On April 15, CASIC held a civil sector work conference in 2021. Under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, aiming at thoroughly implementing the spirits of the 19th CPC National Congress and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee and the spirit of the Central Economic Work Conference, implementing the requirements of the No. 1 Party Leadership Group's Document and the Work Conference in 2021, the conference summarized the civil sector's development achievements in 2020 and the 13th Five-Year Plan period, analyzed the current situation and deployed the civil sector work in 2021.
Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group of CASIC, Liu Chuandong, Member of the Party Leadership Group and Chief Accountant, Gong Bo, Member of the Party Leadership Group and Deputy General Manager, leaders of headquarters departments, main leaders of each secondary unit, leaders in charge of civil sector and leaders of relevant departments attended the meeting. The meeting was presided over by Gong Bo in a form of video conference.
The meeting summarized the achievements in civil sector development in 2020 of CASIC, which were mainly manifested as "7 news": new achievements in civil sector in the context of COVID-19 pandemic New advance in rank of top enterprises serving national strategy New progress in core competence through focusing on industrialization development New level of market expansion through total marketing New breakthroughs in capital operation of targeted key sectors New steps in international operation through vigorously market expanding New improvements in development foundation through enhanced management and risk control
The conference summarized the achievements made in civil sector development of CASIC during the "13th Five-Year Plan" period. During the "13th Five-Year Plan" period, CASIC has cultivated new dynamic industries such as industrial Internet, information technology application innovation, intelligent industry and laser equipment, and formed a number of industrialization projects with core competitiveness. In the past five years, CASIC has achieved new results in the high-quality development of civil sector, obtained new results in national projects, made new breakthroughs in the core capacity of industrialization, broken new ground in marketing, stepped up to a new level in the quality and value creation capacity of civil products, and also, enhanced service capacity and brand influence.
The meeting analyzed the international and domestic environment for the development of civil sector of CASIC and established the objectives and tasks for the "14th Five-Year Plan" period: focus on the main responsibilities, serve the national strategy and the people's livelihood, and build a modern industrial system through “Five Focuses” (focus on the implementation of the innovation-driven development strategy; focus on enhancing the overall coordinated development; focus on promoting the harmonious coexistence of man and nature; focus on forming a new pattern of opening up, and focus on practicing the people-centered development ideology).
The meeting deployed the key work in civil sector of CASIC in 2021: First, to implement and fully complete the operation targets determined by the Party Leadership Group of CASIC. Second, to focus on the main responsibilities, and make plan to implement national strategies. Third, focus on industrialized development and synergistic development, and accelerate the improvement of industrial base capacity and modernization of industrial chain. Fourth, focus on the optimization of marketing methods and strengthen total marketing to lead implementation of projects. Fifth, adjust structure to accelerate the pace of quality improvement and efficiency enhancement, transformation and upgrading. Sixth, focus on key areas of core industries and give full play to the asset operation function. Seventh, implement multiple measures to continuously improve the level of international operation.
Liu Shiquan affirmed the achievements made by CASIC in civil sector development. He pointed out that the development of civil sector has shown good momentum in general, industrialized projects have been advanced in an orderly manner, key operational risks have been prevented and resolved, and the quality of economic operation has been further improved, making an important contribution to the high-quality development of CASIC.
Liu Shiquan analyzed the domestic and international environments for the development of civil sector of CASIC, and stressed that CASIC is facing challenges in transformation and upgrading, therefore, a series of strong measures should be taken to promote the high-quality development of civil sector toward scientific and technological self-reliance and self-improvement, to become the place of origin of technology and the head of modern industrial chain; CASIC shall accurately foresee changes, rise against changes scientifically and actively seek changes, to truly play the main and backbone role as a central SOE.
Liu Shiquan put forward 8 requirements for the development of civil sector of CASIC: First, improve the political standing, strengthen the ideological understanding of high-quality development of civil sector, and attach great importance to the development of civil sector. Second, enhance the system planning, and make "14th Five-Year Plan" for future civil sector development. Thirdly, work hard and pay close attention to the industrialization of major projects. Fourth, increase investment and optimize and adjust civil sector structure. Fifth, improve quality and efficiency, and pay close attention to the quality of sector operations. Sixth, focus on demand and enhance market development efforts. Seventh, prevent risks and strengthen the foundation of high-quality development of civil sector. Eight, focus on cultivating talents and enhance civil sector team building.
Liu Chuandong put forward four requirements for the development of the civil sector of CASIC: First, each secondary unit should strengthen the management of the enterprises with problems, and implement precise measures to help them solve problems. Second, the relevant units should enhance the awareness of active investment and self-investment, and reasonably plan the asset-liability ratio of enterprises. Third, some units should enhance the internal control of the civil goods enterprises and further enhance the awareness of the rule of law.
Fourth, alongside the industrial development "14th Five-Year Plan", carry out financial budgeting work.
Gong Bo put forward four requirements for the development of civil sector: First, civil sector is an important support for the economic development of CASIC, and we should acutely aware of the importance of civil sector development. Second, we should make great efforts in civil sector and build an industrial system in line with the national strategy and the positioning of CASIC. Third, continue to "follow the laws of the market" as the fundamental principle of the development of civil sector. Fourth, liberate the mind, innovate the institutional mechanism to promote the development of civil sector in CASIC.
At the meeting, the CASIC Second Academy and the CASICloud exchanged their views on industrial development ideas and initiatives around the information technology application innovation and "industrial Internet + 5G + intelligent manufacturing" respectively.
