The report delivered at the 19th National Congress of the Communist Party of China raised that “We will strengthen basic research in applied sciences, launch major national science and technology projects, and ... These efforts will provide powerful support for building China’s strength in science and technology, product quality, aerospace, cyberspace, and transportation; and for building a digital China and a smart society.” At present, a new round of scientific and technical revolution and industrial reform has emerged. In order to accelerate the research and development of the new generation of network information technology and implement the national “Internet power” strategy, the “Smart Collaborative Cloud Technology & Industry Alliance” inaugural meeting was held in Beijing on January 31. The officers of the Central Committee of CPC, state ministries and commissions, and the military attended this meeting. The attendees included academicians from the Chinese Academy of Engineering, experts from the Chinese Academy of Sciences and universities, leading companies and research institutions in the network information technology field, national media, and some other representatives, totaling more than 80.
The Smart Collaborative Cloud Technology & Industry Alliance is co-founded by CASIC, China Electronics Corporation (“CEC”), China Academy of Information and Communications Technology (“CAICT”), Institute of Computing Technology of Chinese Academy of Sciences (“ICT”), School of Software of Tsinghua University, 360 Enterprise Security Group, iFLYTEK, and YOYOSYS.
Gao Hongwei, the Chairman of CASIC, pointed out that the information technology revolution is spawning the “fourth human civilization era” and that mankind is entering the era of information civilization. The carrier of information civilization is the network that is ubiquitous at any time, and information civilization its self is mainly manifested as “digitization, networking, intelligentization, and cloudification”. At present, the wave of digitization has swept the world; networking, especially mobile network, is becoming widespread; the pros and cons of intelligentization are more and more recognized; but cloudification is just being apperceived. At the same time, the era of information civilization is characterized by dynamics, openness, and sharing; it is necessary to pay attention to the exploitation and use of “data” as the basic resource of this era.
Gao introduced in detail the understanding of cloudification and the original intention of developing "smart collaborative cloud" technology. He pointed out that at present, cloudification in the consumption field has started on a large scale, and that in the social public management field has begun to take shape, and that in the military and production fields is already in the making. In the production field, the process of cloudification has also launched. CASIC is taking the lead in creating the ecosystem for cloud manufacturing industry clusters, which has received positive responses from the local governments and enterprises. There are more than 1.3 million enterprises registered, with nearly 10,000 devices connected from such enterprises; thousands of companies have used the cloud platform in their business processes; about RMB 350.0 billion’s worth of collaboration needs has been announced; approximately RMB140.0 billion’s worth of online collaboration has succeeded. All these have preliminarily shown the tremendous potential for development. The original intention of researching and developing the “smart collaborative cloud” technology is to make the comprehensive application of data technology, network technology, intelligentization technology, and cloud technology available to the general public for convenient and cheap acquisition and use, just like the tap water and the telephone.
Regarding the follow-up work of the Alliance, Gao emphasized that its operation is driven by institutional needs, with its members as the main body and the market demands as its direction; it is a collaborative innovation carrier that integrates the government, military, manufacturers, high schools, and institutions deeply, and is the community of “smart collaborative cloud” technology and industry development. He said, the Alliance will aim at the “digitization, networking, intelligentization, and cloudification” in the new era, and build the big structure of next-generation information industry development, so as to provide advanced public standards and products for the development of China’s information civilization; it will strive to make available to the mankind the Chinese wisdom and Chinese solutions featuring advanced technologies and upgraded industries, leading consumption, and safeguarding the security. Based on “openness, cooperation, mutual benefit, and sharing”, the Alliance will keep open mind and follow proper procedure to select the organizations required for building a smart collaborative cloud industrial chain to join in one by one.
Li Bohu, an academician from the Chinese Academy of Engineering, spoke on behalf of experts and stated that he would actively provide advices and support for the development of the Alliance; he also put forward specific suggestions on network information system, network security, industrialization development, etc. under the integration of networks.
Starting from the establishment of a platform for technology and industry cooperation and mutual promotion which features intelligentization, collaboration, and cloudification, the Smart Collaborative Cloud Technology & Industry Alliance gathers the backbones and industry development elites in this respect, to fully support the implementation of the national strategy, serve for the urgent needs of the country, encourage the collaborative innovation of enterprises, and fully advance the leaping development of the industry. In the follow-up, the Alliance will work on joint demonstration, collaborative innovation, industrial development, formulation of standards, exchanges and cooperation, and establishment of eco-systems, to promote the future development of the network information technology industry.
With full support from all walks of life, the Alliance will fully plan and keep exploring major development in key technology areas; it will pilot the industry-level innovation and practice in relation to major technologies, and will with its excellent forward-looking vision and quick-sharing features, carry out “building China’s strength in science and technology, ... cyberspace ...”.
