On March 19, China Aerospace Science and Industry Corporation (CASIC) held the 2021 aerospace defense conference. The meeting held high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented Xi Jinping's thought of building strong army and brought a series of important decisions and deployments of the Party Central Committee into force, focusing on the main and first responsibility of building a strong army to promoted the high-quality development of the aerospace defense industry of the Corporation, and ensure a good start of the "14th Five-Year Plan", to start a new journey for the construction of a world-class aerospace defense Corporation, and to strongly support the building of a world-class army.
Relevant leaders from higher levels, Yuan Jie, Secretary of the Party Leadership Group and Chairman of the Board of Directors of the Corporation, Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group, Chen Guoying, Deputy Secretary of the Party Leadership Group, Wei Yiyin, Member of the Party Leadership Group and Deputy General Manager, senior managers of the Corporation, heads of departments (organizations) of the headquarters, leaders of relevant second and third level units, as well as "commanders-in-chief and chief designers" of key models attended the meeting in the main venue and video venues. The meeting was chaired by Liu Shiquan.
At the meeting, Wei Yiyin made a main report entitled Seize the Historical Opportunity to Make Detailed Layout to Break New Ground of High-quality Development of Aerospace Defense Equipment. The report reviewed the aerospace defense work of the Corporation in 2020 and during the "13th Five-Year Plan" period, and deployed the key tasks and put forward measures for 2021.
In 2020, the Corporation's aerospace defense sector has been steadily expanding in scale with a variety of highlights in mission completion. Looking back on the "13th Five-Year Plan", the aerospace defense industry has seen an all-around leap forward, with significant improvement in equipment strategic capabilities, and continual growth of fundamental capabilities. In 2021, the Corporation should accomplish the equipment development and production tasks with high quality, strengthen the equipment capability, and follow the "14th Five-Year Plan" to accelerate the digital transformation of aerospace defense. To this end, we must strengthen political leadership; focus on the main responsibility of building strong army and implement responsibility system; prioritize quality while ensuring progress; focus on equipment production, to promote capacity enhancement; center on actual demand, to further expand market; address whole chain control to enhance the ability to ensure supply; enhance a sense of red line for strict implementation.
On the meeting, an analysis report was made on the quality of research and production, and requirements for quality work in 2021 were put forward: First, adhere to quality first principle, strengthen the "zero-defect" quality awareness of all staff; second, strengthen the systematic prevention to ensure one-time success of tests; third, strictly implement quality requirements, strengthen quality supervision and control; fourth, fully implement quality responsibility system and reward and punishment system; Fifth, carry out quality system evaluation and improve the effectiveness of system operation; Sixth, to consolidate the quality foundation and enhance the quality assurance capability.
The relevant leaders at the higher level fully affirmed the achievements of the Corporation's aerospace defense work and put forward expectations and requirements for the follow-up work.
Yuan Jie pointed out that it is necessary to fully understand the situation, stay true to the original mission, and effectively enhance the sense of responsibility, urgency and initiative. 2021 is the opening year of the "14th Five-Year Plan" and the key year for the Corporation to start the construction of a world-class aerospace defense corporation, we shall keep in mind the great rejuvenation of the Chinese nation and great changes such as the world has not seen in a century, maintain strategic focus amid the profound change of the global landscape, adhere to bottom-line thinking, focus on getting things done, and keep taking the strategic lead.
Yuan Jie stressed the need to focus on fulfilling the main task of strengthening the military to provide strong support for building a world-class army. To ensure high-quality completion of this year's scientific research and production tasks, strengthen organizational leadership, make all-out efforts to overcome difficulties, always adhere to the quality-first principle, attach great importance to the competition, strengthen coordination and communication; to focus on improving the systematic combat capabilities of equipment, and effectively provide support for training and preparation for war, focus on improving the effectiveness of equipment, to strongly promote the systematic transformation of equipment; to scientifically plan the "14th Five-Year "aerospace defense equipment industry development blueprint, to increase efforts in coordination of docking, strengthen the process management of plan implementation.
Yuan Jie pointed out that it is necessary to solidify the foundation of development, build the cornerstone of development and accelerate the construction of a world-class aerospace corporation. Comprehensively strengthen the Party's leadership, deeply implement the innovation-driven development strategy, quality winning strategy, talent-oriented strategy and digital aerospace strategy, with attention paid to research and production work.
Yuan Jie stressed that we should stay true to our original aspiration and founding mission, to work together, take responsibility, forge ahead, work hard to complete the research and production tasks in 2021, and celebrate the 100th anniversary of the founding of the Communist Party of China with excellent results.
Liu Shiquan pointed out that the "commanders-in-chief and chief designers" of each model should conscientiously fulfill the first responsibility of strengthening the army and continuously improve their working ability; they should be more "strict, careful and practical", to focus on quality, lead the team and play a model role; they should be fully motivated and inherit the aerospace spirit; to uphold the scientific attitude of seeking truth from facts and be pragmatic to ensure the completion of model tasks with high quality.
Liu Shiquan said that this meeting has a clear theme while covering a wide range of content, which further clarifies the development direction and work focus of aerospace defense of the Corporation, and is of great significance to promote the high-quality development of aerospace defense. Each unit should, based on the actual situation, be "strict, careful and practical" to implement the work deployed by the superiors and the Corporation, bearing in mind the mission and responsibility on their shoulders, and make continuous efforts to achieve new results, in order to accelerate the construction of world-class aerospace defense corporation, support the building of a world-class army, and to make greater contributions to the early realization of the Dream of Strong Military, the Space Dream and China Dream of great rejuvenation of the Chinese nation.
Representatives from five units - CASIC Second Academy, the Third Academy of CASIC, China Space Sanjiang, CASIC Sixth Academy and China Aerospace Jiangnan made speeches.
