From January 24 to 25, the 2018 CASIC Working Conference was convened in Beijing. At the conference, the work in 2017 was comprehensively summarized and reviewed, the new situations and new requirements facing the development of the new era were profoundly analyzed, and the target tasks and priorities to be done in 2018 were studied and deployed. This is a very important conference held in the critical stage for building a world-class Aerospace Defense company when all the members of CASIC are thoroughly studying and implementing the guidelines of the 19th National Congress of CPC. It will exert a profound influence on the current and future development of CASIC.
The main tasks and priorities of CASIC to be done in 2018 were deployed at the conference. It is required that the socialist ideology with Chinese characteristics in the new era of Xi Jinping should be followed, the guidelines of the 19th National Congress of CPC and the Central Economic Working Conference should be deeply carried out, the requirements of central enterprise people-in-charge meetings and the working conference on science, technology and industry for nation defense should be earnestly implemented, and the following should be upheld: the leadership of CPC, the principle of making progress while keeping performance stable, the new development concepts, the integration of military and civilian development, and the high-quality development; it is also required that the "three-innovation" concept should be utilized as the means, the serving for national strategy, national defense, and national interest and people's livelihood be regarded as the starting point and the focus, the "digitization, networking, intelligentization, and cloudification" be followed as the direction, to seek strategies and innovation, adjust the structure, promote transformation, enhance quality, and pursue practical results; more attention should be paid to fully strengthen CPC self-governance and run by laws and rules, so as to win in key battles to build a world-class aerospace defense company and to start a new journey in developing a world-class enterprise with global competitiveness.
Sun Laiyan -- the chairman of Board Of Supervisors of State-owned Key Enterprises, Xu Zhanbin -- a deputy director general of State Administration of Science, Technology and Industry for National Defense of PRC, and the officers of superior authorities such as State-owned Assets Supervision and Administration Commission of the State Council ("SASAC"), Ministry of Finance of PRC, and Equipment Development Department of PRC Central Military Commission were invited to attend the conference.
The attendees also included: Gao Hongwei -- the Chairman and the Secretary of Party Committee of CASIC, Li Yue -- a Deputy Secretary of Party Committee, a director and the President, Wang Qinglong, Ren Xudong, Ji Xilai, and Li Fenghua -- outside directors, Fang Xiangming -- a Deputy Secretary of Party Committee and a vice President, Song Xin and Liu Shiquan -- members of Party Committee and vice Presidents, Liu Hanbin -- a member of Party Committee and the Discipline-team Leader, Wei Yiyin -- a member of Party Committee and a vice President, Wang Yunlin -- a member of Party Committee and the chief accountant, retired officers, AVP (Assistant Vice President)-level officers, and representatives of the headquarters and related branches of CASIC, deputies to the National People's Congress and members of the CPPCC national committee, representatives of "commanders in chief & chief architects" of some key projects, and winners of "Three-innovation" Significant Contribution Award.
At the conference, the important directives and comments from relevant leaders of central and superior authorities were firstly highlighted. Leaders at all levels attached great importance to the development of CASIC, and expressed their recognition and congratulations to CASIC's achievements in 2017. At the same time, they encouraged CASIC to live up to their trust, forge ahead, and continuously improve the core competitiveness, so as to further advance the development of quality power, aerospace power, weapon and equipment modernization, and modern economic system in the new era.
Gao Hongwei made a work report entitled "Implementing Guidelines of 19th National Congress of CPC, Fully Improving Quality of Development, and Winning Battle to Build World-class Aerospace Defense Company" at the conference.
The report indicated that in 2017, CASIC made great effort to deal with a series of issues left over by history, and at the same time, successfully completed various tasks for the year, over-achieved the annual business plan indicators, and reached the business performance indicators under the assessment of SASAC, and that CASIC's operation maintained a steady and rapid development. On year-on-year basis: the operating income increased by 13.5%, total profit by 11.2%, net profit by 10%, economic value added by 10.1%, and overall labor productivity by 13.6%. For 10 years in a row, CASIC is listed as one of the A-level central enterprises; it ranks the 355th among the world's top 500 enterprises, the 80th among the top 500 Chinese companies, and the 46th among the 500 most valuable brands in China.
