On March 30, China Aerospace Science and Industry Corporation (CASIC) held a promotion meeting of the "14th Five-Year Plan" around the three-step strategic goal and "1+4" strategy of the Corporation, to promote the "14th Five-Year Plan" demonstration work, to ensure that the plans at all levels are coherent, coordinated and fully compatible.
Yuan Jie, Secretary of the Party Leadership Group and Chairman of the Board of Directors of the Corporation, Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group, Chen Guoying, Deputy Secretary of the Party Leadership Group, Liu Chuandong, Member of the Party Leadership Group and Chief Accountant, heads of departments (organizations) of the headquarters, leaders of relevant second and third level units attended the meeting in the main venue and video venues. The meeting was chaired by Yuan Jie.
The meeting reported on the achievements of the Corporation in business performance, scientific and technological innovation, industrial development and regional layout during the "13th Five-Year Plan" period, as well as the fulfillment of the main objectives of the "13th Five-Year Plan"; introduced the progress of the "14th Five-Year Plan", the implementation of the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, the fulfillment of the main planning objectives and the subsequent work arrangements.
The leaders of the Party Leadership Group at the meeting affirmed the milestones achieved in the "14th Five-Year Plan" demonstration work of each unit of the Corporation. At the same time, the leaders of the Party Leadership Group pointed out the shortcomings of the current "14th Five-Year Plan", and put forward requirements on strengthening of scientific and technological self-reliance and self-improvement, building a team of leading talents, quality and brand building, to insist on goal-oriented and problem-driven development, keep innovation while adhering the right path.
On the "14th Five-Year Plan" demonstration work, Yuan Jie put forward five requirements.
First, we should thoroughly implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, pinpoint the spirit essence, core meaning and practical requirements, continuously improve the political ability, strategic vision and professional level to leverage the new development stage, implement the new development concept and support the shaping of new development pattern, and make "14th Five-Year Plan" to provide strategic guidance for building a world-class aerospace defense corporation.
Secondly, we should embrace the new opportunities, new challenges and new requirements for the "14th Five-Year Plan" of the Corporation, and pay more attention to innovation-driven development, industrial structure optimization and upgrading, and optimal layout of the industrial chain supply chain in the "14th Five-Year Plan" demonstration, and to break new ground in crisis and change, to provide strong support for building strong aerospace power, achieving self-reliance in science and technology and high-quality development.
Third, we should make plans compatible with local planning and national planning, enhance project planning demonstration and strive to ensure completion of key tasks with high quality, further consolidate and enhance the place of the Corporation in national strategic science and technology development, to provide strong support for the construction of a world-class army, to build a world-class aerospace defense corporation.
Fourth, we should focus on the coordination among different levels of plans of the Corporation; each unit shall strengthen the organizational leadership in plan demonstration work around the strategic goals of the Corporation based on the unit's positioning and planning to ensure that the planning of the unit echo with the Corporation's planning, to ensure the fulfillment of key tasks.
Fifth, we should break down the plan for implementation, each unit should, under the guidance of strategic plan of the Corporation, make reasonable three-year rolling plan and annual plan while maintaining comprehensive balance, implement the key tasks proposed in the plan in phases, to achieve effective breakdown and closed-loop management of the "14th Five-Year Plan"; focus on the first responsibility of strengthening the military, key core technology research, industrialization and coordinated development, and allocate resources to promote the high-quality accomplishment of the main tasks, so as to effectively enhance the competitiveness, innovation, control, influence and risk resistance of the Corporation.
On the meeting, representatives from CASIC Second Academy, the Third Academy of CASIC, China Space Sanjiang, China Aerospace Construction, China Aerospace Jiangnan and Aisino delivered speeches on the demonstration of the "14th Five-Year Plan" and key planning tasks based on their actual situations respectively.
