On July 30-31, 2018, CASIC held the tenth Strategic Management Committee conference to promote the implementation of President Xi’s The Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the CPC and centrally review and study the “Two Targets and Four Steps” strategy, Civil-military Integration Strategy 2.0, Developing Enterprise with Talents Strategy 2.0, Innovation-driven Strategy 2.0 and Win the Victory with Quality Strategy 2.0. It is an important conference held when CASIC is transforming and upgrading itself and the stage II of the second pioneering work has reached the critical stage, and it is also a key conference for further elaborating the development idea of the middle and long term and the development path of the middle and later stage of CASIC.
Gao Hongwei, secretary and Chairman of BOD and Secretary of Party Committee of CASIC, Li Yue, deputy secretary of Party Committee, member of BOD, General Manager, Wang Qinglong, Ren Xudong, Ji Xilai, Li Fenghua, outside Chairman of BOD, Fang Xiangming, deputy secretary of Party Committee and deputy General Manager, Song Xin, Liu Shiquan, Wei Yiyan, member of Party Committee and deputy General Manager, Wang Yunlin, member of Party Committee and Chief Accountant, Cheng Guoying, member of Party Committee and deputy General Manager, Lin Qing, member of Party Committee and leader of Discipline Inspection Group, assistant of General Manager of CASIC, leaders of all departments of the headquarter of CASIC and affiliated secondary agencies of CASIC and members of the Strategic Management Committee office attended the conference. Moreover, personnel in charge of key model projects, officers in charge of important projects of military-civilian integration industry and leaders of some level III and VI agencies also attended the conference to jointly blueprint and study the development strategy of CASIC.
In the conference, Gao presented the Two Targets and Four Steps Strategy Reported and indicated that, based on the external situation and the study and understanding of the realities of transformation and upgrading, CASIC has formulated the Two Goals and Four Step Strategy to further unite the thought and instruct all agencies and staff of CASIC to understand the strategic significance and idea and deployment, concentrate our mind and strength to promote realizing our targets step by step.
Two Target refers to developing CASIC into a leading world-class aerospace defense company and a world-class enterprise with global competitiveness Four Steps refers to preliminarily complete the construction of the world-class aerospace defense company in 2020, fully complete the construction of the world-class aerospace defense company in 2025, preliminarily complete the construction of leading world-class globally-competitive enterprises in 2035 and in the fifties of this century, fully complete the construction of leading world-class globally-competitive enterprises.
The report presents the background, implication, support structure of the strategy and the implementation scheme. The support structure of the strategy consists of all sectors of all industries, supporting works and projects and the core competitiveness system.
In the implementation scheme of the strategy, Gao indicated that all members of CASIC must uphold the leadership of CPC, shoulder their responsibility in supporting our armed forces, stick to the military-civilian integration, innovation-driven strategy, developing enterprise with talents strategy, win the victory with quality strategy, informationized, socialized, marketized and internationalized development and safe and green development.
Li Yue presented the Civil-military Integration Strategy 2.0 Report. Fang Xiangming presented the Developing Enterprise with Talents Strategy 2.0 Report. Liu Shiquan presented the Innovation-driven Strategy 2.0 Report. Chen Guoying presented the Win the Victory with Quality Strategy 2.0 Report. The Middle Term Evaluation and Adjustment Plan of Thirteen Five-year Plan of CASIC, Three-year Action Plan of Industrialization of Key Results, Retrospect and Prospect of Strategy Management of CASIC in Recent Years, Guidance for Transformation and Upgrading Strategy of CASIC (version 2.0), etc. are also submitted for reference.
Team discussions were held. All participants thought that the timely Strategic Management Committee conference instructs the correct direction for CASIC and all its affiliated agencies to understand the situation, pinpoint the right direction, implement accurate policies and focus their strength on key items. The four Strategy 2.0s are the support and ensurence of Two Targets and Four Steps strategy. All participates hope that the understanding, propagation and implementation of the report will be promoted, the coordinated development and expansion of industries and resources configuration will be strengthened, the extent of reform and innovation will be broadened, the talents recruiting shall be deepened to ensure that our targets are reached smoothly.
In summing up the conference, Gao conveys the spirits of national organizational meeting and relevant documents of the Central Committee of CPC and communicates his feeling and understanding of building a loyal, integrity and accountable high quality leader team and promoting reaching the Two Targets timely.