In 2017, under the strong leadership of the Party Central Committee, the State Council, and the Central Military Commission, CASIC carried out in depth the transformation and upgrading development strategy and a series of strategic measures of the Party Committee, and worked tirelessly and aggressively. The achievements in many fields were brilliant, and the development capacity relating to informatization, socialization, marketization, and internationalization was significantly improved. In a word, CASIC has taken a solid step towards the goal of building a world-class aerospace defense company. The main performances included: CASIC fully accomplished the development and production of weapons and equipment, vigorously developed the leading industry and the new kinetic energy industry, and further consolidated and enhanced the strategic position; the reform and adjustments with "three breakthroughs" as the main axis were progressed in depth, and the innovation vitality and development dynamics were further enhanced; remarkable results were achieved in "supervision, management and control of enterprise operation, as well as rapid and sound industrial development" supported by "three platforms", and the operation quality and the ability to resist risks of CASIC were further enhanced; the Party building was comprehensively strengthened, and the effect of transforming political advantages into development advantages became apparent.
At the conference, the situations and tasks faced by CASIC in the context of development in the new era since the 19th National Congress of CPC were profoundly analyzed; it was proposed that both thinking and actions must be unified with the guidelines of the 19th National Congress of CPC, and that CASIC must not only perform the special mission as a military-industry enterprise, but also fulfill the lofty mission of consolidating the political and economic foundation of the Party's governance.
At the conference, two major goals in relation to the operation in 2018 were put forward: to ensure that the operating income exceeds RMB 260.0 billion, and the total profit exceeds RMB 18.0 billion; to ensure that CASIC keeps listed as one of the A-level central enterprises under the assessment of SASAC, the development indicators of related branches continue to get optimized, and the income of employees keeps increasing. The main line of the work in 2018 will be "winning three tough battles" in respect of quality improvement, structural adjustment, and changes in the way of development.
To successfully accomplish all tasks in 2018, Gao Hongwei called for doing a good job in ten key aspects:
The first is the development and supporting of key models of weapons and equipment, as well as the related "three innovation." The second is the development, launch, and "three innovation" of commercial aerospace projects represented by "Five Special Aerospace Projects and T-Flight". The third is the basic research on, the industrial development of, and the related "three innovation" of information technology applications. The fourth is the establishment, industrial development and related "three innovation" of manufacturing technology and cloud manufacturing platform. The fifth is the basic research on, the industrial development of, and the related "three innovation" of the application of new materials and processes. The sixth is the basic research on and the socialized services of general technologies. The seventh is the reform of systems and mechanisms and the establishment of new business systems, so as to drive the revolutions of quality, efficiency, and power. The eighth is the integration of capital markets and the socialized investment and financing, so as to provide the financial support for sustainable development. The ninth is the building of cadres and talents, so as to have such people play their full roles. The tenth is the development of ideology, politics, and discipline styles in relation to the Party’s building, so as to constantly improve the quality of the Party’s building.
In view of the arduous tasks and priorities to be done in 2018, it was emphasized at the conference that three major measures must be strictly implemented, so as to successfully accomplish various tasks. Firstly, innovative production models of project development shall be developed to continue to enhance the aerospace quality; secondly, innovative deep-integration models of military and civilian development shall be created to effectively coordinate the internal and external resources for use; and thirdly, innovation shall be given to the market-based supervision, management and control, so as to have the market rules play the active role in system and mechanism innovation. Leaders and cadres at all levels must advance their work by thinking in big-picture terms, must fully integrate the general principle of high-quality development into scientific research, production and business activities and have this principle reflected in the work of all levels and links, to ensure that the major strategic initiatives of the Party Central Committee, the State Council, and the Central Military Commission, as well as various decisions made by CASIC get carried out.
In the new era, a new look shall be shown, and new accomplishments shall be made. Gao Hongwei finally stressed that in 2018, CASIC shall be based on the high-quality development, win in key battles to build a world-class aerospace defense company, and start a new journey in developing a world-class enterprise in the new era, so as to keep providing aerospace wisdom, solutions, force for building China into a modern socialist country.
The superior leaders represented by Sun Laiyan and Xu Zhanbin expressed their congratulations and affirmations on the achievements of CASIC in 2017. At the same time, they also put forward new requirements in respect of the following: high-standard completion of various equipment development tasks, adaptation to changes of new forms of industry, in-depth promotion of product system efficiency development, full advancement of further military-civilian integration, creation of new advantages in international operation, and promoting the high-quality operation and development of state-owned assets.
In combination with the requirements of development in the new era and the report on the work, the representatives present at the conference conducted extensive and in-depth exchanges and believed that the conference was novel and full of contents. Before the conference, the attendees went to the Zhongguancun Exhibition Center and had an in-depth understanding of the nation’s latest developments in smart manufacturing, artificial intelligence, big data and information security, new materials, new energy, and other fields; at the conference, the attendees watched the collection of 2017 CASIC highlights and the video of experience exchange on "three innovation" of six branches. In conjunction with the actual situations of each branch, the attendees also put forward many constructive opinions and suggestions on the implementation of the report on the work.
