On May 26, China Aerospace Science and Industry Corporation (CASIC) held the 2021 Digital Space Work Conference to comprehensively summarize the digital transformation work in 2020 and the 13th Five-Year Plan, study the development situation, deploy the digital space construction work in the 14th Five-Year Plan, to throwing its full weight behind digital transformation in 2021.
Yuan Jie, Secretary of the Party Leadership Group and President of CASIC, Liu Shiquan, General Manager and Deputy Secretary of the Party Leadership Group, Chen Guoying, the Deputy Secretary of the Party Leadership Group, and Wei Yiyin, member of Party Leadership Group, Deputy General Manager and Chief Information Officer of CASIC, leaders of various departments at the headquarters, heads of engineering information technology, management information technology and information security technology sub-center of CASIC, main leaders and leaders in charge of each second-level unit, members of the leading group of network information, the main leaders and relevant persons in charge of key third-level units, representatives of the commended groups and individuals attended the meeting. The meeting was chaired by Liu Shiquan in a form of video conference.
At the meeting, Wei Yiyin made a report titled Fully Promoting the Construction of Digital Space and Accelerating Digital Transformation to Achieve the Goal of High-quality Development of CASIC.
The report pointed out that in 2020, CASIC's digital transformation has seen significant results: digital space strategy opened a new chapter in digital transformation; intelligent enterprise construction achieved new results; digital research and production system made new progress; digital industrialization achieved new breakthroughs; capacity of information technology infrastructure has been improved; network security protection system and combat capabilities reached a new level. During the "13th Five-Year Plan" period, CASIC's informationization and business development have been deeply integrated, and it has taken a big step forward in industrial digitization and digital industrialization, becoming a leader in industrial informationization in China, which supported its high-quality development.
This is an important meeting held at a critical period when the CASIC is setting foot on a new journey for the construction of a world-class aerospace defense group company, striving to make good start for the "14th Five-Year Plan" and promoting high-quality development with a new development philosophy. The meeting clarified the "14th Five-Year Plan" construction goals and the main tasks of digital space of CASIC in 2021.
During the "14th Five-Year Plan" period, the CASIC will substantially complete the construction of an intelligent enterprise, a digital system engineering system, a new infrastructure service system "CASICloud" and a digital industrialization system.
In 2021, it will strengthen the top-level planning and overall management of the implementation of digital space strategy, deepen the construction of intelligent enterprises and digital system engineering system, promote the development of digital industrialization, promote the construction of the "CASICloud", a new infrastructure, and strengthen the active security defense capability in cyberspace.
Yuan Jie pointed out in his speech that this is the first time digital space work meeting held in CASIC, reflecting the importance the Party Leadership Group attaching to the digital transformation work. In its first strategic working meeting, CASIC unveiled its digital space strategy, which was incorporated into the strategic management as an important part of CASIC's "1+4" strategy. Seizing the opportunity of digital transformation and promoting the construction of digital space with high quality is an important step to implement the important instruction of General Secretary Xi Jinping on promoting the integration and development of digital economy and real economy, and to fulfill the requirements of the Party Central Committee and the State Council on the deep integration of new-generation information technology and manufacturing industry, which will strongly support the construction of world-class aerospace defense group companies and the construction of China into a space power, manufacturing power, cyberpower and the construction of Digital China.
Yuan Jie put forward 3 requirements for further promoting the digital space work of CASIC:
First, to further enhance the awareness of the importance of the digital space strategy, and effectively enhance the sense of mission, responsibility and urgency to accelerate the construction of digital space.
Secondly, to make collective and concerted efforts to promote the construction of digital space with high quality, vigorously promote the management digitization and enhance the digital and intelligent governance capability and level; fully promote the digitization of engineering and comprehensively enhance the core competitiveness of CASIC; devote efforts to build a new infrastructure of "CASICloud" to provide advanced computing power and network support for digital transformation; make concerted efforts to shape a new development pattern of digital industrialization and gain high-quality development momentum, and focus on digital space security.
Third, to unify its thought, focus on implementation, to ensure that the digital space construction achieve effective results; adhere to system thinking to strengthen top-level planning; adhere to concerted effort to enhance communication and cooperation; adhere to the safe development to ensure resource security; adhere to the talent-oriented development, to enhance cultural construction.
Liu Shiquan pointed out that CASIC must make every effort to win the battle of digital transformation, study and implement the relevant deployments of the 14th Five-Year Plan and the 2035 Vision of the National Economic and Social Development of the People's Republic of China on "accelerating digital development and building Digital China", and to play the role of empowerment, value-adding, efficiency-increasing and intellectualizing of the new generation of information technology. The new generation of information technology has given rise to better arithmetic, algorithms, computing power and enriched digital application scenarios, bringing us new ways to understand the world and transform it, forming new technologies, new products, new industries and new models, which are of great significance and should be utilized in the construction of digital space. We need to strengthen the consciousness, enhance implementation, vigorously promote the construction of digital space, focus on intelligent manufacturing, intelligent enterprise construction, digital system engineering system construction, "industrial Internet + intelligent manufacturing + 5G" industry cluster development, independent research and development of industrial software, "CASICloud" construction, network security, resource allocation and investment, key core technology research and development in digital industry and other works.
At the meeting, Yuan Jie issued a responsibility statement for the construction of digital space in 2021 to the main leaders of each secondary unit of CASIC.
The meeting commended the advanced collectives and individuals in informationization work of CASIC in 2018-2020, and the winning teams of the 2nd Outstanding Cloud Application System and Digital Transformation Solution Competition of CASIC.
The meeting announced the Overall Plan for the Implementation of the "14th Five-Year Plan" of the Digital Space Strategy of CASIC. The CASIC Second Academy, Third Academy of CASIC, CASICloud and the Network Information General Department of the CASIC Second Academy exchanged views on the implementation of digital space strategy, intelligent enterprise construction, platform value creation and construction of the independently developed safe CASICloud.
