On April 27, Li Keqiang surveyed the CASIC Mass Entrepreneurship and Innovation base, Beijing Yonghe Aerospace Park, and visited the mass entrepreneurship and innovation exhibition of state-owned enterprises, during which Li mainly listened to the reporting of CASIC's latest achievements on mass entrepreneurship and innovation, checked the best exhibits and communicated gladly with all entrepreneurs in the aerospace industry.
When presiding the “Sino-Foreign Entrepreneur Leader Seminar” during the “2016 National Mass Entrepreneurship and Innovation Week” in October 2016, Li Keqiang had spoke highly of CASIC's idea and practices of mass entrepreneurship and innovation, and he applauded CASIC for "encouraging joint innovation and entrepreneurship, establishing entrepreneurship teams and space, so that the engineers and workers can creatively restructure the production lines and products; building an industry chain-wide mass entrepreneurship and innovation platform that serves the enterprises, especially SMEs, so that the entrepreneurs may join the platform by becoming a shareholder or contributing technologies to become an owner". "They are very far-sighted." said Li.
On April 27, Li Keqiang visited the mass entrepreneurship and innovation exhibition along with the officers of state-owned enterprises, including Gao Weihong, the Chairman and the Secretary of Party Committee of CASIC, Li Yue, the Deputy Secretary of Party Committee and the President. After listening to the reporting of the mass entrepreneurship and innovation practices of AVIC, CETC, China Electronics, China Telecom, China Mobile, China Merchants Group and China Putian, Li Keqiang visited the CASIC exhibition area, the core part of the whole exhibition.
Li Keqiang saw the CASICloud exhibition booth first. As the first industrial Internet platform, CASICloud has amassed more than 600,000 users within about 20 months since it came online in 2015, and it has become a legend with operating revenue and profit growth rate over 50%.
“Currently, CASICloud already has 20 business sectors, 10 out of which are now in operation.” Gao Hongwei pointed at the CASICloud exhibition board and introduced to the Premier. CASICloud ushered in a mass entrepreneurship and innovation platform according to the requirements of the government for mass entrepreneurship and innovation. The platform is the model of state-owned enterprises participating in the mass entrepreneurship and innovation, and CASICloud has been listed in the first batch of national mass entrepreneurship and innovation demonstration bases.
After hearing the introduction, Li Keqiang nodded and walked to the front of a big screen on the right side of the exhibition board. At that moment, the young members of Shadow Creator in Shanghai appeared on the screen, and they excitedly greeted the Premier via the video. Shadow Creator is a mass entrepreneurship and innovation team incubated by CASICloud, and it focuses on the AR (augmented reality technology) goggles service with internet technologies.
“It is fast, and it is clear.” Li smiled and asked “how many members do you have in your mass entrepreneurship and innovation team?” “We have more than 50 members, sir.” answered Hu Jinxin, COO of Shadow Creator. “What have you achieved with CASICloud?” the Premier asked with concern. “We use it to release demands, acquire resources and expand markets.” answered Hu. “I hope you will do better and better on your mass entrepreneurship and innovation practice, and you will attain greater and greater achievements with CASICloud.” the Premier sent his best wishes for the Shadow Creator team at the end of the online communication.
Then the Premier was attracted by the operation condition exhibition screen of CASICloud. “You have got 620,000 users? Impressive!” the Premier commended, pointing at the real-time dynamical distribution of CASICloud users. “Currently, CASICloud has users both in all parts of China and in North America, Austrilia, South America, North America, Africa and European countries and regions” said Xu Shan, a Vice General Manager of CASICloud.
“You have got high user liveness!” the Premier said to staff of CASICloud, pointing at the blinking yellow numbers on the screen. The staff told the Premier that, after the overall upgrade at the end of last year, the user liveness of CASICloud increase significantly this year. “the Premier is very interested in the overall operation conditions of CASICloud, and he asked so many delicate and profesional questions.” said Xu Shan after the visit.
