On October 15, CASIC held the 7th technological working conference to adhere to Xi Jinping’s thought on socialism with Chinese characteristics for a new era and the spirit of the 19th CPC National Congress, implement the strategy of “Two Targets and Four Steps” proposed by the Party Committee of CASIC, review the technological work of CASIC since the "13th Five-Year Plan", sum up experience, analyze the situation, further determine the objectives and measures for technological work of the "13th Five-Year Plan", mobilize to deploy the follow-up work, and accelerate the promotion of building a world-leading aerospace and defense company and a world-class enterprise with global competitiveness.
Officers of the Ministry of Science and Technology, the Ministry of Industry and Information Technology and the State Administration of Science, Technology and Industry for National Defense, Gao Hongwei, the Chairman and Secretary of Party Committee of CASIC, Li Yue, the President of CASIC and a deputy secretary of Party Committee, Fang Xiangming, a deputy secretary of Party Committee and a vice President of CASIC, Liu Shiquan and Chen Guoying, members of Party Committee and Deputy General Managers of CASIC, production safety directors, chief process engineers and chief quality control engineers of CASIC, department heads of the headquarters, and relevant personnel of secondary and tertiary units attended the conference. The conference consists of the main venue and the video venue. Li Yue presided over the conference.
At the conference, Chen Guoying delivered a speech, i.e., Conference Report on the 7th Technological Working Conference Held by CASIC. The report pointed out that CASIC raised the technological work to a new strategic level based on transformation and upgrading, as well as secondary entrepreneurship. The Party Committee of CASIC prospectively incorporated the new-generation materials as well as the process technology and its application into its key scientific and technological innovation development areas such as “Five New Generations” and “Four Basic Support Technologies” for overall planning to establish the innovative industry layout in the process technology and material fields, i.e., "N-support backed by academies and institutes”. CASIC researched and released the work requirements of “2D+2A+2C+2S” for scientific research and production to comprehensively promote the optimization and deepening of design and process technology and constantly promote the high-quality development of technological work according to the requirements of digitization, networking, intellectualization and cloudization. All units have achieved remarkable results in the aspects of process systems, technologies, teams, mechanisms and innovation, and great progress has been made in technological work to lay a solid foundation for the development of civil-military integration.
The report pointed out that CASIC established the strategy of “Two Targets and Four Steps” in respect of the new era, new mission and new journey to put forward new requirements for the technological work. CASIC will attach great importance to the technological work to lay a solid foundation for the strategy of “Two Targets and Four Steps”, bear in mind the mission of performing our duties in strengthening our armies to ensure the completion of technological work concerning the model products, conduct the online testing to promote PPM optimization and the implementation of “2D+2A+2C+2S”, adhere to innovation and development to create new-generation materials, process technologies and new functions, strengthen the infrastructure construction, and lay a solid foundation for the process technology and management.
The officers of the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the State Administration of Science, Technology and Industry for National Defense put forward opinions and suggestions from various perspectives: we shall continue to complete major special projects, and organizations capable of undertaking major special projects shall actively engage in those projects; we shall invest more in the process technology, and strengthen the research and development of independent and controllable process technologies as well as the research of basic technologies; we shall focus on the main business, strengthen innovation, consolidate the foundation, improve the capability, enhance coordination and accelerate transformation.
Gao Hongwei put forward requirements from four aspects: 1. we shall attach great importance to technological work from the perspective of the future development of CASIC. The process foundation is important for supporting the high-quality development of CASIC. The process capability is the key to ensuring the completion of model equipment construction. Advanced materials, advanced processes and advanced manufacturing technologies shall attract extensive attention. 2. We shall take “digitization, networking, intellectualization and cloudization” as the orientation to properly fulfill the technological work. For the technological work, we shall properly fulfill the responsibilities in informationization, socialization, marketization and internationalization. 3. We shall make every effort to solve the problems concerning independence and controllability in the fields of processes and materials of CASIC. We shall make full use of advantageous resources to solve the problems concerning independence and controllability of bottleneck technologies in the field of process material subject to foreign blockade on techniques, make a decision to solve the problems concerning independence and controllability of process materials and technologies in respect of insufficient technical capabilities and short supply of products in supporting units for outsourcing in China, and make every effort to solve the problems concerning independence and controllability of process materials and technologies in respect of short supply of products resulted from no departments of CASIC completely understanding technologies, thoroughly mastering processes or fully controlling the procedures. 4. We shall further improve the understanding on the importance of technological work, and significantly improve the level of importance for technological work.
Gao Hongwei pointed out that, under the guidance of party groups and party committees at all levels, CASIC will be able to open up new prospects for technological work, and to make greater contributions to building a world-leading aerospace and defense company and a world-class enterprise with global competitiveness.
At the conference, Li Yue pointed out that we shall implement the relevant requirements put forward by Gao Hongwei, the Chairman of CASIC, as well as the opinions and suggestions put forward by officers of the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the State Administration of Science, Technology and Industry for National Defense according to our actual situations, carefully study and implement the Conference Report on the 7th Technological Working Conference Held by CASIC, and organize relevant experts to carry out special seminars.
At the conference, Fang Xiangming declared the appointment and dismissal notices of chief process engineers in 7 secondary units, as well as the Notice on Adjusting the Sixth Panel for Technological Work of CASIC. Liu Shiquan declared the Decision on Commending the Advanced Collectives and Advanced Individuals in Technological Work in 2015-2017 of CASIC. At the conference, chief process engineers in 7 secondary units were awarded the letters of appointment, and awards were given to advanced collectives and advanced individual representatives.
Representatives from the 2nd Academy, No. 23 Institute, No. 283 Factory, the 3rd Academy, No. 31 Institute, No. 239 Factory, CASIC Sanjiang Group, No. 9 Department, Wanshan Company, No. 359 Factory of the 6th Academy, No. 210 Institute, No. 3405 Factory of the 10th Academy, No. 3531 Factory, No. 119 Factory of Aerospace Communications and Aerosun Corporation of CASIC exchanged experience in technological work at the conference.
