On February 26, CASIC 2021 Publicity and Ideological Work Conference was held in Beijing to summarize the work, analyze the situation, exchange experience, commend the advanced models, and study and deploy key tasks in 2021. On the conference, the spirit of the National Propaganda Ministers Conference and the Central SOEs Publicity and Ideological Work Conference was conveyed and studied. Yuan Jie, Secretary of the Party Leadership Group and Chairman of the Board of Directors of CASIC, Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group, gave instructions to the conference. Chen Guoying, the Deputy Secretary of the Party Leadership Group of CASIC, attended and delivered a speech on the conference.
It is stressed on the conference to adhere to the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, fully implement the 19th CPC National Congress and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee, enhance the "Four Consciousnesses" (enhancing political integrity, developing a better understanding of the general picture, following the core leadership of the Central Committee, and acting consistently with CPC Central Committee policy) and strengthen the "Four Confidences" (confidence in the path, theory, system and culture of socialism with Chinese characteristics) and "Two Upholds" (uphold the “core” leadership status of Xi Jinping and the centralized leadership of the CCP), conscientiously implement the Communist Party of China Propaganda Regulations, in-depth implement the requirements proposed in the National Propaganda Ministers Conference, the Central SOEs Publicity and Ideological Work Conference and the Strategic Work Meeting of the Corporation and the Annual Work Corporation Deployment to uphold socialism, rally public support, foster a new generation of people with sound values and ethics, develop Chinese culture, and build a good image of China. Centering on the Xi Jinping Thought of Socialism with Chinese Characteristics in the New Era, "14th Five-Year Plan", the celebration of the 100th anniversary of the founding of the Communist Party of China, and the main goals of the year of "ensure two things" (to ensure the high-quality completion of aerospace defense equipment development and production tasks and key core technology breakthroughs; and to ensure the accomplishment of the annual business goal."), the "three focuses (focus on the first responsibility of building a strong military, focus on key and core technology research, focus on industrialization development and coordinated development), three major tasks (risk prevention, structural adjustment and digital transformation)" and "nine key areas of work (efforts to accelerate the systematic, intelligent and practical development of aerospace defense equipment; to implement the innovation-driven development strategy; to pay close attention to the three-year action of state-owned enterprise reform; to optimize the industrial system; to improve the international management level; to implement the quality winning strategy; to implement the digital space strategy; to prevent and resolve major risks; and to focus on people's livelihood projects)", adhere to the correct political direction, stick to the people-centered work to make progress while maintaining stability, keep innovation while adhering the right path; focus on strengthening the Party's scientific theories and the implementation of the ideological work responsibility system, and deepening the ideological political work, to enhance press propaganda, public opinion guidance and convergence media, and promote the construction of spiritual civilization and corporate culture; enhancing international communication capabilities, and promoting propaganda and ideological work towards proved, distinctive and effective direction, to fully complete the annual business development goals and tasks, to provide strong ideological and political assurance for high-quality development of the Corporation.
In his speech, Yuan Jie fully affirmed the achievements in the propaganda and ideological efforts of the Corporation. He pointed out that in the past year, the propaganda and ideological efforts were made under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, in compliance with the strategic plan of the Party Leadership Group of the Corporation, while upholding the Party-guided propaganda, ideology and media; the Corporation firmly followed the general direction and guidance, made every effort to serve the general situation, to deeply promote theoretical building, strengthen ideological responsibility, enhance mainstream public opinion guiding, vigorously carry forward the aerospace spirit, and deepen the Corporate culture construction. Through dedicated ideological and political work, we have made outstanding achievements in providing strong ideological and political guarantee and strong spiritual power for the reform and development of the Corporation. He stressed that in 2021, the Corporation should thoroughly follow the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Fifth Plenary Session of the 19th CPC Central Committee in propaganda and ideological work, conscientiously implement General Secretary Xi Jinping's important remarks on the Party's propaganda and ideological work, comprehensively strengthen the political construction in the propaganda and ideological work, to effectively improve political judgment, understanding and execution; based on shaping new development concept, and building a new development pattern on the new development stage, celebrating the 100th anniversary of the founding of the Communist Party of China, promoting high-quality development of the Corporation, and around the implementation of the Corporation's first strategic work conference and the tenth party building work conference and the spirit of the 2021 work conference, to find the work cut-in point, focus and purpose, to better undertake the mission of upholding socialism, rallying public support, fostering a new generation of people with sound values and ethics, developing Chinese culture, and building a good image of China, to create a new situation of propaganda and ideological work of the Corporation, to make a good start for the "14th Five-Year Plan" and break new ground, to accelerate the construction of a world-class aerospace defense corporation and to support the construction of a world-class army.