User growth depends on continuous service upgrade to meet demands of users. Gao Hongwei used to design by himself 32 kinds of application scenarios for the AOP platform of CASICloud. The maturest and largest application is the supporting equipment of purchase of CASICloud. “However, it can be seen from the screen that, currently, users are mainly distributed in the east and south of China, and the distribution is unbalanced. I hope our country will allocate funds to support the use of CASICloud in other parts of China!” said Gao Hongwei, standing by the side of the Premier when the Premier listened carefully and kept in mind Mr Gao and other’s advices.
Gao Hongwei also presented to the Premier the industrial operation index report generated by CASICloud as an industrial cloud platform. After reading the big data statistics about the effect of replacing business tax with value-added tax, the Premier said “your data is very accurate, and you should release the data.”
After that, the Premier entered the other main service section exhibition areas of mass entrepreneurship and innovation of CASIC. Significant results of mass entrepreneurship and innovation, such as the solid launch vehicle model of KZ-1A, were exhibited in here. In recent years, CASIC applied the development mode of “Mobilizing the wits of whole society in the development of overall design institute, overall design department and final assembly plant” and used and integrated widely the mass entrepreneurship and innovation resources of society to jointly promote the supply-side structural reform. The KZ-1A, developed based on the new idea, will complete its first commercial launch at the beginning of the year. “In the past few days, we have signed 4 contracts to launch KZ-1A in one deal with domestic clients, which means we will launch 4 satellites within one week in 2018.” Zhang Di, a vice director of 4th Academy of CASIC, reported to the Premier.
CASIC actively forges the “Three stages, three pools and one enterprise” mass entrepreneurship and innovation project incubation mode via the “creative seed nurturing stage, innovative product incubation stage and the entrepreneurship industry acceleration stage” to provide policy, fund and resources guarantee for internal entrepreneurs. Standing in front of the exhibition platform of the “creative seed” cell bionic color-changing system, Premier Li Keqiang is very concerned about how to apply this disruptive technology. “It can be used in blood sample collecting for biological monitoring.” explained Zang Jinliang, representative of entrepreneurs and deputy director designer of advanced materials and micro-system professionals of 206 Bureau. “Great!” the Premier commended passionately.
The Premier was also attractdd by the friendly-looking and vaccum-like ground penetrating radar products. The ground penetrating radar developed and released by the No. 35 Institute of 3rd Academy of CASIC can not only effectively detect underground pipelines, but also be used in fields including geological survey in urban construction, municipal pipeline positioning, building structure detection and others. “This product can provide reliable basic information data for forging intelligent pipelines and smart city.” introduced Li Lixin, the President of 3rd Academy of CASIC.
“How about the depth and accuracy of detection?” asked the Premier. “It can reach 14m, and the centimeter-level accuracy is attainable” answered Wang Lianbao, General Engineer of Science and Technology Committee of 3rd Academy of CASIC. Then the Premier asked excitedly “will it reach 20m so that we can use it for soil property detection in metro construction?” “We will continue to strengthen technology development, and we can achieve that!” Gao Hongwei promised confidently. Before leaving the exhibition hall, the Premier said “today, I am here to witness the mass entrepreneurship and innovation, but you also make great contributions in the aerospace industry.”
The Premier stayed in front of the exhibition platform of CASIC for a long time. Outside the exhibition area, hundreds of young people of the mass entrepreneurship and innovation team of CASIC can barely wait to meet the Premier. When the Premier walked out of the exhibition hall, those young people gathered around him and struggled to report thinking in the mass entrepreneurship and innovation to the Premier. “Are you guys from the mass entrepreneurship and innovation team of CASIC?” the Premier asked nicely. “Yes!” answered Liu Chen from 2nd Department of 2nd Academy of CASIC along with all. “CASIC has more than 2000 mass entrepreneurship and innovation teams, are you ranked in the front or in the middle?” the Premier asked again. “Currently, we are in the middle.” Wang Junbo answered modestly. “The atmosphere of mass entrepreneurship and innovation in CASIC is very nice, I hope you will waste no time and spare no effort to become the top of the sword!” the Premier loudly encouraged those entrepreneurs in the aerospace industry. All young entrepreneurs are deeply inspired by the Premier’s words.