He indicated that the report of the 19th National Congress of the CPC requires to forge a fully well-off society in China and attain the first one-hundred year target and continues restlessly to start the new journey of building China into a modern socialist country and strive to reach the second one-hundred year target. Forge a fully well-off society in China in 2020, basically build China into a modern socialist country in 2035, and in the fifties of this century, build China into a modern socialist country that is prosperous, democratic, civilized, harmonic and beautiful. Meanwhile, the report expressly states the general requirements for the construction of CPC in a new era. To respond to the instructions of the central committee of CPC, CASIC proposed the Two Targets and Four Steps” strategy.
Gao emphasized that, after the Two Targets and Four Steps” strategy is determined, it is important for all party organizations and committees at all levels to build a high quality leader team that can undertake this noble mission.
For what qualifications does it take to be a high quality leader team, Gao indicates that party spirit is more important than knowledge and work abilities. And party spirit honors loyalty, integrity and accountability. Loyalty means every member of CASIC must be loyal to the CPC, the undertaking of people of PRC, the party committee, adhere to the original will and duties, strengthen the Two Upholds (Uphold President Xi’s status as core of the central committee of CPC, and uphold the authority and centralized and united leadership of the central committee of CPC) and Four Consciousnesses (consciousnesses of the ideology, the whole, the core and the line) and uphold Four Confidences (confidence in our path, in our theory and in our system as well as our culture). Integrity means every member of CASIC must abide by laws and regulations, especially the Six Disciplines and laws and regulations of CPC, be a man of integrity and discipline oneself in working. Accountability means every member of CASIC must be brave to shoulder responsibilities and innovate, and in face of difficulties, he will not be distracted by his personal winning or loss, will be capable of undertaking urgent, difficult, risky and hard missions, will offer himself at critical moments and he would, he can and he will complete the missions. Loyalty is the prerequisite, integrity is the foundation and accountability is the target.
Gao stressed that, to make a difference, the perseverance is more important than determination and will. It takes constant innovation to harvest long-lasting success, and it takes the utter perseverance to innovate. It is way cooler to aim high than to aim anew, and to persist than to deviate. These leaders that calculate their own benefits and losses when faced with accountability and are mindful of narrow personal gains and losses and escape from difficulties cannot undertake and be entrusted with noble missions. A persistent leader is the one that can release himself from indecisiveness, misery, horror and doubts and turn pressure into motivation, stick to his faith, make up his mind and grow his confidence, and will not be distracted by any kinds of temptation or emotions and work restlessly to reach his target.
Gao also instructs that innovation is more important than inheritance and abandoning. Inheriting the essence of the past and abandoning the outdated is the prerequisite to promote development. In addition to inheritance and abandoning, it is more pivotal to strengthen innovation, overcome all kinds of difficulties and resolve all risks in the development to usher in a brand new tomorrow. Globally, each round of production mode change restructures the industry map of the world and global political pattern. For an industry, each round of production mode change restructures the industry map and strategic pattern of an industry. Changing the development mode to restructure the structure of industry to ensure promoting the quality of development, proposed by the party committee of CASIC, aims to improve the core competitiveness of CASIC via innovation based on inheritance and abandoning.
Gao stressed that, after the strategy is formulated, it is key to implement the strategy and reach our targets. Guided by the spirit of the 19th CPC National Congress and President Xi’s The Thought on Socialism with Chinese Characteristics for a New Era, CASIC will thoroughly implement the spirits of the national organization work conference and fully strengthen the leadership of CPC and CPC construction, especially, the political development of CPC, promote the completion of building the leading world-class aerospace defense company and leading world-class globally-competitive enterprise at the required time by honoring selflessness, maintaining adamant persistence and determination, strengthening the grip of strategy, encouraging advancing continuously and blueprinting the full-scale image.
In summing up the conference, Li Yue indicated that, the conference is of great significance to the new journey to fully implement the spirit of the 19th CPC National Congress and President Xi’s The Thought on Socialism with Chinese Characteristics for a New Era, determine the Two Targets and Four Steps strategy of CASIC and promote implementing a series of strategies of the party committee of CASIC on all aspects to ensure that the first target of building the world-class aerospace defense company in 2020 to promote building the leading world-class globally-competitive enterprise. The Two Targets and Four Steps strategy is the theme and core of the conference, and it is also the top scheme for the development of CASIC for now and the near future. All departments and units of the headquarter of CASIC will embody the spirit of the conference and the strategies, policies, overall arrangement and conference reports in the middle term evaluation adjustment of the Thirteen Five-year Plan and implement them in the planned annual operation activities.
