On March 4 and 5, the 4th Session of the 13th NPC and the Fourth Session of the 13th CPPCC National Committee were held. A total of 11 NPC deputies and 5 CPPCC members of CASIC attended the National People's Congress and Chinese People's Political Consultative Conference (NPC and CPPCC) Sessions to express their opinions and discuss national issues.
Looking back on the past year, we fought against the COVID-19, completed the building of a moderately prosperous society in all respects, won the battle against poverty, contributed to the success of major national projects including BDS-3 constellation deployment, Tianwen-1 Mars mission and Chang'e 5 Lunar Mission, and supported the modernization of China's national defense and the construction of a world-class military and the construction of a world-class aerospace defense corporation, during which, the CASIC representatives and members performed their duties and responsibilities, went down to the grass root level to listen to the people's voices and be sympathetic to public needs to unite people to build a solid mass base for the development of science and technology to deliver a number of achievements in aerospace undertaking.
Take root in aerospace, and explore innovative development
Gao Hongwei, a deputy to the National People's Congress (NPC), Member of the Education, Science, Culture and Public Health Committee, have never stopped his footsteps, he actively participated in meetings, research and talks of the NPC Standing Committee and the NPC Education, Science, Culture and Public Health Committee, and proposed to enhance the monitoring capacity of county-level CDCs and provide county-level public hospitals with modular negative pressure isolation enclosures, and also went to Xi'an, Guangzhou, Shenzhen and other places to investigate the prevention and control of COVID-19 in customs sector, and visited the development and production sites of enterprises to investigate the research and development of modular negative pressure isolation enclosures.
To fully leverage the role of leading enterprises in Industrial Internet, Gao Hongwei proposed to organize small and micro businesses through cloud-based industry clusters to promote the overall transformation and upgrading of the manufacturing industry on the National People's Congress, which contributed to the scientific and technological progress and harmonious social development of the country.

Li Zhi also proposed to enhance social morality awareness, increase the punishment of traffic violations, and promote social and civilized conducts through standardized governance to restrain drivers' behavior. This proposal was adopted on the conference and was responded by the Ministry of Public Security.
Focusing on the main responsibility of aerospace, Hu Shengyun, a deputy to the National People's Congress, shouldered the responsibility and mission and proposed last year to explore the establishment of a more reasonable evaluation system for scientific and technological innovation, and applied for the establishment of an innovation incubation fund in the CASIC Sanjiang Department 9 to guide scientific researchers to actively engage in innovation work and carry out research on innovation incubation projects. Last year, a total of 2 key projects and 6 general projects were supported by the fund.
Since he was first elected to the National People's Congress in 2013, Hu Shengyun has been dedicated to promoting tax reform, submitting bills on ecological protection, and advising on commercial aerospace. Hu Shengyun has also been serving as the first special supervisor of the Hubei Provincial High People's Court since 2019, actively participating in court-related affairs and offering advice for two years.
Dou Xiaoyu, a deputy to the National People's Congress, participated in the battles of pollution prevention and control, epidemic prevention and control and key core technologies, has pulled her weight to repeatedly contribute opinions and suggestions on the construction of ecological civilization, and has vigorously promoted the development of green smart industries. During the "13th Five-Year Plan" period, the revenue and profit of the "Green Smart" industry segment of aerospace have achieved leapfrog growth in successive years. The "Digital Environment Protection" "Digital Construction" cloud platforms were built in Beijing, Tianjin, Hebei and the Pearl River Delta, and have contributed to the construction of digital Beijing, the High-tech Winter Olympics and Intelligent Xiong'an.
Amid busy space research and production work, Wang Guiling, a CPPCC member, insisted on participating in activities such as CPPCC study and thematic talks, and some of the her opinions and suggestions proposed on such activities were approved by the relevant leaders of the central government.
During her inauguration, Wang Guiling paid special attention to fixed asset investment in national defense science and technology industry and put forward a proposal on improving the fixed asset investment system and promoting the independent innovation capability enhancing of national defense science and technology industry, which drew attention of State Administration of Science, Technology and Industry for National Defense who finally implemented such proposals.
"Aerospace industry is characterized by collective wisdom, and our creativity origins from each and every participant of the aerospace industry." Xu Bo, also a CPPCC member, has always been focused on key technology research and development, and attach great importance to the quality and reliability of products in design. Adhering to the concept of quality first, the team has made a number of technical breakthroughs in the tests with successive successes.

Now, in Yuan Bin's team, staff with master's degree or above accounts for nearly 96%, with an average age of 34 years old. As a "leader", he continues to focus on the training of highly qualified young people, giving them a stage to showcase and grow up quickly. During the "13th Five-Year Plan" period, the team has 31 members being awarded the honorary titles of "Youth Pioneer" and "Youth Post Expert".
Carry forward the spirit of NPC and CPPCC Sessions

He led the Party members to contact the masses, strictly implement the requirements of the higher authorities, publicize the knowledge of epidemic prevention and control and check the implementation of corresponding measures, with party flag flying high on the front line.

In order to adapt to the requirements of normalized COVID-19 prevention and control, Dong Shengbo, a CPPCC member, has followed the requirements of online-merge-offline and mutual promotion of reading and performance of duties of CPPCC, actively participated in the online reading activities on the mobile performance platform of members and offline study tours, focused on strengthening self-learning and self-enhancement, and apply what have been learned in performing duties through consecutive reading and learning and experience sharing.