Liu Shiquan pointed out in the speech that propaganda and ideological work is an extremely important work of the Party. In 2020, being faced with the challenges brought by COVID-19 and the scientific research and production tasks, the Corporation kept their duties and missions in mind in propaganda and ideological work, and actively forged ahead with unity, cohesion, inspired spirits and positive atmosphere, and made important contributions to the Corporation's annual business development goals and the successful completion of the "13th Five-Year Plan". He stressed that 2021 is the opening year of the "14th Five-Year Plan", a new journey of building a modern socialist country. The mission of speeding up the construction of a world-class aerospace defense corporation and supporting the construction of a world-class army is inspiring. In the propaganda and ideological work of the Corporation, we should have the big picture in mind, and focus on the big issues based on the "two overall situations" and the "big national priority", centering on main goals of the year of "ensure two things" (to ensure the high-quality completion of aerospace defense equipment development and production tasks and key core technology breakthroughs; and to ensure the accomplishment of the annual business goal."), the "three focuses, three major tasks" and "nine key areas of work" to consecutively improve propaganda and ideological work skill and capacity so as to provide strong ideological and political guarantee and strong spiritual support to fully complete the annual operation and development objectives, promote the high-quality development of the Corporation, and celebrate the 100th anniversary of the founding of the Communist Party of China with excellent achievements.
Chen Guoying pointed out in his speech that, facing the severe and complicated international environment, the impact of the epidemic of a scale unseen in a century and the difficult and heavy development tasks of the Corporation, the Party Leadership Group and the primary party group of the Corporation firmly upheld the scientific theory, maintained ideological security to help to win the battle, give full play to the spiritual power and advantages in ideological and political guarantee, prioritize and strengthen the propaganda and ideological work. This year is the 100th anniversary of the founding of the Communist Party of China, at the new start of the 100-year-old Party, we set out the new journey of another 100 years based on the "two overall situations" and with the "big national priority" in mind, which bring new situations, new tasks and new requirements to the propaganda and ideological work of the Corporation. We should resolutely think and act around the decision and deployment of the Central Committee of the CPC, to conscientiously implement the work requirements of the SASAC Party Committee and the Corporation Party Leadership Group, plan and move in response to the situation, and follow the trend, and constantly boost the spirit, build a new image, and make new achievements and accomplishments. Chen Guoying stressed that to excel in propaganda and ideological work of the Corporation in 2021, it is necessary to study deeply, understand profoundly, and consciously use General Secretary Xi Jinping's important discourse on propaganda and ideological work to guide the work practice; strengthen the scientific theory guiding, persistently promote the study and propaganda of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; set the right tone and positioning, create a strong atmosphere to celebrate the centenary of the founding of the Party, and carry out in-depth Party history learning and education to serve the overall situation and gather the majestic power to advance the new journey of the new era while focusing on central task and serving the overall interests; adhere to the political leadership, and strive to build a highly competent, realistic and innovative propaganda and ideological work team with high political awareness.
At the meeting, Party-Mass Work Department of the Corporation made a report on propaganda and ideological work. The report pointed out that in 2020, the Corporation firmly kept to the set direction of propaganda and ideological work, and embraced the challenges, making important contributions to winning the battle of COVID-19 and the battle of scientific research, production and operation, and fully achieving the goals of reform and development of the Corporation. In 2021, we should continue to enhance theoretical development centering on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; following the keynote of celebrating the 100th anniversary of the founding of the Communist Party of China, to propagandize the mainstream ideology; through strict implementation of ideological responsibility system, to effectively maintain ideological security; centering on the "two first-class (building a world-class aerospace defense group company and supporting the construction of a world-class army)" goal, to enhance news propaganda and create a favorable atmosphere; based on cultivating and practicing socialist core values, to strengthen civilization culture construction; focus on the mission and tasks of the new development stage and strengthen team construction.
At the conference, five units - the CASIC Second Academy, the Third Academy of CASIC, China Space Sanjiang, China Aerospace Jiangnan and CASIC Sixth Academy 359 Factory made speeches respectively focusing on news propaganda, ideological and cultural construction, new media construction, theoretical learning and grass-roots model propaganda and other aspects, and 12 units under the Aerospace system made written exchanges.
The conference commended the advanced collective and advanced individual in propaganda, ideology and culture work in 2019-2020 and the "Top Ten New Media Accounts" in 2020 of CASIC.
The conference was held by video. The principals of the relevant departments at the headquarters of the Corporation, the leaders of the party committee in charge of propaganda and ideological work of the second-level units in Beijing, the comrades in charge of the party leadership group department, the representatives of the prize winners in Beijing, and the relevant comrades of China Space News and Corporation News Center attended the meeting at the main venue. The Party committee leaders in charge of propaganda and ideological work of second and third-level units outside Beijing, the comrades in charge of Party Leadership Group departments and propaganda department personnel attended the conference in each branch venue.
