; third, take the opportunity of three-year action plan for reform of State-owned enterprises; fourth, optimize the industrial system; fifth, enhance international operation; sixth, implement the quality winning strategy; seven, implement the digital aerospace strategy; eight, prevent and resolve major risks; nine, attach importance to people's livelihood project.
Yuan Jie stressed that to embark on a new journey of building a world-class aerospace defense corporation, we shall adhere to the overall leadership of the Party, strengthen the construction of the Party, continue to promote the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, further improve the institutional mechanism to adhere to the overall leadership of the Party, actively promote the deep integration of enterprise Party construction and scientific research, production and operation, and strive to build a cadre team with strong political capability, outstanding professional skills and fine conduct, and persistently promote strict governance of the Party. Leading cadres at all levels, as the "key minority", must take the lead in politics, learning, cooperation, unity, and to take responsibility and be disciplined, and they shall also act as a model role in strategy and innovation implementation, to continuously improve political judgment, understanding and execution, and to strive to become a competent person to promote high-quality development to provide strong support for the achievement of the strategic goals of the Corporation.
Yuan Jie stressed that all cadres and workers of CASIC should unite more closely around the Party Central Committee with Comrade Xi Jinping as the core, taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guidance, enhance the "Four Consciousnesses", adhere to "Four Matters of Confidence" and "Two Upholds", and remain true to our original aspiration and keep our mission firmly in mind, and always be prudent and guard against arrogance, and maintain the determination to forge ahead and work hard to speed up the construction of a world-class aerospace defense corporation, and celebrate the 100th anniversary of the founding of the Party with excellent achievements in high-quality development and Party construction, and contribute to the construction of a strong aerospace nation and a world-class army and make new and greater contributions to the overall construction of a modernized socialist country and the realization of the second Centenary Goal.
At the conference, CASIC grandly commended the prize winners of first Aerospace Service Merit Award, the Outstanding Contribution to Aerospace Service and the Significant Contribution to Aerospace Service, and honored the advanced party branch, excellent communist party members, advanced collectives, advanced individuals, anti-epidemic pioneer collectives and individuals in the combat of the COVID-19, and Yuan Jie and other leading comrades presented awards to the winners.
Yuan Jie issued the 2021 statement of responsibilities in business performance, the order of responsibilities in research of key models, the statement of responsibilities for high-quality development of civil industry and the statement of responsibilities for Party conduct and government integrity. Liu Shiquan made a brief explanation of the statement of responsibilities and order of responsibilities. Chen Guoying read out the results of the 2020 business performance assessment and relevant commendation documents.
Liu Shiquan summarized the conference and put forward specific requirements for further work in 2021: to highlight the ideological leadership, consciously bear the Party's innovative theories in mind to guide practice and promote work, and prioritize the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Fifth Plenary Session of the 19th CPC Central Committee; to strive to nurture the opportunities and break new ground with two overall situations in mind, and priority given to core and strategic support, safe development, and actual implementation. Liu Shiquan stressed that party leaders at all levels should unite and lead all staff to emancipate the mind, change the thinking perspective, enhance ideological building to build excellent talent team and cadres, optimize resource allocation through resource investment, carry out in-depth and meticulous investigation and research, and enhance execution capacity, adhere to the overall leadership of the Party, strengthen the Party's construction to celebrate the centennial birthday of the Party with impressive achievements.
